PRESENTATIONS/RECOGNITIONS:
Introduction of Jami Monte, Executive Secretary
Parks and Recreation Director Chris Ward introduced Jami Monte who was recently hied as the OCPR Executive
Secretary. Ms. Monte will provide administrative support for the Parks and Recreation Director and the OCPR
Commission. She has been with Oakland County since 2014 and has worked for the Oakland County Board of
Commissioners, the Information Technology Service Center, and the Oakland County Executive Office.
COMMUNICATIONS/REPORTS:
A. Capital Improvement Expense Summary
Fiscal Services Coordinator Jeff Phelps advised the Commission there were no items on the agenda requiring
Unrestricted Net Position funding. The balance of the Unrestricted Net Position account as of September 30, 2021, is
$24,924,028.33. This is a decrease of ($1,235,369.05) from the August 31, 2021, balance of $26,159,397.38.
Mr. Phelps advised the Commission the October 31, 2021, unrestricted net position balance and related financial
reports found in the consent agenda are currently unavailable due to fiscal year-end closing process.
The FY2022 Amended Budget as of October 31, 2021, is $34,197,675. The Unrestricted Net Position policy sets a
recommended balance of funds to be set at 50% of the operating budget. The required amount of Unrestricted Net
Position funds to be held in reserve is $17,098,838.

Vice Chairman VanderVeen requested, with the increased use of Independence Oaks County Park as a result of
COVID-19, that staff evaluate and determine what improvements could be done with trails in the south end of the park.
Staff advised they will evaluate the request and report back to the Commission in the next couple of months.
15. Contract for Sheriff Law Enforcement Services 2022-2024
The Oakland County Parks and Recreation/Oakland County Sheriff's Office Agreement for Sheriff's Office Law
Enforcement Services in Oakland County Parks has previously been a three-year contract. After Director Ward was
hired, he and staff reviewed the contract to try and find savings and/or cost reductions for services. At this time, staff
has recommended approval of a one-year contract. OCPR Chairman McGillivray, OCPR Director Ward and staff will
continue to review the contract for additional savings for the additional years, determine the staffing needs from the
Sheriff's Office, and will report back to the Commission at a future meeting.
Moved by Ms. Quarles, supported by Mr. Stokes to authorize the Chairperson of the Parks and Recreation
Commission to execute a contract with the Oakland County Sheriff's Office for Law Enforcement Services
with the Parks and Recreation Commission at the rates proposed. The Parks and Recreation Commission
recommends a reduction in the term of the contract to one year to provide an opportunity to conduct an
evaluation of service needs and expenditures for law enforcement services. The Chairperson shall have the
discretion to finalize negotiations on the duration of the contract with the Board of Commissioners and the
Sheriff's Office.

16. Updated Red Oaks Nature Center Lease Agreement with the Citv of Madison Heights
Moved by Ms. LaFontaine, supported by Ms. Quarles to approve the updated lease agreement with the City
of Madison Heights for Oakland County Parks and Recreation to operate the George W. Suarez Friendship
Woods Park (Red Oaks Nature Center) until December 31, 2046 and forward this recommendation to the
Oakland County Board of Commissioners for approval.

17. 2022 OCPR Park Rules Review
OCPR Park staff has been working with Oakland County Corporation Counsel to revise the current General
Information and Regulations for 2022. After its review, Corporation Counsel and OCPR staff recommended
changes to the following sections, in addition to some grammar updates:

Moved by Ms. Charles, supported by Ms. LaFontaine to adopt the following resolution on the 2022 revisions
to the Oakland County Parks and Recreation General Information and Regulations and forward it to the
Oakland County Board of Commissioners for final approval:
WHEREAS the Oakland County Parks and Recreation Commission was established by the Oakland County
Board of Supervisors in 1966 under P.A. 261; and
WHEREAS P. A. 261 includes a provision to allow county parks commissions to make rules for the
protection, regulation, and control of all its facilities and areas with the approval of the Oakland County Board
of Commissioners; and
WHEREAS the Oakland County Parks and Recreation Commission has established rules and regulations for
this protection, regulation, and control; and
WHEREAS revisions for clarification purposes are requested, which have been reviewed and approved by
the Oakland County Corporation Counsel.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission
approves the revisions to the General Information and Regulations as reviewed by Oakland County
Corporation Counsel.

