INTRODUCTION AND HISTORY
Attached for the Commission's consideration and approval is a proposed resolution recognizing
July 2022 as National Park and Recreation Month. The Board of Commissioners passed a
resolution recognizing July 2022 as National Park and Recreation Month on June 23, 2022.
STAFF RECOMMENDATION
Staff recommends the Oakland County Parks and Recreation Commission approve the attached
proposed resolution recognizing July 2022 as National Park and Recreation Month.

WHEREAS parks and recreation is an integral part of communities everywhere, including in
Oakland County; and
WHEREAS for more than 50 years, the Oakland County Parks and Recreation Commission has
been dedicated to its mission to provide all residents with quality recreation experiences that
encourage healthy lifestyles, support economic prosperity, promote the protection of natural
resources and enhance the quality of life throughout Oakland County; and
WHEREAS parks and recreation programming creates opportunities for people to come together
and experience a sense of community through recreational pursuits while also offering a welcome
respite from fast -paced, high-tech lifestyles; and
WHEREAS parks and recreation promotes time spent in nature, which positively impacts mental

WHEREAS since 1985, people in the United States have celebrated Park and Recreation Month
in July to promote building strong, vibrant and resilient communities through the power of parks
and recreation and to recognize the hundreds of thousands of parks and recreation professionals,

Subject: Approval of Letter of Intent for Potential Property Acquisition
INTRODUCTION AND HISTORY
Staff continue to work with Six Rivers Land Conservancy, Troy School District and the City of
Troy on the acquisition of the "Turtle Woods" property in Troy. As the Commission has been
briefed in a past meeting, the parking provided as part of the Robertson Brothers development
does not provide an adequate number of spaces for a county park (it provides 14 spaces). Staff
have been working with the owners of 2473 E. Square Lake Road (the Colberg family), on the
possibility of acquiring their property to provide parking and access to Turtle Woods. The
Colbergs are interested in such a sale, pending appraisals and the offer OCPR might make.
As with past acquisitions, the first step in this process is to obtain a Letter of Intent between
Parks and the property owner, indicating that both sides are interested and willing to pursue the
potential sale/acquisition. The Letter of Intent, drafted by Corporation Counsel, was signed by
the Colbergs on June 16, 2022.
Once the Parks Commission approves the letter of intent, staff will present the potential
acquisition and letter to the Economic Development and Infrastructure (ED&I) Committee of the
Board of Commissioners for approval. Once approved by ED&I parks staff can begin due
diligence including an appraisal (done in a manner that satisfies the requirements of the
Michigan Natural Resources Trust Fund — MNRTF).
If the sale moves forward, staff will include the acquisition of the Colberg property in the same
grant application as the acquisition for Turtle Woods, which will require a minimum 25% match
from OCPR for the Colberg property (the 25% match for Turtle Woods is being provided in
donated value by Troy Schools).

Dear Mr. and Mrs. Colberg,
As you are aware Oakland County Parks and Recreation Commission (OCPRC) is working with the Troy Public Schools
(TPS) and Six Rivers Land Conservancy (SRLC) to acquire approximately 72 acres of land north of your property,
commonly referred to as "Turtle Woods"). OCPRC intends to apply to the Michigan Natural Resources Trust Fund
(MNRTF) for funding to acquire Turtle Woods.
During several meetings, OCPRC staff has expressed a desire to acquire your property, 2473 E. Square Lake Road, Troy,
Michigan (PIN 20-01-300-009) ("Property"). OCPRC envisions integrating the Property into Turtle Woods as a point of
entry from E. Square Lake Road and a parking lot for Turtle Woods. You have indicated a desire to work with OCPRC to
pursue acquisition of your property with possible funding from MNRTF through its application process. The Property
would be dedicated open recreation space in perpetuity.
In order to move forward, OCPRC would like to be certain of your commitment to cooperatively take the steps necessary
to complete this acquisition. If you are committed to move forward with this effort, please sign and return a copy of this
letter as an indication of your commitment. Following is a general list of steps and items that will need to be addressed
through the process:
Process Outline - Steps:
1. The purchase price for the Property will be established based on an appraisal secured by OCPRC that is done to
MNRTF standards by an appraiser approved by MNRTF.
2. OCPRC will complete due diligence prior to its acquisition of the Property in a manner that satisfies the
requirements of MNRTF.
3. Timing of the closing will be established based on timing of MNRTF funding process.
4. Acquisition of the Property is contingent on successful acquisition of Turtle Woods.

