Chairman Fisher called the meeting to order at 9:04 a.m. in the Commission meeting room at the Oakland
County Parks and Recreation Administration Office.

PUBLIC COMMENTS:
There were no questions or comments from the public.
PRESENTATION:
Chairman Gerald Fisher — North Oakland Headwaters Land Conservancy (NOHLC) Trailblazer —
40` Anniversary:
Executive Officer Dan Stencil informed the Commission of Chairman Fisher's service on the North
Oakland Headwaters Land Conservancy, having served on the NOHLC Board and also the Auditors
Committee. Throughout NOHLC's formative years he guided the organization with his deep knowledge of
wetland and environmental law which he combined with a zeal for land and water preservation. During the
time Mr. Fisher served, the Conservancy expanded from 20 to 50 land holdings.
The Commission commended Chairman Gerald Fisher for his recognition by the North Oakland
Headwaters Land Conservancy as a trailblazer in organizing the conservancy in its early years (est. 1972).
REGULAR AGENDA:
Update on Banquet Services/Grill Room Operations: Addison, Glen Lyon and White Lake Oaks:
Staff provided a report to the Commission on the history of the Oakland County Parks and Recreation
food and beverage contract, which dated back to 1974. A Food and Beverage Committee was appointed
this year in order to prepare a Request for Proposal and go out for bids for the food and beverage needs
of the parks system. The final phase of the bid process is the banquet services/grill room operations.
After extensive evaluation of the bids submitted and the options available, the Committee recommended
splitting the bids as follows: Award Kosch Hospitality the management of operations at Glen Oaks and
White Lake Oaks Banquet Centers and Grill Rooms, and Oak Management Corporation the continued
operation of Addison Oaks Conference Center and Lyon Oaks Banquet Center and Grill Room. The
Commission discussed in detail the proposal submitted by the Food & Beverage Committee.
Moved by Mr. McCulloch, supported by Mrs. Long, to reject the bids and go out for bids again

Five -Year Recreation Plan 2013 — 2017 Goals & Obiectives:
Project Advisor Donna Folland updated the Commission on the status of the Five -Year Recreation Plan
including transitioning from the Strategic Plan to the Five -Year Recreation Plan. She also outlined the
next three (3) steps of the process
1. Opportunity for Detailed Comments from Commission
2. Dashboard for Future Reporting on Results: To be used to report on the progress in
accomplishing the outcomes of the Recreation Plan
3. Dashboard of Preliminary Report of 2008-2012 Results: To be used to provide a
progress report on the implementation of the 2008 Strategic Plan

In addition, she informed the Commission of the anticipated timeline for the plan for 2013.
This plan is part of the countywide planning process and is a requirement of the Department of Natural
Resources in order to obtain state and federal grants. The plan was put together following the guidelines of
the DNR and is also a midpoint update of the 2008 Strategic Master Plan. Staff will be working to establish a
performance matrix for each objective, which will be put into a dashboard product that will be updated on a
quarterly basis.

Proposed 2013 Rules & Regulations Revisions:
Chief of Parks Operations and Maintenance — S. District Jim Dunleavy presented the proposed revisions
to the Oakland County Parks General Information and Regulations booklet. These revisions were
reviewed and recommended by Corporation Counsel. The modifications proposed are in the following
Sections: 6, 11, 13, 24, 27, and 40.
Moved by Mr. Wilson, supported by Mr. VanderVeen to adopt the following resolution on the
revisions to the Oakland County Parks and Recreation General Information and Regulations:
WHEREAS, the Oakland County Parks and Recreation Commission was established by
the Oakland County Board of Supervisors in 1966 under P.A. 261; and
WHEREAS, P. A. 261 includes a provision to allow county parks commissions to make
rules for the protection, regulation and control of all its facilities and areas with the approval of the
Oakland County Board of Commissioners; and
WHEREAS, the Oakland County Parks and Recreation Commission has established
rules and regulations for this protection, regulation and control; and
WHEREAS, revisions for clarification purposes are requested, which have been reviewed
and approved by the Oakland County Corporation Counsel, and
WHEREAS, it is the recommendation of the Oakland County Parks and Recreation
Commission that these revised General Information and Regulations be forwarded to the Oakland
County Board of Commissioners to accept and approve.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation
Commission hereby recommends the Oakland County Board of Commissioners approve and
authorize the revisions to the General Information and Regulations for Oakland County Parks.

(MNRTF) Land Acquisition Proposal Update•

Purchase of Manitowac Ice Machine — Catalpa Oaks:
Moved by Mr. McCulloch, supported by Mr. Wilson to approve the purchase of one (1) Manitowac Ice
Machine for Catalpa Oaks Concession Building from Douglas Equipment in the amount of $6,762 and
approve the following budget amendment:
FY2013 Budget Amendment: Revise the FY 2013 Capital Equipment Budget, found on Page 26, of
the FY 2013-2015 Adopted Operating Budget and Capital Improvement Budget, to include the
purchase of one (1) Manitowac Ice Machine in the amount of $6,762. The machine will be located at
the Catalpa Oaks Concession Building. Funding is available in the Unrestricted Net Assets Operating
Reserve Account.

- 5-Year Utility Comparison for reducing utility charges
- Catalpa Oaks Construction project is approximately 95% complete
- A proposal for a $20,000 donation for disabled veterans for Paralympic sporting events/clinics
- Update on concession vendor contracts
- Possible DNR 2012 Recreation Passport Program Grant - $45,000 for Accessibility
Improvements
- Update on Deer Management Program at Addison Oaks and Independence Oaks

There was no old business to be reported.
NEW BUSINESS:
Commissioner VanderVeen suggested that perhaps an informational sign be installed in the parks
indicating the dates for the Managed Deer Hunts.

personnel matter. Chairman Fisher indicated that the employee had requested in writing a closed

following structure and outline for the Committee.

• To help implement the Goals of the committee; ensure Quality Food, Consistent Service, and
Controlled Costs are managed and appropriate for all the food & beverage service areas.