18. Director's Report
Parks and Recreation Director Chris Ward provided an update on the following items:
• The next OCPR Commission meeting will be Wednesday, January 5, 2022, at 1 p.m. at the Parks
and Recreation Activity Center, 2800 Watkins Lake Rd, Waterford, MI 48328.
• The next OCPR Commission Executive Committee meeting is scheduled for Monday, December 13,
2021, at 1 p.m. This will be a teleconference meeting.
• Communications and Marketing Report.
• OCPR Upcoming Events.
• Aquatic Staff Honors: The Oakland County Parks and Recreation aquatics staff has been honored
with the prestigious 2021 Silver International Aquatic Safety Award. Lifeguard staff is evaluated by
the system's lifeguard licensing organization, Ellis & Associates, Inc., during unannounced audits.
• Planned retirement of Manager of Parks and Recreation Operations Sue Wells and recruitment of a
replacement.
• OCPR staff recruitment and retention, and proposed OCPR Organizational Chart.
• Potential OCPR projects and opportunities through the American Rescue Plan Act funding.
• Updating the OCPR 5-Year Recreation and Strategic Plan.
19. Executive Committee Update
Chairman McGillivray advised the discussion at the last OCPR Commission Executive Committee meeting focused on
the proposed reorganization of staff at Parks and Recreation. This discussion will continue at the next Executive
Committee meeting.
ANNOUNCEMENTS
Manager of Parks and Recreation Operations
Manager of Parks and Recreation Operations Susan Wells advised she will be retiring effective January 6, 2022. She
thanked the Commission for all its support during her time at Parks and Recreation. During her tenure she worked for
four Chairmen and three Directors. The Commission has always supported OCPR staff, but always challenged staff,
and it has made them better. The Commission has always looked out for the citizens of Oakland County, and for that
she thanked them. She said she leaves the Commission in very good hands.

The Commission thanked Ms. Wells for all her hard work and dedication, and for deferring her retirement during the
recruitment and hiring of the new Parks and Recreation Director.
Parks and Recreation Commission
Chairman McGillivray advised former OCPR Commissioner Amanda Herzog resigned from the OCPR
Commission because she accepted a part-time position at Parks and Recreation as a Parks Project Advisor. As
an OCPR employee she was not eligible to serve on the OCPR Commission. Chairman McGillivray has been
informed Ms. Herzog has accepted a different full-time position and since she will not be employed by the County,
she will be eligible to serve on the Commission. Ms. Herzog has advised she would like to be reappointed to the
Parks and Recreation Commission. The Oakland County Board of Commissioners LAGO Committee reappointed her
to finish the rest of her term at their last meeting.
Ms. Herzog will continue working part-time at Parks and Recreation to finish working on the trails project through the
end of January 2022. She could be back serving on the OCPR Commission the first part of February 2022.

INTRODUCTION AND HISTORY
In accordance with the OCPR Commission Bylaws, Article V11 Officers:
Section 1. Election of Officers. The Commissioners shall elect, at their first meeting of the
year, a Chairperson, Vice Chairperson, and Secretary. All officers are eligible for re-
election. Election to office shall be by majority vote and candidates need not be present.
Section 2. Term of Office. Officers shall take office immediately following their election
and shall hold office for a term of one (1) year.
As the January 5, 2022, meeting will be the first meeting of the year, it would be appropriate to
conduct the Election of Officers for the Oakland County Parks and Recreation Commission at
this meeting.

EXECUTIVE SUMMARY
Scope
Design engineering for the removal and replacement of the Heating, Ventilation and Air-
conditioning (HVAC) systems in the Waterford Oaks' Administrative Building, Facilities &
Maintenance Building, and the Red Oaks Waterpark water feature boiler systems with more
efficient and sustainable system for energy usage and improved air -quality. Due to the
complexity of these projects and with the assistance of the Oakland County Purchasing
Department, staff released a Request for Proposals (RFP) from our pre -approved professional
mechanical and electrical engineering vendors, with two responses. (Attachment B - Proposal
Summary).
2. Need
These systems are currently over 30 years -old and well past the equipment life cycle, limiting
the serviceability and availability of replacement parts. In addition, the existing HVAC system
for the Administrative Building is undersized for the building.

