INTRODUCTION AND BACKGROUND
A new role of Business Relationship Manager will be created within the Department of Information
Technology (“IT”). This role will enhance the relationship with the customer, enable the business to
drive technology initiatives, build a trusted partnership between IT, and the business and provide a
single point of contact for services. Additionally, IT is proposing to upwardly reclassify a vacant IT
Supervisor II position to an Infrastructure Services Director to manage the County’s technology, and
services related to Network Engineering and Administration, Telecommunications, Server
Administration, Database Administration, Data Center Operations, Workstation, End User Device
Management and End User Support (Service Center). Lastly, the current structure within IT for
application services is separated into two separate organizations. IT is proposing to combine both
organizations into one, titled Application & Client Services, and to create a singular Application &
Client Services Director to lead all Application & Client Services Functions. This will allow IT to
expand technical expertise and skill sets across the enterprise, better leverage technical resources
across business priorities, increase overall throughput, improve projects being delivered on budget,
on time and on quality, standardize system development lifecycle, improves quality and testing
capabilities, improve organizational accountability, and improve overall customer satisfaction. This
proposal is funded by eliminating five (5) FTE positions.
The Information Technology Department has proposed a structural realignment of positions to
provide best in class and industry standard system development and technology services. This
proposal will allow Oakland County to be competitive in attracting high quality talent to drive the
technology goals and objectives. The financial impact of this proposal will be $19,518 in 2023.
