PUBLIC COMMENTS:
LC Scramlin, Director of the Oakland County 4-H Fair Association, provided an update on the Oakland
County 4H Fair that will be going on through July 15. He reported in spite of the heat they are
experiencing record attendance this year. He also expressed his appreciation for the electric services
that were installed at Springfield Oaks, all the work and assistance from the Oakland County Parks and
Recreation staff, and everything that has been done to help the Fair Association. Mr. Scramlin also
provided an update on the Great Lakes State Fair that will be held in Novi on August 31 through
September 4, 2012.
INTRODUCTIONS:
Chief of Facilities Maintenance and Development Mike Donnellon introduced the new Architectural
Engineer II, Jennifer Myers. Ms. Myers holds a degree in Architecture from Tulane University in
Louisiana and a Masters of Science in Civil Engineering from Wayne State University. She has several
years of experience working as a project engineer and will be working with the Facilities Maintenance and
Development team.

Program Grant Acceptance - INVASIVE SPECIES CONTROL AT ROSE OAKS
COUNTY PARK
WHEREAS, the Oakland County Parks and Recreation Commission has identified and
established priorities for the stewardship and maintenance of park natural resources within the adopted
Recreation Master Plan; and;

WHEREAS, the Oakland County Parks and Recreation Commission recommends the
acceptance of the following grant award from the Department of Natural Resources for a $3,500 grant:
INVASIVE SPECIES CONTROL AT ROSE OAKS COUNTY PARK
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation
Commission hereby requests the Oakland County Board of Commissioners authorize and accept the
Michigan Department of Natural Resources Landowner Incentive Program grant award.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation Commission
hereby requests the Board of Commissioners direct its Chairperson or designee to execute said grant
agreement on behalf of the County of Oakland.
Resolution approving MEDC Market Grant Acceptance - GROWING QUALITY OF LIFE
— THE OAKLAND COUNTY MARKET
WHEREAS, the Oakland County Parks and Recreation Commission has assumed management
and operation of the Oakland County Market, and;
WHEREAS, Oakland County Parks and Recreation has as its mission to provide quality
recreation experiences that encourage healthy lifestyles, support economic prosperity, and promote the
protection of natural resources, and;
WHEREAS, Oakland County Parks and Recreation seeks to invest in the County Market to
increase access to healthy, local foods, build awareness and advocacy for all markets through
promotions and marketing, facilitate access to educational programming, provide access to business
development resources for farmers, and maximize the benefits of existing resources through
collaboration, and;
WHEREAS, the Oakland County Parks and Recreation Commission recommends the
acceptance of the following grant award from the Michigan Economic Development Corporation for a
$50,000 grant (40%) with a $75,000 (60%) match for a total project of $125,000: - GROWING QUALITY
OF LIFE — THE OAKLAND COUNTY MARKET
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation
Commission hereby requests the Oakland County Board of Commissioners authorize and accept the
Michigan Economic Development Corporation — Urban Farmers Market grant award.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation Commission
hereby requests the Board of Commissioners direct its Chairperson or designee to execute said grant
agreement on behalf of the County of Oakland.

provided an update to the Commission on the MEDC grant for the Oakland County Market.

RED OAKS NATURE CENTER— PROPOSED LEASE:
The proposed lease agreement for the Red Oaks Nature Center in Madison Heights is being presented to
the Commission for approval. This lease will be a 25-year lease between Oakland County and the City of
Madison Heights to operate the Madison Heights Nature Center and 38 acres as the Red Oaks Nature
Center. Officials from the City of Madison also have agreed to provide funding for utilities for the facility
and also share in the cost of maintenance improvements.
This proposed facility would provide an added benefit to the residents in the south end of Oakland
County. If approved, OCPR would take over operations effective October 1, 2012.
A few members of the Commissioners expressed concern over the process of approving the lease before
the nature center budgets are approved.
Moved by Mr. Lewis, supported by Mr. McGillivray to approve the Proposed Lease Agreement
with the City of Madison Heights on the Red Oaks Nature Center.