STAFF RECOMMENDATION
Staff recommends approval of a contract change order to Hooker DeJong, Inc, Muskegon, MI,
(Contract #4327) in the amount of $79,750, including a 10% meeting allowance, for professional
engineering services to upgrade the HVAC systems for the Waterford Oaks Administrative
Building, Facilities & Maintenance Building and the Red Oaks Waterpark water feature Boilers.

Staff recommends replacement of building equipment, including HVAC systems, as identified by the building equipment
management program. Planning staff have confirmed that none of the building equipment items identified are in structures that are
under review for potential repurposing or removal (Asset Future Determination list).
Project Description
Current Conditions and Project Need
Building equipment is tracked and managed on a park system -wide basis. Equipment replacement is scheduled when warranted by
the age and condition of equipment and is intended to reduce unscheduled replacements and increase efficiencies.
Proposed Project Scope
See Commission memo for details on the specific items of building equipment scheduled for replacement.
Required Sections
Operations Budget
Replacement of building equipment systems as a Capital Improvement Program (CIP) project will result in depreciation expense
charged to the park budget center. This Oakland County Fiscal Services Fixed Asset Report shows that past CIP building equipment
replacements have been depreciated over 40 years.
Replacement may also have a positive impact on the operations budget by reducing or eliminating the need to purchase
replacement parts or pay a contractor to make repairs. The increased energy efficiency of new equipment can be expected to result
in utility cost savings.
Environmental Sustainability
All building equipment will be replaced with Energy Star rated equipment. As many of the building equipment being replaced are 30
years or more older, the increases in energy -efficiency are expected to be significant.

PROJECT DESCRIPTION AND UNDERSTANDING
HDJ understands that Oakland County Parks would like to replace and upgrade the existing HVAC system in three
locations: The first being the Waterford Oaks — Administrative Services Building (ADM) at 2800 Watkins Lake Rd.,
Bldg. 97B, Waterford, MI 48238. The second being the Waterford Oaks — Facilities Maintenance Building (FM) at
2800 Watkins Lake Rd., Bldg. 97E, Waterford MI 48328. And the third being the Red Oaks Waterpark — Water
Feature Boiler Replacements (ROB) at 1455 E. 13 Mile Rd., Madison Heights, MI 48071.
In August of 2019 HDJ worked with OCP to produce an updated Opinion of Probable Cost (OPC) for the ADM
facility. This estimate included both Air Handling Units, the boiler system and upgraded control systems. This
proposal leverages this 2019 work and will freshen our OPC with current construction costs.
Working within your budget, HDJ will assist Oakland County in designing the HVAC upgrades by prioritizing life
safety, code ventilation requirements, climate comfort conditioning, energy conservation and sustainability along
with redundant freeze protection for the facility.
SCOPE OF SERVICES
HDJ will provide design and engineering services in support of this project. The scope of services will include:

PROJECT SCHEDULE

HDJ is pleased to offer the services defined above in support of this project. HDJ's proposed fee for design services
through construction administration for the ADM facility at $ 42,500. HDJ's proposed fee for design services
through construction administration for the FM facility at $ 18,500. HDJ's proposed fee for design services through
construction administration for the ROB facility at $ 11,500.

This Letter of Intent is the basis of the agreement between Hooker DeJong, Inc., and Oakland County Parks for the

