Subject: Approval — Catalpa Oaks — Phase One Construction
INTRODUCTION AND HISTORY
Since acquiring the 25-acre recreational sports complex in 2007, staff and Commission have been working to
provide improvements to this park as a regional recreational sports complex. The Park Master Plan was
adopted in October of 2008 and a design contract was approved with Barton Malow Design, Inc. (BMD) in
August of 2009.
After receiving bids from the pre -qualified general contractors in August of 2011, it was determined that Barton
Malow and staff would have to go through a value engineering process to reduce the cost of the project as all
ree bids came in above budget. Revised construction drawings were completed by BMD at no additional cost
co OCPRC and released for bidding on November 22 through OC Purchasing for General Contracting. This
bid release was available to all general contractors
After receiving bids on December 20, 2011, an evaluation committee of OCPRC Staff, OC Purchasing, BMD
Staff and OC Facility Maintenance Staff reviewed the 10 submitted bids, based on:

JAFF RECOMMENDATION
Upon completion of the evaluation process, staff recommends awarding a contract to the lowest qualified
vendor; Bernco, Inc. in the amount of $998,700 with a 5% contingency of $49,935 for a total approved amount
of $1,048,635.
The Value Engineering estimate was $1,083,500.
The FY2012 Capital Improvement Plan budget is $1,275,859.
MOTION
Move to approve the award of the contract for the Phase 1 Development Project at Catalpa Oaks,
including Base Bid #1, Alternate 2-A and Alternate 3-A to the lowest qualified vendor Bernco, Inc. in the
amount of $998,700 with a 5% contingency of $49,935 for a total approved amount of $1,048,635.

Subject: Resolution for Approval to Modify Lease Agreement for Food and Beverage Services — Oak
Management Corporation LLC
INTRODUCTION AND HISTORY
For over 37 years all food and beverage service has been provided to Oakland County Parks by Oak
Management Corporation. The Oakland County Board of Commissioners passed Miscellaneous Resolution
#06245, dated December 14, 2006, approving a Lease Agreement ("2006 Lease Agreement") by and between
the COUNTY OF OAKLAND, (Lessor) a Michigan Municipal and Constitutional Corporation, whose address is
1200 N. Telegraph Rd., Pontiac, Michigan, 48341, on behalf of the OAKLAND COUNTY PARKS AND
RECREATION COMMISSION (Parks), and E. A. FULLER OAK MANAGEMENT CORPORATION (Lessee), a
Michigan Corporation dated December 14, 2006, incorporating a Concession Agreement dated April 25, 1974.
liscellaneous Resolution #06245 also gives Oak Management "the exclusive right in all facilities subject to this
agreement to operate restaurant facilities." The current Lease Agreement expires December 31, 2015, and the
resolution resolved that "no further extensions beyond December 31, 2015, shall be made to this lease without
an appropriate RFP procedure."
The Lease Agreement provides that Oak Management operates the food and/or alcohol concessions at the
following County parks:

In late 2011 the Lessee notified Oakland County Parks of their willingness to begin the RFP process early.
Parks staff agreed, formed a special food and beverage committee, and notified the Lessee that we would be
seeking separate bids for banquet operations and other services now provided by Lessee. The RFP was
4esigned to support the Oakland County Parks and Recreation Commission's Strategic Master Plan through its
icus on increasing revenue resources and maximizing the efficiency and effectiveness of resources.