Commissioner VanderVeen indicated that there needs to be accurate budget cost centers for both nature
centers that will provide very thorough details in the OCPR Budget.
SPRINGFIELD OAKS LIQUOR LICENSE — MLCC RESOLUTION:
Moved by Mr. Wilson, supported by Mr. VanderVeen to adopt the resolution approving the
following individuals, in their official capacity as Oakland County Parks and Recreation
representatives, to execute any documents which must be submitted to the Michigan
Liquor Control Commission on behalf of the Oakland County Parks and Recreation
Commission: Chairman Gerald A. Fisher, Executive Officer Daniel Stencil, and Manager of Parks
and Recreation Operations Susan M. Wells.
WHEREAS, the Oakland County Parks and Recreation Commission ("OCPRC") holds liquor
licenses at several of its Parks; and
WHEREAS, only persons approved by OCRPC Resolution may execute documents to submit to
the Michigan Liquor Control Commission ("MLCC'); and
WHEREAS, at this time the only person authorized to execute documents to submit to the MLCC
on behalf of OCPRC is Daniel J. Stencil; and
WHEREAS, more than one person should be authorized to execute documents to submit to the
MLCC on behalf of OCPRC.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation
Commission authorizes the following individuals to execute any documents which must be submitted to
the Michigan Liquor Control Commission on behalf of the Oakland County Parks and Recreation
Commission: Chairman Gerald A. Fisher; Executive Officer Daniel J. Stencil; and Manager of Parks and
Recreation Operations Susan M. Wells.

WATERFORD OAKS PARK VISION AND FACILITY CONCEPTS:
Donna Folland, Project Advisor for Planning, provided an update to the Commission on the status of the
Waterford Oaks Park Vision and Facility Concepts. Staff is requesting approval of the Waterford Oaks
Park Vision and Facility Concepts as the guiding document for Waterford Oaks from 2013-2022.
Moved by Mr. Baumhart, supported by Mr. Wilson to approve the Waterford Oaks Park Vision
and Facility Concepts 2013-2022.

RED OAKS PARK VISION AND FACILITY CONCEPTS - INFORMATIONAL:
The next phase for the Red Oaks Park Vision and Facility Concepts 2013-2022 is to proceed with public
review and comment. The public comment period is tentatively set for July 15, 2012 through August 14,
2012. Staff is requesting authorization to proceed with public review and comment.

and comment for the Red Oaks Park Vision and Facility Concepts 2013-2022.

INDEPENDENCE OAKS CULVERT REPLACEMENT:
Staff has requested authorization to award a contract to construct a box culvert at Independence Oaks to
replace the existing culvert for the headwaters of the Clinton River within the main entrance road. This
request is due to extensive rust and failures at the connection point of the two halves of the split -seam
culvert. Commissioner Wilson expressed concern about utilizing a box culvert due to recent problems the
Road Commission for Oakland County has experienced on roads within Oakland County. Several other
concerns were raised regarding this type of construction. It was suggested that OCPR staff contact the
RCOC staff to have their engineering staff review the proposed construction and determine if this type of
construction would provide long term integrity and an extended useful life.
Commission determined that action on this item would be postponed until staff could obtain feedback
from the RCOC staff on the construction issues. If the information is received quickly from the RCOC
staff, a special meeting could be scheduled to allow the Commission to consider this request.
CATALPA OAKS BUILDING PAD CHANGE ORDER / PROJECT UPDATE:
Mike Donnellon, Facilities Maintenance and Development Chief, provided the Commission with an update
on the Catalpa Oaks Construction project. He indicated that the construction delays were due primarily to
underground electrical and plumbing issues and the subcontractor inspections.

WATERPARK LOUNGE CHAIR PURCHASE — RED OAKS/WATERFORD OAKS:
Moved by Mr. McGillivray, supported by Mr. Baumhart to approve the purchase of 255 lounge
chairs; 190 chairs at Red Oaks Waterpark at a cost of $20,050.00 and 65 chairs at Waterford
Oaks Waterpark at a cost of $8,865.00; and to transfer up to $30,000 from the Parks FY 2012
Operating Contingency Budget to the Waterparks for the purchase of the additional waterpark
chairs.