Attached are the Oakland County Parks and Recreation proposed Fees and Charges for 2013. Staff has
utilized RecTrac and the fiscal reports as well as a competitive analysis to compile this data. Some of the
information in RecTrac is not yet available due to the time frame and the reporting capacity within the program.
Staff is continuing to work on this issue and the information will be available at a later point in time.

The fees and charges for Catalpa Oaks are not included in this report. The prices for Catalpa will be mailed to
the Commission when they are finalized and will be placed on a future agenda for the OCPR Commission's
approval.

Subject: Detroit Energy (DTE) Easement - Catalpa Oaks
INTRODUCTION AND HISTORY
As part of the Catalpa Oaks Phase One Development, electrical service was required for the new
Concession/Restroom Building. Therefore, the Detroit Edison Company has requested that the County grant a
10-foot wide by 689.19-foot long utility easement for the maintenance of underground electric service.
The proposed easement would allow DTE to construct, operate, maintain, repair and/or replace underground
electrical utility lines and related appurtenances.

STAFF RECOMMENDATION
Staff recommends the Commission approve the attached resolution granting a utility easement for
underground electrical service for the new Catalpa Oaks Development to the Detroit Edison Company (DTE)
and forward it to the Oakland County Board of Commissioners for final approval.

RESOLUTION
REQUEST FOR NON-EXCLUSIVE UNDERGROUND EASEMENT FOR ELECTRICAL
UTILITY SERVICE TO THE DETROIT EDISON COMPANY
CATALPA OAKS COUNTY PARK
WHEREAS, the County of Oakland is the owner of Catalpa Oaks County Park located in
the City of Southfield; and
WHEREAS, The Detroit Edison Company completed the installation of electrical utility
service to the Catalpa Oaks County Park for the Phase I Development Project; and
WHEREAS, the electrical utility requires a 10-ft. wide non-exclusive underground
easement to permit construction, installation, operation, maintenance, replacement and removal
of underground electric utility line facilities and related appurtenances; and
WHEREAS, the Oakland County Parks and Recreation Commission staff and The
Detroit Edison Company have agreed upon a route for the said underground electrical utility
service, which is necessary for the new facilities at Catalpa Oaks County Park; and
WHEREAS, the Departments of Facilities Management and Corporation Counsel have
reviewed and/or prepared all necessary documents related to the granting of the easement.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation
Commission hereby requests that the Oakland County Board of Commissioners authorize and
approve the granting of the attached easement for underground non-exclusive electrical utility
service and related appurtenances to The Detroit Edison Company for the sum of one dollar.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation
Commission hereby requests the Oakland County Board of Commissioners direct its
Chairperson or designee to execute the attached easement for underground non-exclusive
electrical utility service and related appurtenances.

GRANT OF NON-EXCLUSIVE UNDERGROUND EASEMENT IN GROSS
Detroit Edison Company (Right of Way No. 35075426)
THIS EASEMENT IN GROSS is granted this day of 1
by the County of Oakland, a Michigan constitutional corporation, whose address is 1200 N.
Telegraph Road, Pontiac, Michigan 48341, (hereinafter referred to as "Grantor") to The Detroit
Edison Company, a Michigan corporation, whose address is One Energy Plaza, Detroit,
Michigan 48226 (hereinafter referred to as "Grantee").
FOR AND IN CONSIDERATION of One Dollar ($1.00) and other good and valuable
consideration, receipt of which is hereby acknowledged, and pursuant to the conditions set forth
herein, Grantor does hereby grant to the Grantee, and the Grantee does hereby accept the right
to construct, operate, maintain, repair and/or replace underground electric utility line facilities
and related appurtenances, and to provide the Grantee .with access to the parcels described in
paragraph #1. and Exhibit A, for the limited purpose of maintaining said underground electric
utility line facilities and related appurtenances:
1. Parcel Number(s): 24-13-426-003 and 24-13-426-004
2. Grantor's Land is located in the City of Southfield, Oakland County, Michigan and
Is described as: See attached Exhibit A.
3. Purpose: The purpose of this grant is to provide the Grantee with a permanent (subject
to Section 7), non-exclusive Easement in Gross to permit construction, installation,
operation, maintenance, replacement and removal of underground electric utility line
facilities and related appurtenances, consisting of guys, anchors, wires, manholes,
conduits, pipes, cables, transformers and accessories. Under no circumstances can the
easement be used for any other purpose than underground electric utility line facilities.
4. Access: Grantor will provide Grantee with a reasonable route across Grantor's property
to access the easement area for the limited purpose of constructing, installing, operating,
maintaining, replacing or removal of the said underground electric utility line facilities and
related appurtenances. However, Grantee shall not perform any maintenance and/or
construction activities, including but not limited to work on guys, anchors, wires,
manhole, conduits, pipes, cables, transformers and accessories without using diligent,
good faith efforts to obtain prior approval from Grantor, except for emergency repairs.
5. Grant of Easement in Gross: Grantor hereby grants and conveys to Grantee a 10-ft.
wide permanent (subject to Section 7), non-exclusive Easement in Gross as described in
the attached Exhibit A (the "Right of Way Area") for the construction, operation,
maintenance, replacement and removal of said underground electric utility line facilities
and related appurtenances, as shown on the attached drawing. The centerline of the