SECOND LEASE AMENDMENT
BETWEEN
THE COUNTY OF OAKLAND AND
E.A. FULLER OAK MANAGEMENT CORPORATION
This Second Lease Amendment (Amendment) is entered into this day of
20y, ("effective date") between the County of Oakland, a municipal and
Constitutional Corporation located at 1200 North Telegraph Road, Pontiac, MI 48341 (Lessor), on
behalf of the Oakland County Parks and Recreation Commission ("Parks") and E.A. Fuller Oak
Management Corporation, a Michigan Corporation located at [insert address] (Lessee).
BACKGROUND
A. The Parties entered into a lease dated December 14, 2006 and amended January 1, 2008
(collectively referred to as "Lease"). These documents are attached as Exhibit A.
B. Lessor and Lessee mutually desire to amend the Lease to modify the food and beverage services
that Lessee provides under that Lease.
C. In consideration of the mutual covenants contained herein, the Parties agree to amend the Lease as
follows:
AMENDMENT
§1. Upon the effective date in the first paragraph of this Amendment, the Lease shall be
amended to eliminate the following services provided by Lessee under the Lease: (1) all
vending services at all Parks facilities; and (2) all food and beverage services for Red Oaks
Wave Pool Concession Stand, Waterford Oaks Wave Pool Concession Stand; Addison
Oaks Concession Stand, Groveland Oaks Concession Stand, and Springfield Oaks Golf
Clubhouse.
§2. Together, the Parties completed an inventory of the following Parks facilities to determine
who owns what personal property located there: Red Oaks Wave Pool Concession Stand,
Waterford Oaks Wave Pool Concession Stand; Addison Oaks Concession Stand, Groveland
Oaks Concession Stand, and Springfield Oaks Golf Clubhouse. Exhibit I to this
Amendment sets forth who owns what personal property located at the above -listed
facilities. If the personal property is not set forth in Exhibit I, then the personal property
belongs to Lessor. For purposes of this Amendment personal property means all items,
equipment, appliances, and machinery which is not considered real property. All real
property belongs to Lessor. Lessee shall remove its personal property at the above -listed
facilities within seven (7) days of the effective date of this Amendment or such personal
property shall become the property of the Lessor.
§3. On January 1, 2013, the Lease shall be amended to eliminate the following service provided
by Lessee under the Lease: catering services at all Parks facilities, except Addison Oaks
Conference Center, White Lake Oaks, Lyon Oaks Golf Clubhouse, and Glen Oaks Golf
Clubhouse.

Subject: Commission Goals & Objectives — For FY 2013 Proposed Budget
INTRODUCTION AND HISTORY
As part of the process of preparing the 2013 Proposed Budget we have outlined three key areas that may aid the
Commission and staff in setting priorities and achieving the best possible results.
1. Commission Priorities: Provide direction by identifying broad priorities.
2. Proposed Long Term and Annual Goals: These goals would tie into the budget process so that we
have a three-year target with annual goals.
(i.e. Goal: To raise attendance 10% for 2013, 2014 and 2015)
3. Staff Implementation: Allow staff to develop implementation plans to accomplish priorities and achieve goals.
We are looking to engage in or start conversation with the Commission in order to establish those priorities.
Copies of the 2010 Community Survey by Leisure Vision as well as the Strategic Master Plan documents will be available
at the meeting on Wednesday. We have included a copy of the Executive Summary Report of the 2010 Community

2010 Community Survey
Executive Summary Report
Overview of the Methodology
The Oakland County Parks and Recreation Commission conducted a Community Survey
during February and March of 2010. The purpose of the survey was to gather input to help
determine parks and recreation priorities for the community. The survey was designed to
obtain statistically valid results from households throughout Oakland County. The survey
was administered by phone.
Leisure Vision worked extensively with Oakland County Parks and Recreation Commission
officials in the development of the survey questionnaire. This work allowed the survey to
be tailored to issues of strategic importance to effectively plan the future system.
The goal was to obtain a total of at least 600 completed surveys from Oakland County
households. This goal was accomplished, with a total of 602 surveys having been
completed. The results of the random sample of 602 households have a 95% level of
confidence with a precision of at least +/-4.0%.