General Intent of this Agreement —Hooker DeJong, Inc. and the Owner will share responsibilities and information between team
members to maintain efficiency and economy.
Responsibilities of the Owner —The Owner shall provide all necessary information in a timely manner for project completion and
access to the site as necessary for the conduct of services.
Exclusion of Services —Should the Owner request that bid negotiation and/or construction administration be excluded from the
scope of services, in whole or in part, the Owner assumes full responsibility for carrying the project to completion, including any
consequences arising directly or indirectly from Hooker DeJong, Inc.'s exclusion.
Limitation of Liability —In the event of a dispute, liability to Hooker DeJong, Inc. for professional errors or omissions is limited to
our fee, or $100,000.00, whichever is less.
Resolution of Disputes —Although we seldom have and do not anticipate disputes, any unresolved disputes arising out of this
agreement shall be submitted to non -binding mediation.
Standard of Care —Hooker DeJong, Inc. will endeavor to perform services in a manner consistent with that degree of care and skill
ordinarily exercised by members of the same profession currently practicing under similar circumstances.
Progress Payments —Work is invoiced monthly for progress made to date, and invoices may be delivered in electronic format. Initial
payments will be credited to the final payment. Invoices are due and payable when received. A one and one-half percent (1.51/o)
monthly finance charge may be applied to balances due over thirty days, and collection and legal expenses may apply to outstanding
balances over ninety days. Should an account become past due, Hooker DeJong, Inc. reserves the right to suspend services without
penalty, and the Owner also agrees to extend the statutory limit for the filing of a lien by an additional 9 months.
Additional Charges —Additional costs shall be charged to cover items for which expense is incurred by our staff in pursuit of project
objectives. Additional costs may include, but are not limited to, travel expenses, surveys, geotechnical investigations, special studies,
special reports, special consultants, models, presentation graphics, plotting, printing, scanning, digital files, photographs, paper to CAD
conversions, scanned format to CAD conversions, creation of record documents, and expenses that are not typical to everyday AE
operations. Some common examples of special consultants often include those for LEED / EGC / EarthCraft / Energy Star / other
sustainable design consulting / commissioning, Hers raters, specialized sustainable design, food service, specialized technology, FF&E,
swimming pools, and civil engineering involving improvements to publicly owned utility/ infrastructure. Carrying costs may also apply
to our rendered services where project financing is subject to a future closing date. Additional charges are submitted to the Owner in
advance for approval upon request.
Cost of The Work —Construction cost shall be the total cost to the Owner to construct all elements of the Project designed or specified
by Hooker DeJong, Inc. and shall include contractors' general conditions costs, overhead and profit. The construction cost does not
include the compensation to Hooker DeJong, Inc., the cost of the land, rights -of -way, financing, or other costs that are the responsibility
of the Owner.
Document Ownership —All documents, specifications, opinions and conclusions produced by Hooker DeJong, Inc. are instruments of
Hooker DeJong, Inc.'s professional service and shall remain the property of Hooker DeJong, Inc.
Identification of Asbestos & Mold —Hooker DeJong, Inc. does not provide discovery or identification services for asbestos or mold.
Any such work must be done by a separate contractor.
Environmental Assessments —Hooker DeJong, Inc. does not provide environmental assessment services. Any such work must be
done by a separate contractor.
Certifications, Guarantees and Warranties —Hooker DeJong, Inc., will not execute any document that would result in certifying,
guaranteeing, or warranting the existence of any condition. In the event that parties of the Owner seek certifications from Hooker
DeJong, Inc., in conjunction with the project, they are processed only under the following definitions and conditions-
"Certify/Certification": A statement of the Architect's opinion or intention, based on his or her observations of conditions, to the best
of the Architect's professional knowledge, information and belief. Such statement of opinion or intentions does not constitute a
warranty, either express or implied. It is understood that the Architect's certification shall not relieve the Owner or the Owner's
Contractors of any responsibility or obligation they may have by industry custom or under any contract.
Corporate Protection/Indemnification—Hooker DeJong, Inc.'s services shall not subject our individual employees, officers, or
directors to any personal legal exposure for the risks associated with any project. Therefore, the Owner agrees as the Owner's sole
and exclusive remedy, any claim, demand or suit shall be directed and/or asserted only against Hooker DeJong, Inc., a Michigan
corporation, and not against any employees, officers, or directors. Excepting only those damages, liabilities or costs attributable to
the sole negligence or willful misconduct of Hooker DeJong, Inc., the Owner, to the fullest extent permitted by law, shall indemnify
and hold harmless Hooker DeJong, Inc. and its employees, officers and directors from and against all damage, liability and cost arising
out of or in connection with the services provided hereunder.
Termination of Services —This agreement may be terminated at any time by either party should the other party fail to perform its
obligations hereunder. In the event of termination, for any reason whatsoever, the Client shall pay Hooker DeJong, Inc. for all services
rendered to the date of termination, reimbursable expenses incurred prior to termination and reasonable termination expenses
incurred as a result of termination.