WETLAND BANKER — REQUEST TO NEGOTIATE PROPOSED CONTRACT:
Brittany Bird, Natural Resources Planner, updated the Commission on the status of the wetland banker
proposed contract. Staff is requesting that Commission allow staff to negotiate and award the OCPR
Wetland Banker Services Contract to Niswander Environmental, LLC for the purposes of constructing and
implementing credit sales for a wetland mitigation bank located within Addison Oaks County Park.
Moved by Mr. Kostin, supported by Mr. Scott to allow staff to negotiate and award the Addison

REPLACEMENT OF INDEPENDENCE OAKS BOX CULVERT:
Staff is requesting to award a contract to construct a box culvert at Independence Oaks to replace the
existing culvert for the headwaters of the Clinton River within the main entrance road. This request is due
to extensive rust and failures at the connection point of the two halves of the split -seam culvert. This item
was postponed from the July 11, 2012, OCPR Commission meeting pending staff contacting the
engineers at the Road Commission for Oakland County. Mike Donnellon, Chief -Facilities Operations and
Maintenance, advised the Commission that staff had been in contact with the Road Commission staff
regarding the box culvert that is proposed, and all areas of concern have been addressed. The life cycle
for the proposed box culvert staff is recommending is estimated to be approximately 100 years. Staff is
also recommending that Alternate 1-A , the replacement of approximately 715 linear feet of Independence
Oaks Blvd., due to the condition of the road and right-of-way, also be approved with the box culvert bid.
Moved by Mr. Wilson, supported by Mr. VanderVeen, to approve a contract with Springline for
both Unit Base Bid and Alternate 1-A amounts of $341,387.00, with contingency in the amount of
$23,099.60 for a total unit based contract of $396,486.60, as well as the transfer of $315,286.60
from the FY2012 Capital Improvement Program Plan Contingency to the CIP Project #1556.

Mr. Wilson expressed his thanks to the OCPR staff for taking the time to check with the Road
Commission to make sure there were no issues or areas of concern regarding this project, and for future
projects the Road Commission is willing to assist or help out as needed.

PROPOSED RESOLUTION - MADISON HEIGHTS/RED OAKS NATURE CENTER LEASE:
It was discovered after the 07/11/12 OCPR Commission meeting that the Commission needed to adopt a
resolution in conjunction with the approval of the lease for the Red Oaks Nature Center. Upon approval
this resolution will be forwarded to the Board of Commissioners for final approval.
Moved by Mr. Lewis, supported by Mr. Wilson, to adopt the proposed resolution for the
George W. Suarez Friendship Woods/Red Oaks Nature Center Lease:
WHEREAS, the Oakland County Parks and Recreation Commission is interested in entering into
a lease with the City of Madison Heights to maintain and operate the 38-acre George W. Suarez
Friendship Woods, which will include the Red Oaks Nature Center; and
WHEREAS, the parcel is contiguous to the Red Oaks County Park in Madison Heights and will be
known as part of the Red Oaks County Park complex; and
WHEREAS, the Oakland County Parks and Recreation Commission's strategic master plan
includes a goal to acquire and/or develop additional parks and recreation facilities that provide regional
recreational opportunities; and
WHEREAS, the residents of Oakland County will be the benefactors of this lease; and
WHEREAS, the funding to maintain and operate this facility will be allocated in the Oakland
County Parks and Recreation Commission Operating Budget; and
WHEREAS, the Red Oaks Nature Center property and building were funded through a Michigan
Natural Resources Trust Fund Grant, and the proposed lease between the County of Oakland and the
City of Madison Heights is consistent with the grant agreement; and
WHEREAS, said lease, which was developed by Oakland County Corporation Counsel, Oakland
County Park staff, and City of Madison Heights officials, is for a period of 25 years; and
WHEREAS, said lease, which is between the County of Oakland and the City of Madison
Heights, is for the amount of $1.00 annually.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation
Commission hereby recommends the Oakland County Board of Commissioners approves and accepts
the terms and conditions of the lease.

Subject: Annual Motor Vehicle Fee Increase
INTRODUCTION AND HISTORY
The Oakland County Parks and Recreation Commission has established fees and charges to help offset the cost of
maintaining high quality facilities. The Oakland County Parks motor vehicle entry pass gives you access to the following
parks: Highland Oaks, Rose Oaks, Groveland Oaks, Independence Oaks, Orion Oaks, Addison Oaks, Lyon Oaks and
Red Oaks.
These fees are reviewed annually, and staff makes recommendations based on the cost of service and reviewing what
the competition is charging. Over the past ten years, annual revenues have generated approximately 2.5% of our overall
budget.
Staff will also be looking at developing a surcharge to our camping fees that will be added to our camping fees. At this
time we do not require a daily or annual vehicle pass when you pay for camping. This fee increase will be presented with
camping fees in the future.
Staff has communicated with the Huron -Clinton Metroparks and will continue to look at future fee schedule.