Major Survey Findings
➢ Visiting Oakland County Parks and Recreation Sites. The Oakland County parks
and recreation sites visited by the highest percentage of households during the past 12
months are: Independence Oaks Park (17%), Addison Oaks Park (12%), Waterford
Oaks Water Park (11%), Glen Oaks Golf Course (10%), and Red Oaks Water Park
(10%).
➢ Recreation Facilities Used at Oakland County Parks. The recreation facilities used
by the highest percentage of households at Oakland County Parks and Recreation
Commission parks during the past 12 months are: walking, hiking, and biking trails
(40%), picnicking areas (25%), nature trails (19%), swimming beaches and areas
(19%), waterparks and waterslides (18%), and 18-hole golf courses (18%).
➢ Physical Condition of Oakland County Parks and Recreation Sites. Ninety-five
percent (95%) of households that have visited Oakland County Parks and Recreation
Commission parks and recreation sites rated the physical condition of the sites as either
excellent (39%) or good (56%). In addition, 4% of households rated the Oakland
County Parks and Recreation Commission parks and recreation sites as fair, and only
1 % rated them as poor.
➢ Parks and Green Space. Fifty-one percent (51 %) of respondents feel there are
sufficient parks and green space areas within walking distance of their residence. In
addition, 42% of respondents do not feel there are sufficient parks and green space
areas within walking distance of their residence, and 7% indicated "not sure".
➢ Acquiring and Developing Open Space. Based on the sum of their top two choices,
the open space options that households most support are: "open space should be
acquired and improved for passive use" (40%), "open space should be acquired and
left undeveloped for future generations" (39%), and "open space should acquired and
improved for passive and active use" (37%).
Need for Parks and Recreation Facilities. The parks and recreation facilities that the
highest percentage of households have a need for are: walking, hiking and nature trails
(66%), picnicking areas and shelters (51%), hard surface trails (42%), and indoor
fitness and exercise facilities (37%).
➢ Most Important Parks and Recreation Facilities. Based on the sum of their top four
choices, the parks and recreation facilities that households rated as the most important
are: walking, hiking and nature trails (50%), picnicking areas and shelters (19%), hard
surface trails (19%), and 18 and 9-hole golf courses (17%).

➢ Facilities Particiaated in Most Often at Oakland County Parks and Recreation
Facilities. Based on the sum of their top four choices, the facilities that households
participate in most often at Oakland County parks and recreation facilities are:
walking, hiking and nature trails (42%), picnicking areas and shelters (17%), 18 and 9-
hole golf courses (16%), and children's playgrounds (14%).
➢ Need for Recreation Programs. The recreation programs/activities that the highest
percentage of households have a need for are: special events/festivals (38%), adult
fitness and wellness programs (29%), nature and wildlife interpretive programs (25%),
and family recreation programs (24%).
➢ Most Important Recreation Programs. Based on the sum of their top four choices,
the recreation programs/activities that households rated as the most important are:
special events/festivals (22%), adult fitness and wellness programs (21 %), nature and
wildlife interpretive programs (13%), and 50+ years active programs (12%).
➢ Actions Most Willing to Fund with County Parks and Recreation Tax Dollars.
Based on the sum of their top four choices, the actions that respondents are most
willing to fund with their County parks and recreation tax dollars are: fix-up/repair
older park buildings/shelters/playgrounds (35%), purchase land to preserve open space
and protect the environment (31 %), purchase land to develop walking and hiking trails
(27%), and develop new hard surface walking and biking trails that connect to regional
trails (22%).
➢ Ways Respondents Learn about Oakland County Programs and Activities. The
most frequently mentioned ways that respondents learn about Oakland County Parks
and Recreation Commission programs and activities are: from friends and neighbors
(38%), Oakland County Parks Brochure (36%), newspaper articles (35%), and Parks
Website (26%).
➢ Level of Satisfaction with the Overall Value Received from the Oakland County
Parks and Recreation Commission. Fifty-seven percent (57%) of respondents are
either very satisfied (29%) or somewhat satisfied (28%) with the overall value their
household receives from the Oakland County Parks and Recreation Commission. Only
8% of respondents are either somewhat dissatisfied (5%) or very dissatisfied (3%) with
the Oakland County Parks and Recreation Commission. In addition, 26% of
respondents rated the Parks and Recreation Commission as "neutral", and 9% indicated
"don't know".