INTRODUCTION AND HISTORY
Attached are the proposed Oakland County Parks and Recreation Fees and Charges for 2022 as
well as the recommended appreciation days. These charges were proposed after extensive
review and consideration of fiscal reports, fees usage study (comprised of the number of uses for
each fee listed over three years, the average where applicable, illuminating changing trends and
lists cost recovery goals) and competitive market analysis. The study of a variety of data sources
enabled staff to project while considering fluctuating
usage due to unpredictable conditions such as weather and also recognize where fees changes
might drive down usage due to marketplace and capacity. The rates for 2022 for Camping will
continue and staff will come back in early 2022 with recommendation for fee changes in 2023.
OCPR staff is also proposing the OCPR Volunteer Program participate in the National Volunteer
Week Reciprocal Program. During this week, participating organizations from the Southeast
Michigan Volunteer Coordinators Network will offer volunteers from their groups discounted or
free admission to their attractions. In years past, this event has spanned a 9-day period in April.
National Volunteer Week in 2022 is scheduled for April 16-24, 2021. Must have at least one
volunteer from participating organization with valid ID or volunteer letter on organization
letterhead. ID or letter must be presented at park entry if applicable and placed on vehicle
dashboard. Participation in these events has been a past practice of the OCPR Commission and
its staff for several years.
Included in the data submitted are the following attachments:
Summary of Proposed Changes for 2022: This is a summary of all fees and charges for
parks facilities and services that are proposed to change and the amount of proposed
increased. This includes fees proposed for new services, changes for specific user groups,
or in some cases if something was discontinued.
Master List Fees and Charges with Proposed Fees for 2022: This is a comprehensive list
of all 2019, 2020, and 2021 fees and charges alongside the recommended 2022 fees and
charges.

Staff is very excited to be working with Drew's Home of Clarkston. They are planning to hold a

recently received a request from Drew's Home of Clarkston to serve Alcohol at their event.

INTRODUCTION AND HISTORY
The slide pool for the Triple Flume Waterslides at Red Oaks Waterpark needs repairs to operate
next season. The marcite finish in the pool has deteriorated and has become both a safety issue
for slide users and an issue for the structural integrity of the slide pool. The slide pool is inspected
and repaired annually by park staff or park contractors at the beginning of every operating season
and evaluated at the end of the season to determine the condition. After evaluating the slide pool
following the 2021 operating season, it was determined that the repairs are significant, and a full
replacement is needed.
Quotes were received from the Oakland County Parks annual contract Advanced Pool Services,
Inc. for different finish options. Three options were provided: Marcite, which is the current finish,
a quartz enhanced marcite, or a pebble finish. The quartz enhanced marcite was selected for its
durability as compared to marcite alone. Quartz enhanced marcite has a life span of 10 to 15
years and marcite alone has a life span of 7-10 years. Using a pebble finish was also considered
because of its durability but the rougher surface in an area of higher impact at the bottom of the
slides created a safety concern. Pebble finish also has the same life span as quartz enhanced.

Oxford Candlelight Vigil
Our team responded quickly to a request by the Oxford DDA to provide a stage for a candlelight vigil held on December 3.
Special thanks to Brandy Boyd, Cole Gasperich, Melissa Nawrocki and Phil Castonia for their work to support the Oxford
community.
Interim Manager of Parks & Recreation Services
Melissa Prowse will be stepping in to fill the duties of the position of Manager of Parks & Recreation Services with the
retirement of Sue Wells. Melissa's well demonstrated track record of tackling challenging projects makes her a great fit to fill
in during this transition period.
Re -organization
This period of transition in OCPR management presents a rare opportunity to assess the current organization structure and
consider opportunities to make changes to adapt to effectively address current and future needs. I will be working with Melissa
to finalize a staff re -organization plan with these objectives in mind that will be brought to the Executive Committee and
Commission in the near future.
Recruitment and Retention
Labor shortages had a major impact on OCPR operations during the 2021 season. Roughly 1/3 of our seasonal part-time
positions were left unfilled due to the lack of qualified applicants. This situation resulted in reduction in services ranging from
closure or reduced hours of operations at numerous park features/amenities and reductions in recreation programming and
park maintenance. Our staff responded admirably to the challenge - working as a team to pool resources, putting in extra hours

