NOTICE IS HEREBY GIVEN that a SPECIAL meeting of the
Oakland County Parks and Recreation Commission will be held at
9:00 A.M. on Monday, June 25, 2018, at the Oakland County Parks and
Recreation Administration Building, located at 2800 Watkins Lake Road,
Waterford, Michigan 48328 to consider an amendment to the Oakland County

Subject: Proposed 2017-2018 Contract for Sheriff Law Enforcement Services — Amendment #1
INTRODUCTION AND HISTORY
The Oakland County Parks and Recreation Park System has historically contracted for law enforcement patrol
services with the Oakland County Sheriff's Office. The purpose of the contract is to provide our visitors with a
safe and enjoyable experience with trained professional law enforcement personnel providing the patrol duties
within the parks. The unit currently has a Lieutenant, Sergeant, and 2 — Deputy II's, as well as approximately
40 part-time deputies, but because of increased demands the deputies are becoming reactive instead of
proactive.
During this past year the Sheriff's Office - Parks Unit has experienced a dramatic increase in operational
demands. This workload has increased disproportionately to the current capabilities of the full-time staff. They
have tried to mitigate this issue by attempting to fill the part-time positions with experienced retirees. This
strategy has proved to be beneficial but extremely difficult to do on any significant level as these individuals are
rarely found. They are also at a time where their core of experienced part-time deputies are aging and
considering retirement. Their institutional knowledge has been the foundation of the successful day-to-day
operations and their inevitable departure will create a crippling void. Conseauentiv. the real and lasting
solution is to add an additional full-time Deputy II Patrol Investigator position to the Parks Unit.
The cost would be $109,134 per year and that includes salary, fringes, supplies, vehicle, and in car
computer. By adding this Deputy II to the contract for additional coverage there would be a reduction in
overtime and part time wages.

STAFF RECOMMENDATION
Staff recommends the Commission approve the attached proposed contract Amendment #1 with the Oakland
County Sheriff's Office for Law Enforcement Services with the Parks and Recreation Commission at the rates
provided in the attached amendment.

CONTRACT FOR SHERIFF LAW ENFORCEMENT SERVICES
2017-2018
Amendment 1
The parties agree to amend the OAKLAND COUNTY PARKS AND RECREATION COMMISSION CONTRACT
FOR SHERIFF LAW ENFORCEMENT SERVICES 2017-2018 as follows:
1. Effective July 22, 2018, one contracted Deputy II will be added to the patrol contract. The
additional cost will be $109,134 annually and will be invoiced monthly ($9,086.17) for the
remainder of this contract. The monthly rate for 1 Lieutenant, 1 Sergeant, and 3 Deputy II's and
operating costs is $55,907.83.
2. All contractual provisions of the Agreement not otherwise affected by this Amendment remain
in full force and effect.

acknowledges that he has been authorized by the Oakland County Board of Commissioners and the