Right of Way Area shall be established as the as -built location of the Centerline of
Grantee's facilities.
6. Trees, bushes, branches, roots, structures and fences. Grantee may trim, cut down,
remove or otherwise control any trees, bushes, branches and roots in the easement
area that Grantee reasonably believes could interfere with the safe and reliable
construction, operation and maintenance of Grantee's facilities. No trees, structures or
fences can be planted, grown or installed within eight (8) feet of the front door and within
two (2) feet of the sides of transformers and switching cabinet enclosures. No buildings
will be installed in the Right of Way Area without Grantee's written approval.
7. Interest in Realty: This Grant and Conveyance of an Easement in Gross shall be
binding upon and Inure to the benefit of the Grantor and Grantee, their, representatives,
successors and assigns, and the covenants and grants contained herein shall not
benefit any appurtenant parcel of land, and shall only extend to the use of said
Easement in Gross for underground electric utility line facilities. In the event that
Grantee, its heirs, representatives, successors and assigns (hereinafter Grantee) shall
no longer require the use of said Easement in Gross for the purposes described herein
for more than one (1) year, said easement shall be considered abandoned, and the
Easement in Gross shall terminate and be extinguished and, the land shall revert back to
Grantor, its heirs, representatives, successors or assigns (hereinafter Grantor), with no
interest remaining in Grantee. If this should occur, then upon the written request of
Grantor, the Grantee shall provide a Release of Easement in Gross to Grantor. If no
Release of Easement in Gross is provided to the Grantor within a reasonable period of
time, the Grantor may file with the Oakland County Register of Deeds an Abandonment
of Easement in Gross which shall act in place of the Release of Easement in Gross,
required of the Grantee. If the Easement in Gross is abandoned, terminated or
extinguished, then upon the request of Grantor, the Grantee shall remove any structures
in the Easement in Gross as requested by Grantor, and restore the Easement in Gross
to the condition it was in prior to the removal.
8. Damages: If Grantee's employees, contractors, vehicles or equipment damage Grantor's
Land while entering Grantor's Land for the purposes stated in this Easement, then Grantee
will restore Grantor's Land as nearly as can be to its original condition, except those items
which are prohibited by, or which Grantee is permitted to trim, cut down or remove pursuant
to, paragraph six (6) of this Easement.
9. Indemnification: Grantee shall also indemnify the Grantor, its elected officials, officers,
employees and/or agents against, and shall forever hold them harmless from any and all
losses, liability, actions, claims, demands, costs, expenses, injuries or damages of any kind
whatsoever which may be brought or made, and which shall be caused by or arise out of
any negligent act or omission or willful misconduct of Grantee, its officers, employees,
agents, guests, visitors, invitees, or licensees, arising out of the use of the Easement. In the
event that Grantor and Grantee are found responsible for the same losses, liabilities,
actions, claims, demands, costs, expenses, injuries or damages of any kind whatsoever
which may be brought or made, and which shall be caused by or arise out of any negligent
act or omission or willful misconduct of both of them, then the Grantee will indemnify
Grantor only to the extent of Grantee's proportional responsibility for the loss(es) and/or
costs associated with the loss(es).

10. Insurance: Grantee and its contractors, at their own expense, shall maintain the
following self insurance coverages:

Premises/Operations
Independent Contractors
Blanket) Broad form Contractual
Personal Injury - delete contractual exclusion "A"

and appointed officials of Oakland County;
Workers' Compensation as required by law $500,000 Employer's Liability;
$1,000,000 Combined Single Limit Automobile Liability, including hired and leased
vehicles, and owned and non -owned autos No Fault coverage as required by law; and
General Certificates of Insurance.
12. Grantee shall .also obtain the required permits, if applicable, from any other municipal or
governmental agency.

Subject: City of Farmington Hills Construction License Request
INTRODUCTION AND HISTORY
The City of Farmington Hills Engineering Division is in the process of completing construction plans to
rehabilitate 13 Mile Road, between Orchard Lake Road and Middlebelt Road. Within the road right-of-way in
front of Glen Oaks County Park, a 5-foot-wide sidewalk will be installed to maximize pedestrian safety. These
rehabilitation plans for 13 Mile Road do not include widening of the road.
The City is requesting a Construction License to remove and replace the Golf Course's east parking lot
approach to allow an accessible crosswalk, and also adjust the landscape bed in front of the Monument sign
that lie in the 13 Mile Road right-of-way. Staff will work with the City of Farmington Hills to adjust the boulders
around the sign so that we are in compliance.

As per our e-mail dated October 24. 2012, the City of Farmington I -[ills Engineering Division is in the process of
completing construction plans to rehabilitate the road system on 13 ;Mile Road, from Orchard Lake Road to
Middlebelt Road. in the process. we .will be providing a significant amount of curb and sidewalk on both sides
ofthe road.'rhere will also be several widenings and drainage improvements.
In the area of Glen Oaks Golf Course, with only a 33 foot right-of-way in existence, the City is hopeful Of -
providing a smooth transition for the west driveway connection to our new road system. Similarly to provide a
5 foot wide sidewalk and maximize pedestrian safety we need to have the boulders just west of the driveway
which currently are partially in the right-of-way removed and placed back at least -±- one foot on to the Golf
Course property. This may necessitate some change in landscaping.
In order for the City to do this work as part of our plan, we need a construction license. At this time, we are
requesting this particular license. The value of this wort: is identified at $0.00. We foresee this as a mutual
benefit between the Golf Course and the City and are hopeful that you agree.
Please note that the construction license will expire at the end of construction which is anticipated to be around
Labor Day of 2013. hn no event shall it be extended past May 31"2014. Also, with regards to the portion of the
construction license to relocate the boulders, should the Glen Oaks Golf COUI'se forces remove the southern
most tier of rocks outside the right-of-way and re. grade their landscaping i❑ that area in advance, the need for
that particular portion of the license would no longer exist.
With the above in mind, attached please find the forms that were forwarded via e-mail on October 24, 2012.
These are updated per your request of November 19, 2012, These include a Construction license as well as the
donation to local public agency form that the State normally requires for federal aid projects.

INTRODUCTION AND HISTORY
Grant applications for Michigan Department of Natural Resources (MDNR) managed grant programs will be
due April 1, 2013. Oakland County Parks and Recreation has consistently, and successfully, applied for grants
through each of these programs to offset costs for land acquisition, capital improvement and major
maintenance projects throughout the park system.
After reviewing the Five -Year Recreation Master Plan, Park Vision & Facility Concepts, and the Capital
Improvement and Major Maintenance forecasts for the park system, staff has made recommendations for grant
applications for the 2013 grant cycle. Each of these projects is called out in one of the planning documents as
a priority project, and grant funding will help offset costs and expedite their implementation.
Applications are being recommended to the four major MDNR grant programs:
- Michigan Natural Resources Trust Fund (MNRTF) Acquisition
- MNRTF Development
- Recreation Passport Grant Program
- Land and Water Conservation Fund.
Proposed grant projects for 2013 are listed on the following pages.