and filling in the gaps to the extent possible. OCPR is fortunate to have such a wonderful group of passionate and dedicated
employees, but we must be careful not to burn them out.
Addressing these challenges for the 2022 season will require a multi -faceted strategy. Our Administrative Management Team
(AMT) has been working collaboratively during the past month to develop plans and proposals to enhance our ability to attract
and retain the staff we will need to support the excellent parks and recreation facilities and programs Oakland County residents
deserve. I'd like to give special thanks to Stephanie Mackey and Tiffany Mason for organizing and conducting a series of "focus
groups" with park supervisors and individuals who served OCPR in seasonal positions in the past. The insight and ideas shared
during these sessions have been incredibly helpful.
American Rescue Plan Act Funding Opportunity
The State of Michigan, Oakland County government and local governments have received millions in funding from the American
Rescue Plan Act (ARPA). Governor Whitmer has proposed an investment of $250 million in state parks, trails, and recreation
facilities, noting the importance of parks and natural areas to public health and the tourism industry. OCPR is well positioned
to make a strong case to receive funding for priority projects and programs that meet a critical public health need and/or
contribute to the economic prosperity of the region. In support of this objective, the AMT has been working together during
the past month to develop a funding proposal for the Parks Commission to consider at your next meeting. Please feel free
share your ideas and priorities.
Law enforcement services
Unfortunately, OCPR was unable to reach an agreement with the Sheriff's Office over the terms of our contract for law
enforcement services prior to the last meeting of the Board of Commissioners. A critical point of difference is the duration of
the contract and our ability to adjust service levels over that period. This contract represents a significant portion of our budget
with escalating costs annually. The Board of Commissioners approved a 90-day extension of the current contract through
March 3111 to provide more time for our team to conduct an extensive review of our current and future law enforcement needs
and to continue negotiations.
Michigan Concrete Association Award
Congratulations are due to Mike Donnellon and his team in Facilities Maintenance as well as Matt Pardy and his team at Red
Oaks. The Red Oaks Waterpark Splash Pad project was selected by the Michigan Concrete Association as the winner of this
year's Municipal Flatwork category Award of Excellence.
Park Site Visits
I'd like to thank Tom Hughes, Jim Dunleavy and their staff teams that manage our parks onsite for hosting a series of tours and
meetings during the past month. The insight and information from this tour has been extraordinarily helpful to me as I have
taken on this new role.

Facebook Focus:
The past month provided plenty of opportunities to promote some of the system's retail services ahead of the holiday
season, like farmers market finds and gift cards. Posts to that end were successful, particularly for the Oakland County
Farmers Market page, which gained several followers. This can be attributed to vendors sharing our Holiday Market
promotional posts with their own followers, extending our audience.
Our most successful post on our main page was on Nov 16, promoting our trail opportunities to mark national #TakeAHike day,
which reached around 5,500 users. On the OCFM page, a post from Nov. 26 captured the most engagement, featuring the crafters slated
to be at the upcoming Holiday Market event. That was the second in a four -day series of preview posts leading up to the market, and
was shared by participating vendors, extending our reach.
We were also able to promote the winter hours for Holly Oaks on the OCPR main page and the ORV page, and will continue to do so
through December with advisement from Holly Oaks staff (e.g. slow attendance).
The social media calendar was put on hold following the tragic shooting at Oxford High School Nov. 30.Out of respect and sensitivity
to our followers, following the lead of OakGov channels and the County Executive's Office, all parks social media was paused. Regular
content resumed Dec. 13.
During the social media pause, we were able to share OakGov content with our followers, promoting mental health resources available
to residents. We took this opportunity to tie parks into that messaging, creating a short video highlighting the wellbeing benefits of
nature and exercise. The video, as of Dec. 13, was performing 65% better than other posts this past month on the OCPR main Facebook
page.