STAFF RECOMMENDATION
Staff recommends we increase our Resident Annual Motor Vehicle fee and Resident and Regular (non-resident) Senior
Citizen/Adaptive/Active Military Annual Motor Vehicle fee by $2.00 for 2013. The Resident Annual rate is currently $30.00,
the Resident Senior Citizen/Adaptive/Active Military rate is currently $22.00, and the Regular (non-resident) Senior
Citizen/Adaptive/Active Military rate is currently $30. The increase in revenues will be approximately $16,000.

Daily Motor Vehicle Permit: This permit provides access to our parks for the day it is purchased. A policy is
also in place for patrons to have the opportunity to apply the purchase of that daily pennit towards an annual
vehicle permit on the same day.
Annual Motor Vehicle Permit: Staff begins selling these permits October 1 for the following year; they
expire December 31 of the year noted on the permit. This permit provides access to the following parks:
Highland Oaks, Rose Oaks, Groveland Oaks, Independence Oaks, Orion Oaks, Addison Oaks, Lyon Oaks and
Red Oaks.
Joint Annual Vehicle Permit: This permit provides access to the above Oakland County Parks and to all the
Huron -Clinton Metroparks.
Senior Citizen Annual & Daily Vehicle Permit: Our Daily and Annual Motor Vehicle Permits are provided
at a discounted rate to residents and non-residents who are 62 and over.
Adaptive Annual Motor Vehicle Permit: The Adaptive Recreation Discount is available to Oakland County
residents with permanent physical or development disabilities. Applications to receive the discount are
available on our website.
Active Military Annual Motor Vehicle Permit: This discount is available to active members of the military
when they present their ID.

Subject: Request for Bus Replacement
INTRODUCTION AND HISTORY
The Oakland County Parks Mobile Recreation Program has been providing transportation services since 1975. The buses
have been used for summer camps, senior groups, sporting events, weddings, nature center groups and shuttle services
for events. We currently have three buses - two transit buses and one school bus:
• #910 1998 49 passenger transit bus
• #927 2001 45 passenger transit bus with wheelchair lift
(Can accommodate 41 passengers with one wheelchair; 39 passengers with two wheelchairs)
• #901 2005 43 Adult or 63 Children (4th grade or lower) passenger school bus
Staff is requesting authorization to replace one of our existing buses. Bus #910 was purchased in 1998 for $104,103, has
provided over 1,000 runs and has generated over $400,000 in revenue. Staff is recommending that we replace our 49
passenger transit bus with a 35 passenger commercial bus.
The new bus staff is requesting will meet our needs to provide a smaller capacity bus, it will provide better fuel mileage
(14.21 miles/gal, compared to our current bus which gets 6 miles/gal.), and will meet our transportation needs for smaller
groups. The bus will also include a handicap accessible lift with two (2) wheelchair tie downs. The new bus life
expectancy provided by the manufacturer is 10 years or 350,000 miles. Bus #910 has provided service for us for the past
14 years and has 180,000 miles.
Staff is also recommending that we keep bus #910 as a back-up to our other three buses. This bus will be used on very
limited basis. Over the past three years we have had many repair costs and many problems with this bus. Reviewing the
records from the past three years we have invested over $20,000 in repairs.

STAFF RECOMMENDATION
Staff recommends that a new bus be purchased. After reviewing the bids with parks staff and Oakland County
Purchasing, it has been recommended that we pursue the Mobility Transportation Services bid at the purchase price of
$115,017. The existing 1998 Transit Bus (#910) will come out of regular use rotation and be used as a backup for the
other buses.