➢ Votin2 to Renew an Annual Tax to Fund Operations and Capital Improvements.
Sixty-six percent (66%) of respondents would either vote in favor (56%) or might vote
in favor (10%) of renewing the annual tax for funding operations and capital
improvements for the Oakland County Park and Recreation Commission. In addition,
12% of respondents would vote against renewing the annual tax, and 22% indicated
"not sure".
➢ Paving Additional Property Taxes for a Milla2e Dedicated to Open Space and
Parkland Acquisitions and Trail Development. Sixty-six percent (66%) of
respondents would pay some amount of additional property taxes for a millage used
only for open space and parkland acquisition and trail development and operations.
This includes 27% who would pay $30 or more per month, 20% who would pay $20 to
$29 per month, and 19% who would pay $1 to $19 per month.
➢ Number of Years Willing to Fund a Millage Dedicated to Open Space and
Parkland Acquisitions and Trail Development. Twenty-nine percent (29%) of
respondents would fund a millage used only for open space and parkland acquisition
and trail development and operations for 10 years. In addition, 9% would fund the
millage for 6 to 9 years, 21% would fund the millage for 4 to 5 years, and 11% would
fund the millage for 3 years.
➢ Voting on a Millage Dedicated to Open Space and Parkland Acquisitions and
Trail Development. Fifty-seven percent (57%) of respondents would either vote in
favor (45%) or might vote in favor (12%) of a millage used only for open space and
parkland acquisition and trail development and operations. In addition, 23% of
respondents would vote against the millage, and 20% indicated "not sure".

1. Fees and Charges: As requested by Commissioner VanderVeen at the February 1,
2012 Commission meeting we have attached a summary sheet showing all of the 2011
and 2012 Fees and Charges.
2. County Market Business Plan: The Business Plan for the Oakland County Market has
been sent to the Oakland County Board of Commissioners in preparation for the
Commission and Board review process.
3. Next OCPRC Meeting Reminder: The next Commission meeting will be on
Wednesday, March 7, 2012, at 9:00 a.m. at Lyon Oaks Golf Course — Banquet Center
52221 Pontiac Trail, Wixom, Michigan 48393.
4. NestWatch eNewsletter: Oakland County Parks and Recreation was listed as one of
the top reporting sites in the country in the NestWatch eNewsletter— January 2012 issue
in the Year in Review 2011 article. This is the first year that Oakland County Parks and
Recreation has received this recognition, which was primarily due to the staff's time,
effort and dedication to the nest box monitoring program.
5. MRPA Awards:
a. Local Elected Official: County Executive L. Brooks Patterson received an award
at the 2012 MRPA Conference & Trade Show this week for being named the MRPA
2011 Local Elected Official of the Year. This award honors elected local officials who
have made significant contributions toward enhancing resident quality of life through the
promotion of parks and recreation.
b. Park Design Award: Waterford Oaks Paradise Peninsula received the 2011 MRPA
Park Design Award. This award is presented to MRPA agency members in honor of
outstanding landscape design, facility or architectural design and park design.

Beginning April 1, 2012, Catch -and -
Release Only Special Designation will
be enacted and enforced on Upper
Bushman Lake by MDNR Fisheries Order
244, making it the only public access lake
in Southeast Michigan managed with
special fishing regulations. Currently,
there are only 37 lakes in Michigan that
allow a variance from the standard fishing
state fishing regulations.
Without the order, Upper Bushman Lake would be overharvested and it would not perform
at its biological potential to continue producing and supporting a high quality fishery.
This order was approved by the MDNR Director and the Oakland County Parks and
Recreation Commission.The initiative has received letters of support from the Michigan
Bass Federation, Clinton River Watershed Council, Oakland County Bass Anglers, and
Ducks Unlimited.
The adoption of this designation is important to the parks system's Strategic Master
Planning Initiatives, Core Program Initiatives, and Natural Resources Management
Philosophy.The goal is for the lake to serve as a unique regional angling draw in
perpetuity, and to provide a framework for education and outreach programs in
the area of fisheries conservation.
Local opportunities to harvest fish abound. Oakland County Parks and Recreation has
10 public access fishing lakes open under standard, state regulation bag limits; including
69-acre Crooked Lake, located in Independence Oaks County Park. An additional