Proposed project: Boathouse on Buhl Lake (Addison Oaks)
Estimated project cost: $100,000 ($45,000 grant, $55,000 OCPR)
Summary: The existing boat house is a very small booth that has room for only one park
staff. There is no ability to store rental boats or equipment such as oars and life preserver
vests in the tiny, enclosed space. Rental bicycles are stored in a trailer parked nearby.
The development of plans for this project has been budgeted for 2013, with construction
proposed for 2014 in the 2013 Capital Improvement Management Plan and Fifteen Year
Forecast (CIP). The project period for the grant, if awarded, would begin in early 2014.
2. LAND AND WATER CONSERVATION FUND (LWCF)
■ Funds the "development of land for outdoor recreation" — projects must be in line Nvith the
Statewide Comprehensive Outdoor Recreation Plan (SCORP)
■ Trails, outdoor recreation, green technology in recreation, universal access
■ $100,000 max, 50% minimum match
Proposed project: Groveland Oaks Concession Play Lot
Estimated project cost: $250,000 ($100,000 LWCF, $150,000 OCPR)
Summary: The play lot near the concession building at Groveland Oaks does not comply
with current federal standards for accessibility. Its replacement has been listed as a
proposed project for 2013 in the CIP and is an action item in the 5-year recreation plan
being developed for 2013-2017. If awarded an LWCF grant for this project, replacement
could begin as early as spring 2014.
MICHIGAN NATURAL RESOURCES TRUST FUND DEVELOPMENT GRANT PROGRAM
■ Fishing and hunting, beaches, boating access, picnic areas, campgrounds, winter sports
areas, playgrounds, ball fields, tennis courts and trails; along with facilities that support
outdoor recreation
Proposed project: Addison Oaks -Polly Ann Trail North/South Connector - NEW
Estimated project cost: $300,000 - $350,000 ($150,000 - $175,000 OCPR)
Summary: A longstanding goal of the Oakland County Trails Advisory Council and
Oakland County Parks and Recreation has been to connect Addison Oaks with the Polly
Ann Trail. This connectivity will provided non -motorized access to and from Addison
Oaks, allowing trail users to access the park and its many amenities (camping, boat rental,
beach, park trails, etc.). The connectivity will also provide added mileage for day use
bikers at Addison Oaks, providing them the opportunity to utilize not only the park trails,
u ' but the Polly Ann Trail as well. This proposal also considers an eastern extension of the
newly constructed East/West Connector Trail from Cranberry Lake Preserve to Rochester

Proposed project: Addison Oaks acquisition for north/south trail connector to the
Polly Ann Trail (complement to east -west connector currently under construction, part
of Oak Routes trail plan)
Estimated project cost: $100,000 ($50,000 MNRTF, $50,000 OCPR)
Summary: Oak Routes, the Oakland County Trail Network Plan identifies this
north/south trail segment as an important link between the Polly Ann Trail and both

Addison Oaks and Bald Mountain State Park. The acquisition and subsequent
development of this 5-acre, approximately one -mile trail segment would also extend the
east/west connector trail that was recently completed at Addison Oaks with MNRTF
funding assistance. Creating this trail link is an action item in the 5-year recreation plan
being developed for 2013-2017.
4. MICHIGAN NATURAL RESOURCES TRUST FUND DEVELOPMENT GRANT PROGRAM
■ Fishing and hunting, beaches, boating access, picnic areas, campgrounds, winter
sports areas, playgrounds, ball fields, tennis courts and trails; along with facilities
that support outdoor recreation such as nature interpretive buildings, park visitor
centers, restrooms and storage buildings for park equipment.
Proposed project: Groveland Oaks Group & Day Use restroom/shower facility
Estimated project cost: $400,000 ($200,000 MNRTF, $200,000 OCPR)
Summary: The CIP calls for a much -needed restroom facility at Groveland Oaks that
would sei vice the group camping area (currently serviced by port -a johns), and the day
use area at the park. The design of the building will include energy efficient components
such as on -demand water systems, high -efficiency HVAC and natural light. The building
will also contain a "family restroom" as well as accessible showers, toilets and hand -
washing stations. This project is projected currently for FY2017/2018. A grant award
from the Trust Fund could allow for this construction to occur sooner, possibly in tandem
with the renovation and upgrade (for efficiency and accessibility) of the Section A
restroom facility in 2015.

Programming for Disabled Veterans.
INTRODUCTION AND HISTORY
Through our ongoing partnership with the U.S. Paralympics, we have been selected to receive a grant through
BP Fuel.
The BP Fueling Communities program provides grants to local organizations that are nominated by BP's
Branded Marketers to support the communities in which they do business. Fueling Communities gives back to
local organizations that support health, education, youth, food and housing to spread charity and goodwill.
To fuel the spirit of BP's sponsorship of Team USA and the United States Olympic Committee,
Barrick Enterprise, a local BP Branded Marketer, nominated Oakland County Parks for a $20,000 Fueling
Communities Grant to fund the Disabled Veteran's Sport initiative.
Specifically, the funding will assist the development of recreational opportunities for veterans with
disabilities. The program will include: Paralympic Experience Sports Expo (kickoff event), Paralympic sports
clinic series and social opportunities.