Subject: Manitowoc Ice Machine Purchase — Lyon Oaks Golf Course
INTRODUCTION AND HISTORY
Lyon Oaks Golf Course Clubhouse has two ice machine units that were original equipment when the facility was built 11
years ago. One unit is no longer operating and cannot be repaired; it is being used for parts to keep the second unit
operating, which is working temporarily but requires urgent replacement.
Oakland County Purchasing requested bids for a replacement unit, which includes a head unit, bin, and deflector. Ten
bids were received and the details are in the attached report.
This equipment will be charged to the Capital Equipment budget, as it is greater than $5,000. Since it was unbudgeted, it
requires OCPR Commission approval.
Oak Management will reimburse Oakland County Parks and Recreation half the cost of this unit and the equipment will
remain in ownership by OCPR.
Per OCPR Commission preliminary approval via email on July 20, 2012, staff placed the order with direction to present it
for approval at the August 1, 2012, OCPRC meeting.

1. Upcoming Events and Programs: Attached for your information is a list of upcoming events
and programs scheduled by the Recreation Programs and Services Staff.
2. Activity Reports: The Activity Reports for July 2012 will not be available. Staff will provide
highlights to the Commission at the meeting on 08/01/12. The July 2012 and August 2012
Activity Reports will be provided at the 09/05/12 OCPR Commission meeting.
3. Media Hit - Nationwide: We just received notification that the article Communications and
Marketing Technical Aide Meagan Schafto wrote on the Paradise Peninsula Playscape will run in
Parks and Recreation Business Magazine's November issue. This is a full -color national
magazine for parks and recreation professionals.
4. Communications & Marketing:
•Hosted a media day/project kickoff for the Addison Oaks Connector Trail project
•Created communications plans for campfire safety during dry weather and scheduled breaks for
lifeguard staff during high heat/humidity
•Pitched story ideas to Parks and Recreation Business Magazine to gain national exposure; The
November issue will feature the unique construction, design and accessibility of Paradise
Peninsula Playscape. Haven't heard back yet about the idea for the December issue of OCPR's
change in historical model of providing banquets and concessions.
•Graphic Artist Lori Taylor presented Drawing on Nature Children's Art Workshop at the Ann
Arbor District Library, Kids Read Comics Celebration in July. Annual event draws hundreds of
families.
•Developed a Spanish version of the waterparks brochure for patrons primarily visiting Waterford
Oaks Waterpark. In a collaborative effort, a waterpark staffer and an OCP user support specialist
translated the English brochure. The piece includes a solicitation for feedback; comments will be
used to improve the brochure for a full run (printing) in 2013.
5. Master Plan: Donna Folland, Project Advisor for Planning, has provided another update for the
Commission on the status of the Master Plan. The update is included as part of this report.
6. Walk with the Doctor Program: This is a free walking program for anyone interested in
achieving a healthier lifestyle. In a partnership with the Oakland County Health Dept., walks are
led by Dr. Pamela Hackert, Chief of Medical Services for the Oakland County Health Division and
Dr. Mary Jo Voelpel, who practices hematology and oncology in Orion, Michigan. Walks are
approximately 2 miles on paved, packed dirt and grass trails at either Waterford Oaks or Orion
Oaks Parks. Program participants will have a chance to ask questions of the doctors while
walking at their own pace. Each walk begins with a 10 — 15 minute discussion on a wellness
topic. Free Oakland County Parks water bottles are given to all participants. Walks are
scheduled at Orion Oaks on July 28 and August 19 at 10 am. Future walks may be scheduled for
the fall. Walk With a Doc is a national program that encourages healthy activity in people of all
ages.

Memorial Golf Outing in Honor of Ralph Richard: The family of former Parks Executive
Officer Ralph Richard has scheduled a golf outing in his memory, set for Thursday, Aug. 2 at
Lyon Oaks Golf Course. All proceeds from this event will benefit the University of Michigan
Comprehensive Cancer Center for research of Pancreatic Cancer. The event begins at 10:30
a.m. and cost is $100/person or $400/foursome. There is a dinner -only option for $40/person. To

