Democratic Caucus Minutes
July 27, 2023 at 8:00 AM
1. Call Meeting to Order
Chair Janet Jackson called the meeting of the Democratic Caucus to order at 08:25 AM in
Committee Room A, 1200 N. Telegraph Road, 12 E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: David Woodward, Kristen Nelson, Gwen Markham, Angela
Powell, Marcia Gershenson, Yolanda Smith Charles, William Miller III, Janet Jackson,
Charles Cavell, Brendan Johnson, Ajay Raman (11)
MEMBERS ABSENT WITH NOTICE: Penny Luebs, Gary McGillivray (2)
3. Public Comment
Tim Greimel, Mayor, City of Pontiac addressed the Caucus during Public Comment #1.
4. Approval of Minutes
a. Board of Commissioners - dated July 20, 2023
William Miller moved approval of the Minutes dated July 20, 2023, as
presented. Seconded by Angela Powell.
Motion Passed.
A sufficient majority having voted in favor, the minutes were approved as
presented.
5. Discussion Items
David Woodward addressed the Caucus to outline the Memorandum of Agreement for the
Pontiac Redevelopment Project between the County of Oakland and the City of Pontiac.
Sean Carlson, Oakland County Deputy Executive, addressed the Caucus to stress the
importance of investment in infrastructure with the resources available at this time.
Oakland County Administration plans to relocate 500-600 employees from the current
campus.
Discussion followed.
Chair Janet Jackson addressed the Caucus to call a recess at 9:25 a.m.

David Woodward addressed the Caucus. Items V f. and V g. have been added to the
Memo of Agreement to address size and location of green spaces, zoning and planning.
Discussion followed.
Kristen Nelson addressed the Caucus to inquire about appraisal value vs. current market
value.
Sean Carlson, Oakland County Deputy Executive, addressed the Caucus. Renovations to
the property are currently estimated at $35 - $40 million dollars. Today's agenda item is
for the Memorandum of Agreement only. Any expenditures on renovations will come
before the Board of Commissioners for approval.

Mike McGuiness, Pontiac City Council President, addressed the Caucus during Public
Comment #2.

The meeting adjourned at 12:05 PM.