RESOLUTION
WHEREAS, the Oakland County Parks and Recreation Commission has
been nominated by Barrick Enterprise, a local BP Branded Marketer, for a grant
through the BP Fueling Communities Program; and
WHEREAS, the BP Fueling Communities Program provides grants to local
organizations that are nominated by BP's Branded Marketers to support the
communities in which they do business; and
WHEREAS, the Fueling Communities Program gives back to local
organizations that support health, education, youth, food and housing to spread

INTRODUCTION AND HISTORY
OCPRC staff has been in conversation with the Michigan Department of Natural Resources regarding the
potential development of an ORV (Off Road Vehicle) recreation area in Oakland County for more than a
decade. In 2008, the State ORV Plan identified that the operation of an ORV recreation area by or in
partnership with a local government in Southeast Michigan was a top priority. In 2012, MDNR Director
Rodney Stokes spoke before the OCPR Commission and identified his interest in exploring partnership
opportunities with the County Parks for the expressed purpose of increasing recreation opportunity in
Southeast Michigan, promoting governmental efficiency, and spurring economic growth. ORV recreation was
one of the areas mentioned specifically.
Ron Olsen, with the Department of Natural Resources, has contacted Dan Stencil with a unique opportunity for
the MDNR to modify their 2012 grant request to the Michigan Natural Resources Trust Fund (MNRTF) to
include $4 million for the acquisition of a portion of the Koenig Gravel Operation Property to set up the
opportunity for the State to lease the property to the Oakland County Parks and Recreation Commission for the
purpose of operating an Multi -use ORV park.
STAFF RECOMMENDATION
Staff recommends that the Commission support the MDNR request for MNRTF funds. If grant funds are
approved, staff will develop a proposed lease and business strategy for the operation of a mixed use park
including water recreation, trails, fishing, ORV's, natural area preservation and the potential opportunity for on -
site camping.
As the State's primary interest in this partnership is the creation of ORV recreational opportunities, OCPRC
staff has consider the following to be critical in the making this recommendation:
• There are more than 158,000 ORV licenses issued to Michigan residents annually. Oakland County
represents more than 6.4% of the state total, more than any other county, and has no legal public ORV
riding areas. (Note that snowmobiles are not considered or licensed as ORV's)
• Approximately two-thirds of Michigan ORV-owners live in the southern portion of the Lower Peninsula;
most public ORV opportunities are several hours drive away
• Despite its relatively small size (327 acres with 230 acres available for ORV use), Genesee County
Parks' The Mounds is the fourth most popular ORV destination in the state behind Silver Lake Dunes,
Bull Gap, and St. Helen's Motorsport Area
• More than 19,000 licensed ORVs, from Michigan, Indiana and Ohio are transported along the 1-75
Corridor destined for riding opportunities in Michigan's Northern Lower Peninsula

RESOLUTION
WHEREAS, the Michigan Department of Natural Resources is applying for
funding assistance for the acquisition of property owned by the Koenig Sand and Gravel
Company in Oxford Township through the Michigan Natural Resources Trust Fund; and
WHEREAS, the Oakland County Parks and Recreation Commission is interested
in engaging in dialog with the Michigan Department of Natural Resources for potential
joint operation or leasing of the property to provide recreational opportunities, including
off -road vehicle amenities, water recreation, and trail opportunities.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission supports the Michigan Department of Natural Resources'
pursuit of Michigan Natural Resources Trust Fund acquisition funds for the purchase of
property owned by the Koenig Sand and Gravel Company in Oxford Township for the

The summer of 2012 was successful for Red Oaks and Waterford Oaks waterparks. Red Oaks Waterpark saw an
increase in revenue of $119,993 from 2011. The facility's revenues were $1,398,880 and expenditures were
$1,237,330. Waterford Oaks Waterpark saw in increase in attendance of 1,311 people from 2011. The
waterpark's revenues were $678,015 and expenditures were $939,712. Although there was an increase in
attendance, Waterford Oaks did see a decrease in revenue due to reduced admission prices with the removal of
the Slidewinder. Additionally, there was an increase in expenses partly due to the aging infrastructure.
The summer was hot with temperatures in the 90s and low 100s. Waterpark staff completed a safe, successful
season without incident despite the high attendance and record temperatures. This was a true testament to their
professionalism and dedication to training throughout the season.

Marketing and Communications Initiatives:
Marketing and promotional efforts for both waterparks included several new initiatives. A billboard,
featuring both Red Oaks and Waterford Oaks, was featured at I-75 and 12 Mile Road from June 4-August 5.
The billboard was observed by 340,966 individuals weekly, according to statistics from CBS Outdoor
Advertising.
Cross -promotion of other facilities was achieved via two new initiatives. The first was a LED sign that
was installed on the ticket booth at Red Oaks. Messages about camping, golf, hiking trails, nature center
programs and more was streamed to visitors, along with information on the weather and the facility's capacity
status.
Throughout the parks system, signs used for the millage campaign were recycled and refreshed with
color photographs and text promoting the other facilities. The Oakland County Fair was promoted in June, the
waterparks were highlighted in July and camping was the topic for August. This low-cost method cross -
promoted the other amenities to the waterpark guests.
The target audience of mothers with children ages 0-18 was reached via advertising in Metro Parent
Magazine's digital and print editions. The magazine has a monthly readership of 268,000. Additionally, this
group of family fun decision makers was reached via ads and editorial content on OaklandCountyMoms.com
which draws more than 70,000+ readers.
To promote the waterparks county wide, ads were placed in special sections in The Oakland Press
(70,000 circulation + 487,000 online viewers) including the Michigan Vacation Guide and 50 Things to Do.
In August, when attendance historically starts to drop, ads were placed for Red Oaks in The Daily
Tribune (20,000 circulation) and for Waterford Oaks in The Oakland Press to regenerate interest in the last four
weeks of operation.
Additionally, the waterparks were promoted via an ad in the Oakland County Resource Guide (72,000
circulation) which is distributed to local libraries, cities, villages and townships, doctor's offices and more.
To date, in 2012, the parks system has garnered $200,000+ in free media exposure. This is accomplished
by news releases written by the Communications and Marketing unit staff and emails and phone calls to media
to "drum up" interest among media in covering the Oakland County Parks. Fourth of July coverage of the
waterparks this year was outstanding. The waterparks were featured in The Oakland Press, The Detroit News,
The Detroit Free Press, The Daily Tribune, The Associated Press and TV Channels 2, 4 & 7. Additionally, the
waterparks made the front page of The Oakland Press twice — May 26 and June 5 and the "second front page —
A-3" on June 25, July 20 and September 3. Several of these "hits" featured an entire page devoted to waterpark
content a $10,000+ value if that same space were purchased for an advertisement.
On the local, regional and state level, the waterparks are promoted free of charge by the
Communications and Marketing staff researching, submitting and maintaining editorial and photographic
content on websites. Currently, the staff keeps content up to date on nearly 200 outside websites including
Michigan.org and waterparks.org.
Free digital ads were hosted by Prosper e-newsletter which has 3,000 subscribers. And, Waterford Oaks
Waterpark was featured on the front cover of the Oakland County Yellowbook free of charge.
Another key tool in promoting the waterparks is the use of emarketing messages targeted to subscribers
specifically interested in the waterparks. One of the key themes was to encourage guests to visit Monday -Friday
on the less -crowded days. CM staff sent messages to an average of 12,000 e-subscribers from May -August.
Topics included "waterparks open", "River Walk program", and "Dog Swims".