8. CSX Private Crossing: Attached is a letter from CSX to Jody Hall regarding the request for use
of the private crossing at Milepost CC 52.35, DOT #232321X. Jody will respond to CSX and let
them know that the property that was served by the private railroad crossing is inaccessible from
other areas of the park because of wetlands. As a result Jody will propose that Parks request the
private crossing or in the alternative pay for the construction of the boardwalk in the amount of
$161,000.
9. Dates for Managed Deer Hunts at Oakland County Parks: Natural Resources Planner
Brittany Bird has provided the dates for the 2012 Managed Hunt Dates for Antlerless Only
Whitetail Deer at Addison and Independence Oaks. The dates are:
INDEPENDENCE: Nov 19, 21, 26, 28 and December 10 and 12
ADDISON: Nov 15, 20, 27, 29 and December 11 and 13
10. Beaver Harvest Totals: Brittany Bird has advised that the 2011/2012 Beaver Harvest Totals for
Rose Oaks and Independence Oaks are as follows:
Rose (1 trapper) - 6 Males; 4 Females --> 10 Total
Independence (2 trappers) - Crooked Lake - 5 Males; 5 Females ---> 10 Total
The 2012/2013 Beaver Trapping is projected for Groveland, Rose and Independence Oaks to
maintain park beaver populations and associated activity at levels that are in balance with the
recreational uses and built infrastructure of the parks.
11. Tour of Groveland Oaks: Immediately following the Commission meeting there will be a 25
minute tour of Groveland Oaks County Park. This will provide an opportunity to see some of the
future projects planned for the park.
12. Update on Catalpa Oaks Construction Project: Mike Donnellon, Chief - Facilities Maintenance
& Development, will have an update at the Commission meeting on the status of the Catalpa
Oaks Construction project including current pictures, and will be available to answer any
questions from the Commission.

Subject: Master Planning Update to Parks Commission
STAFF REPORT
Planning Consultant Blanket Contract (Service Portfolio Project):
■ PURPOSE: To establish blanket contracts for planning services to support the development and
implementation of business plans by OCPRC staff.
■ STATUS: Through the RFQ process, the general scope of the Service Portfolio Project has been
determined to consist of three component parts, with the scope of each component appropriate to
the skills and experiences of specific consultants. Oakland County Purchasing Department is in the
process of contacting consultants to discuss refined scope and receive proposals for fees for services.
■ Refined SCOPE:
1. Resource Allocation and Cost Recovej- r Planning: Determine optimal cost recovery rates for
park and recreation services that are based on public input regarding the relative community v.
private benefit of each service. Relate cost recovery determination for categories of service to
pricing and implementation strategies and set goals for improving cost recovery.
2. Enterprise Partnership Planning: Develop enterprise partnerships with private businesses to
develop new recreational opportunities within our parks and provide revenue that increases the
financial sustainability of all park facilities.
3. Park Planning Public Engagement: Ensure that development of park plans is informed by the
input of the public and park users; provide linkage and continuity between the development of
individual park plans and the Service Portfolio Project.
Waterford Oaks Park Planning:
■ The Vateifold Oaks Park Vision and Facilio Concepts 2013-2022 was approved by the Parks
Commission on July 11, 2012.
■ Next steps:
o Updates to web page with posting of approved documents (by August 1, 2012)
o Report to Commission on Business Plan structure (October 3, 2012)
o Presentation to Commission of draft Waterford Oaks Business Plan (January 2013)
Red Oaks Park Planning:
■ Staff received Parks Commission approval on July 11, 2012 to seek public comment on the draft lied
Oaks Park Vision and Facility Concepts 2013-2022.
■ Next steps:
o Public Comment Period: July 23, 2012 —August 22, 2012
o Public Hearing Tentative Date: October 3, 2012
Five -Year Recreation Master Plan:
■ Development of Goals & Objectives and the Action Program is underway. Presentation of these
sections to the Parks Commission is scheduled for September 5, 2012.

RE: Private Crossing located at Milepost CC 52.35, DOT # 232321X (the "Crossing")
Dear Ms. Hall:
CSX has received your request for the use of a Private Crossing located at Milepost CC 52.35,
DOT # 232321X. As discussed with Sherry Millard, CSX Transportation Inc. (CSXT) has
launched a new initiative which is designed to enhance safety at public and private at -grade
crossings across our system.
As discussed, research revealed that alternate access to and from the County's property exists
via a public road crossing, Buckhorn Lake Road. As CSXT carefully considers crossings that
can be eliminated across its system, this Crossing is a candidate for closure and removal
because of existing alternate access.
CSXT would like to offer the County $5,000.00 dollars toward the cost and expense to facilitate
building a roadway to Buckhorn Lake Road, as a measure of goodwill for any inconvenience
that may result from the removal of the Crossing. Based on our conversation, it is our
understanding that you would consider CSXT's offer and respond to Sherry Millard at 904-279-
3872 or it by August 15, 2012
