Motion to approve the one-time appropriation of $10,000 from non-departmental transfers General
Fund Special Projects to the Board of Commissioners General Fund Special Projects line-item
budget for the purpose of sponsoring the City of Wixom and Downtown Development Authority's
(DDA) 2023 Downtown Dazzle and Holiday Tree Lighting; further, the FY2023 Budget shall be
amended as reflected in the attached Schedule A – Budget Amendment and that the Oakland
County Board of Commissioners approve and authorize the Board Chair to execute the required
Agreement on behalf of Oakland County.

INTRODUCTION AND BACKGROUND
Summary of Proposed Project
The City of Wixom is proposing to add on to their Tree Lighting Festival, established in 2018, and
the DDA’s Downtown Dazzle holiday season lighting event which lasts from November into
January. In relation to those events/initiatives, they will be looking to add fixed lighting displays.
They are also looking to incorporate lighting/lighting attractions along the recently completed 0.48
mile non-motorized pathway around the Municipal Complex called The Loop. The Loop is depicted
in gray in the map below. By adding lighting attractions along The Loop, including along Pontiac
Trail where the existing sidewalk completes The Loop, they will support/enhance the one-day Tree
Lighting Festival, improve the Downtown Dazzle season-long holiday lighting attraction and
encourage more usage of this very popular recreational amenity thereby encouraging a healthier
lifestyle. The prospective lighting along The Loop will help draw people to the pathway during the
colder weather season by providing lighting as the days shorten and simply provide more to
see/more reasons to walk as well.

Yes, the City of Wixom and its respective Downtown Development Authority.
What is the purpose of this project?
To build community and bring residents together in a festive way during the holiday season.
Who will benefit from the project and how?
The community will benefit as a whole through increased resident participation/satisfaction as well
as local businesses, which will be supported through the increased traffic flow of both Wixom
residents and those living outside the community coming to visit.
What is the expected duration of the project?
Three months.
Will the project/cost fall within one or multiple budget cycles?
One budget cycle.
Will there be a need to organize support from any Oakland County Departments or outside
agencies? If so, please explain.

Does this project fall within the scope of the Board of Commissioners’ authority?
Yes.
What is the proposed timeline for this project (start/completion)?
Funds allocated at this time would be used to purchase lighting/decorations ahead of the holiday
season setup in November 2023.