2. Communications & Marketing: Listed below is an update from Desiree Stanfield,
Supervisor of Communications and Marketing:
• Designed a "save the date" postcard for the Ellis Designer Showcase Home &
Farmstead Dig, July 19-28, 2013. The event is in conjunction with Clarkston
SCAMP, the Oakland County Historical Commission, RBI Companies and the
Waterford School District.
• Submitted article to Parks and Recreation Business Magazine on the
pond/stream monitoring program with Waterford Mott High School
• Coordinated advertising with The Oakland Press to promote the Flea Market
Customer Appreciation Days at the Oakland County Market
• Audited park information sign 64 locations; same in progress for poster holders at
all facilities.
• Auditing the 200+ outside website links maintained with OCP content; process is
done every two years
• Submitting nominations for MRPA's Pro -Grammy awards. Community Special
Event — Oakland County Fair; Outreach/Partnership — OC Parks Express;
Recycling Program — Christmas Tree Recycling; Health and Wellness — Walk
with a Doc; Breakout Program — Media Days.
• Submitted a feature story/photographs of Paradise Peninsula Playscape for
Landscape Architect and Specifier News magazine
3. Update on the Five -Year Recreation Master Plan:

4. Adaptive Program Assessment and Evaluation: In the continuing effort to assess and
evaluate our recreation programs and services, an in depth assessment of our adaptive
programs and services was recently undertaken to determine the priorities and future
direction of the program.
The enclosed Executive Summary from the report includes recommendations for moving
the program forward. The recommendations are a result of the information gathered
from an online survey of local recreation agencies and a series of face to face interviews
with professional recreation staff from nine local recreation agencies in Oakland County.
5. Recreation Programs and Services: The Recreation Programs and Services division
evaluates programs and events yearly. Many factors are considered when conducting
the evaluation (i.e. geographic, economic need, potential partnership, resources, etc.).

One of the tools used in evaluating is the Program/Event Evaluation and Assessment
form. This form is utilized for every program RPS offers. Please see the attached copy
of the form along with examples of current programming assessments.
6. Annual Construction Management Service Contracts: In cooperation with
OC—Facilities Engineering/Planning and OCPRC staff, Purchasing has awarded a
one-year Annual Construction Management Service Contract, with the option to renew
for a total of three years to George W. Auch Construction, Inc., Pontiac, Michigan and
Frank Rewold & Sons, Inc., Rochester, Michigan. OCPRC staff will be meeting with
both companies to review and appropriately assign projects to each company.
As usual and required by the OCPRC, for projects over $100,000 and/or over budget, it
is expected that staff will make a recommendation to proceed for Commission
approval. Oakland County staff anticipates utilizing these companies to complete
various park projects up to $1.5 million as stated in the RFP.
7. Addison Oaks Park - Potential Conservation Easement: After a conversation in early
October regarding the potential for granting a wetland banking conservation easement to
the MDEQ at Addison Oaks Park, Tamara Jorasky, Grant Coordinator for the MDNR,
discussed this potential easement with Jon Mayes and Steve DeBrabander. Addison
Oaks Park is encumbered under several grants including Trust Fund Grants, TF07-030
and TF89-002 and Recreation Bond Fund Grants, BF91-025 and BF89-002. By signing
a project agreement for these grants the grantee agreed to encumber these lands in
perpetuity. If the grantee were to convey a conservation easement over a portion of the
park, it would diminish the value of the land. For this reason, the Attorney General's
office has advised that such an easement would be contrary to the best interest of the
program. As a result, MDNR did not approve of the conveyance of a conservation
easement at Addison Oaks Park.
8. Addison Oaks Connector Trail: Attached are two articles from the Oakland Press
and a trail map regarding the Addison Oaks Connector Trail. The first article is
Horsin'Around: Experience horse heaven on earth at Oakland County Parks and
Recreation, the second one is titled Oakland Outdoors: Face fears take a horseback
ride through Addison Oaks County Park.
9. Trails: Attached is a map that appeared in the Free Press on Governor Snyder's
proposed trail - connecting several stretches of trail to create a single 599-mile stretch
from Belle Isle to Wisconsin.

The parks system initiated its programming for the disabled in 1981 with a
countywide Christmas event in Southfield. With the cooperation of a number of
local recreation departments from the southeastern section of the county the
event became a tradition that continues to this day, more than 30 years later.
As a result of the success of the inaugural event, the professional staff from the
county parks in conjunction with the staff from local recreation agencies met to
discuss how an expanded program could be developed. The Oakland County Parks
staff took the lead in creating this initiative since most recreation agencies could
not afford to bring on trained staff. The idea of a regional program led by the
county fit perfectly into the philosophy of the Oakland County Parks and
Recreation Commission which was to "complement, not compete" in developing
recreation programs and services.
From those initial meetings came a collaboration between the county and the
cities, villages and townships that endures today and provides a valuable service
by Oakland County Parks to the local recreation agencies and to its citizens.
Since its inception in 1981, the county's programs have been led by trained
professionals and support personnel sensitive and responsive to the needs of
disabled adults and children, which make Oakland County a better place for
families to call home.

Review of Program Attendance from 2007-2012
The first phase consisted of an overview of the adaptive program's attendance
figures of the past five years for comparison purposes.
Opinion Survey of Local Recreation Providers
The next step of the process was an online opinion survey. The survey was
emailed to every local recreation agency to determine their opinions and
thoughts about the county's current Adaptive Recreation Program. The contact
letter, list of current adaptive programs and a copy of the survey instrument is
included in Appendix A of this report. The completed surveys from the local
recreation agencies are included in Appendix B of this report.
In -Depth Interviews with Local Recreation Providers
To complement the survey, nine recreation agencies were chosen to take part in
an in-depth interview to discuss Oakland County Parks' Adaptive Program. The
summaries of the interviews are included in Appendix C of this report.
The information gathered within the three phases of the project provided the
basis of the recommendations for the future of the program that are discussed in
the Executive Summary of this report.

Based upon the survey results, interviews with local recreation professionals and
review of the attendance data, the following recommendations are presented for
review and discussion.
Autism Program Expansion
Increased public awareness of autism has resulted in phone calls to local
recreation agencies from parents looking for resources and programs to provide
services for their family members. This information provides a clear direction for
the development of new programs in the immediate future for autistic children
and adults.
Oakland County Paralympics
A county -wide competition will raise awareness on a regional basis for the
County's adaptive programs and significantly increase participation in athletic
events for disabled adults and children.
Disabled Veterans Events
The need for programs and events for disabled veterans is growing and the local
recreation professionals would support Oakland County Parks' efforts in this
initiative.
Reviving the Northwest Parks and Recreation Therapeutic Committee
The Northwest Parks and Recreation Therapeutic Committee would facilitate
collaboration between Oakland County and local recreation agencies. It was
suggested to have this group reconvene and meet twice a year to share ideas and
discuss strategies for future program development.
Oakland County Program Ads in Local Recreation Brochures
The local recreation agencies offered to insert camera-ready ads promoting
disabled programs from the county into their brochures which are distributed
directly to their residents at no cost. This would facilitate getting current program
information to county residents.

Cultivate the Individual Education Program Personnel
Reaching families with disabled children is difficult due to confidentiality issues
with school districts, which does not allow access to contact information.
However, the IEP personnel who work closely with the children and families were
suggested as advocates who would support and promote Oakland County Parks'
programs to their clients.
Facilitating Staff Training for Local Recreation Professionals
One of the most surprising findings of this assessment process was uncovering
one of the fastest growing and least discussed issues among local recreation
providers, that of the increase of participants with autism, cognitive disorders and
behavioral issues in their recreation programs and the lack of training available
for their staff to handle this issue. One agency reported that in an after -school
program, 40% of participants were viewed as being one of these participants and
the numbers were growing each year. The facilitating and leading of training
sessions for local recreation agencies, who then could train their part-time staff,
would be viewed as one of the best services that Oakland County Parks could
provide to its professional peers.

If heaven on earth was blessed with horses, it might look a tittle like the 1,140 acres of Addison Oaks County Park in
Leonard.
There are new, wide, non -motorized multi -use trails of crushed limestone meandering through woods and fields of
prairie grasses. Plans are trotting along to include more horse trails in the future. The park vision should be completed in
2013.
With this in mind, Oakland County Park officials invited a small band of equestrians to "test ride" the new 2.4-mile
Connector Trail on a gloriouslysunny70 degree afternoon this past Wednesday, Oct.24.
"We have learned over the years that it is important to involve recreational users and park staff in the evaluation of
construction projects so we can 'fine tune' the design," said Jon Noyes, supervisor of planning for Oakland County Parks.
"It is importantto enlist the help of user groups, like the equestrians to work with us as part of a 'test ride."'
According to Noyes, the Test Ride Dayconfirmed the value of a number of decisions that were made during design and
construction including the importance of trail surfacing, slope, drainage and vegetation clearing that maintain good sight
lines at trail crossing points. The test ride also indicated a number of areas for improvement including trail signage, the
need for improved transition to the trails of sister organizations, and the placementof horse -friendly amenities such as
mounting blocks and picket posts.
With the addition of the 2.4-mile Connector Trail, equestrians can now have access to 2.1 miles of trail at Addison Oaks
East, plus the 6.4 miles of existing horse trails. The Connector Trail provides access to the Cranberry Lake Preserve
which has an additional 1.5 miles or more of trail open to equestrians.
Riders were eager to share their points of view. Libby Dwyer of Oakland Township expressed her approval of the new
trails and gates clearly, saying, "I love the trails and especiallylike the new V gate access for people who live locallyand
ride, hike or bike in —verygenerous of Oakland County Parks."
Dwyerwas also interested in an equestrian campground, especiallyif Bald Mountain opens up.
"Autumn is best, even after the regular park campground closes, and it would probably get year-round use. It does not
have to be fancy, but have room for big rigs, fire pits, clean outhouse and access to water —and electricity would be nice,
and showers."
All riders were on board for opening the cabins at Addison Oaks to equestrians during off peak seasons as theyenjoy

riding in cooler, bug -free weather.
Noyes had some concerns about horse shoes possibly damaging the boardwalk surface overtime. Riders mentioned
that it is becoming more popular for horses to be barefoot.
"Barium shoes are studded and used on asphalt," said Julie Bates of Rochester Hills. "Horse shoes are generally
smooth and shouldn'treallyharm the surface. Keep in mind thatequestrians wouldn't be using the boardwalks as often
as other users. Manyriders now use rubber boots on their horse's feet; I do,"
Rose Township resident Katherine Bairwas impressed bythe boardwalks and the bump -out for allowing people to
pass.
"My horse is barefoot," she explained. "Horses walking across a boardwalk should not be a cause for wear."
Bair appreciated the easyVshaped pass -through gates, too.
"We want to have these at Rose Oaks, too, please," she said.
She also suggested that horse trail signs be clear.
Riders are anxious lywaiting for access to Bald Mountain Recreation Area.
"We've been trying for25 years to get access from the DNR," explained Dwyer.
"Visitors have been telling the parks for years that they want more, longer and increasingly diverse trail recreation," added
Noyes.
His goal is for the project to create safe access between Romeo and Lake George roads so visitors can easilymove
between Addison Oaks, the Cranberry Lake Preserve and Bald Mountain Recreation Area.
When asked what part of the test ride is her favorite, Bates replied with a broad smile, "The boardwalks were well
planned outfor two-way traffic with bikers and walkers. I enjoyed watching the maiden crossing of the boardwalks."
Bates and her daughter Barb Barber of Oakland Township, trailered in with an extra well -broke horse for non -rider
Jonathan Schechter, outdoors columnist for the Oakland Press.
"I certainlygained new knowledge about trail riding, connecthAtyand the progress being made," commented Schechter.
Barber, whose horse was also barefoot, was also impressed by the boardwalk and trails.
"Wow. OCPR are leading the wayfor equestrians. Theylistened. Thank you for working with us (equestrians) so diligently
to make a perfect trail system."
Dwyer agreed, "Mostof all, I am impressed that our countyparks people are so willing to listen to equestrian needs and
concerns."
From Noyes' standpoint, the opportunityfor more folks in Oakland Countyto experience the trails on horseback would be
life changing.
He said, "I see the amazing resources we have and realize that manyof our residents will never see or experience them.

Can you imagine what a difference it could make in the life of a kid growing up in Pontiac to be able to go into the country,
into our parks and see nature from the back of a horse?"

I was a college intern working in the rugged wildlands of Malheur National Wildlife Refuge, a mecca for waterfowl in
southeast Oregon, the first time I went fora trail ride.
The refuge manager's daughter helped me into the saddle, and we setoff for the dusty Center Patrol Road of the Blitzen
River Valley. Ten minutes later I was bruised and bleeding, flat on my back on rocks of volcanic origin, looking up at her
well-worn chaps and boots.
I dusted myselfoffas she explained a diamondback rattler spooked the horse, and he decided itwas time to dump the
greenhorn. I survived mysix-month internship, wrote a self -guided interpretive plan for refuge visitors as part of my
master's thesis and grew more knowledgeable on horses and wildlife, developed a passion for trails and pitvipers, too,
but never trial rode again.
I regret that.
And then last month an invitation came from Oakland County Parks and Recreation Planning Supervisor Jon Noyes.
Noyes wanted me to take a closer look at a new connector trail I had hiked previously. No problem, I told him. But there
was a problem: He wanted it done from horseback.
"A problem," I wrote. I do not ride."
He explained he wanted my perspective from horseback as a non -rider. Noyes hooked me up with the Addison Oaks
Trail Riders and on that beautiful summer like afternoon 10 days ago, under a cascade of falling leaves, I met nine
wonderful women and mynew companion for the day: Kate, a 19-year-old bay quarter horse.
Kate's assignment: Transport the greenhorn columnist. Riding next to me was Kate's owner Barbara Barber on
Newaygo, her 20-year-old Thoroughbred.
I grimaced when a step stool appeared to assist the "greenhorn -rides -again -guy' up into the saddle. With one hand
resting on the saddle horn and a clenched fist squeezing the reins, we set off forthe barn at Cranberry Lake Township
Park on Predmore Road, jus t under 2.5 miles away. With thoughts of "Hi Ho Silver, away"' I was quicklylast in line as our
entourage clippity-clopped through Addison Oaks County Park onto the new connector trail with Addison Oaks East. The
connector is a well -designed, gentlycurving eight-footwide pathway of crushed gravel and grassy shoulders that is
designed to accommodate hikers, mountain bikers and equestrians.
Surveys show trails are the mostdesired amenityin the Oakland County Park system. Oakland County Parks CEO Dan

Stencil emphasized earlier that the trail was part of "a collaborative effort with multiple agencies and speaks about the
commitment to future connectivityvia trails in Oakland County."
My equestrian companions were thrilled that Oakland County looked at them as valued components of that use and
solicited theirs uggestions in multi -use trail development. As we rode, Barber emphasized, "Oakland County Parks
listened to our concerns, followed through and is leading the wayfor equestrians."
Everytime I hike a trail, I make new discoveries that add to personal richness. But this time, itwas a different sort of
richness. I was seeing and feeling a trail from an entirelynew perspective — horseback. I quicklyrealized that, although
mycompanion riders were using a trail in a way that manydo not and some hikers have opposed, we were kindred
spirits. They, too, loved falling leaves and a soaring hawk over the meadow. As we trotted over a brand new, well
designed, horse -friendly connector bridge over a wetland, I finallyrelaxed and loved the view from horseback.
Although no signs were posted about proper trail courtesyand etiquette, two occurrences caught myattention. Just as
we were about to exit Addison Oaks East through a V-shaped gate and cross Romeo Road to enter CranberryLake, two
bow -hunters approached. The hunters stepped to the side and talked gently to the horses as we passed. Afew minutes
later a cyclist pulled wayoff trail and motioned us on. Basic courtesywas spontaneous with cyclists yielding to hikers,
horses and hikers yielding to horses. Myequestrian companions thanked them for the courtesy. Actions like that build
bonds.
Normally, when I am hiking in a group, I find myself in the pied -piper position gabbing away about wildlife, plants and
glacial history. This time, being the greenhorn and the slowest moving object on the trail —excluding a late season turtle
— I remained atthe tail end under the watchful eye of Barb Barber and attimes Libby Dwyer, a seasoned rider on Zorro,
her beautiful 12-year-old American Paint Horse.
Dwyer expressed the essence of trail riding with poignant comments: "It's the ability to explore the beauty of this world
from the back of trusted friend," really hit home. And I could not help buts mile as she reminded me of"the sociality of
sharing the sport you love with friends and the adventure of not knowing what to expect around the next bend."
And I discovered that flocks ofturkeyand sometimes deerwill walk around a horse.
Granted, I was notable to flip over logs to look for salamanders, or kneel to examine acorns, but I could gaze into the
woodlands in most pleasurable ways I have never experienced. And after reaching the barn, I no longerfelt like a total
greenhorn. At that moment, I knew that mycompanion equestrians love trails and parks and the wide open spaces, farm