Subject: Approval of Presale Activities — Waterford Oaks Greenhouse Property
INTRODUCTION AND HISTORY
In 2009 Oakland County Parks and Recreation acquired the property located at 1580 Scott Lake
Road, known as the "Ernst Greenhouse Complex." At an earlier meeting this year the
Commission approve the sale of the historic Ernst Barn on the property to Holly Township. They
will be deconstructing the barn at Waterford Oaks and reconstructing it at a new township farm
park. The greenhouses were removed a few years ago. The remaining structures include the
Ernst House and garage. Staff currently does not use the house, but the garage is used for
Natural Resources supply and chemical storage and mixing.
Staff proposed (and implemented) several uses for the greenhouse property over the years, from
a community garden program to renting the facility to commercial growers. Unfortunately, none
of these activities were sustainable, and the property is no longer utilized by OCPR (other than
the uses noted above, which will need to be relocated).
Staff is proposing the sale of approximately 1.5 to 3.5 acres along Scott Lake Road for residential
development. Initial conversations with Waterford Township staff indicate a strong interest in that
area for multi -family residential housing. Staff is requesting to perform the necessary due
diligence to market and list the property for sale, which may include title search, wetland
delineation, Phase I Environmental Assessment, marketing and appraisals. With Parks
Commission approval, staff will present this proposal to the Economic Development and
Infrastructure Committee of the Board of Commissioners for authorization.
Any potential sale of the property would come back to the Parks Commission and Board of
Commissioners for approval. Funding received from the sale of the property would be utilized as
match for potential ARPA projects at Waterford Oaks, possibly including enhanced winter
recreation opportunities, trail improvements, playground improvements, etc.
STAFF RECOMMENDATION
The staff recommends approving presale activities for the "Ernst" property as needed, potentially
including title search, wetland delineation, Phase I Environmental Assessment, marketing and
appraisals, and that this request be forwarded to the Economic Development & Infrastructure
Committee of the Board of Commissioners for authorization and approval.

INTRODUCTION AND HISTORY
Public Act 261 authorizes the creation and prescribes "the powers and duties of county and
regional parks and recreation commissions; and prescribes the powers and duties of county
boards of commissioners with respect to county and regional parks and recreation
commissions."
The purpose of the Parks Access Permit Policy is to provide Oakland County Commissioners,
Oakland County Parks and Recreation Commissioners and Parks and Recreation employees
with access to County owned and operated parks, pursuant to duties outlined in the State of
Michigan Public Act 261 of 1965:
The revision dated 06/29/2022 includes the addition of "other partners". This section authorizes
the Director of Parks and Recreation to provide permits to other conservation and recreation
partners to support the mission of the Oakland County Parks and Recreation Commission.
"Other partners" refer to individuals and groups that the Oakland County Parks and Recreation
Commission works with to fulfill its mission. This may include representatives from local Cities,
Villages and Townships, other recreation and conservation authorities, private business
sponsors or any individual or group that is not a Commissioner or employee but supports its
mission

Parks Access Permit Policy
I. PURPOSE: The purpose of this policy is to provide Oakland County Commissioners, Oakland
County Parks and Recreation Commissioners and Parks and Recreation employees and other
partners with access to County owned and operated parks, pursuant to duties outlined in the State
of Michigan Public Act 261 of 1965:
Public Act 261 authorizes the creation and prescribes "the powers and duties of county and
regional parks and recreation commissions; and prescribes the powers and duties of county
boards of commissioners with respect to county and regional parks and recreation
commissions."
Pursuant to Act 261 the Oakland County Parks and Recreation Commission (OCPRC) is
an agency of the County.
OCPRC may plan, develop, preserve, administer, maintain and operate park and
recreational places and facilities and construct, reconstruct, alter and renew buildings and
other structures.
The Act ensures that OCPRC has the custody, control and management of all real and
personal property acquired by the County for public parks, preserves, parkways,
playgrounds, recreation centers, wildlife areas, lands reserved for flood conditions for
impounding runoff water, and other county conservation or recreation purposes.
Oakland County Commissioners, Oakland County Parks and Recreation Commissioners, a d
Parks and Recreation employees and other partners serve as parks ambassadors to inform the
public about the Oakland County Parks and to increase attendance to the Oakland County Parks.
This policy allows these individuals to become familiar with Oakland County Park's property and
facilities in order to gain the information and experiences required for them to effectively market
and promote Parks facilities, provide input regarding strategic planning and make decisions
regarding the management of Oakland County Parks.
II. PROCEDURE: The OCPRC mission is to provide all residents quality recreation experiences that
encourage healthy lifestyles, support economic prosperity, promote the protection of natural
resources and enhance the quality of life throughout Oakland County. The procedure outlined
below is designed to provide a mechanism by which Commissioners and parks employees can assist
with helping to achieve this mission statement.
Definitions:
• "Annual Vehicle Permit'— provides access to parks for day use.
• "Parks Access Permit" — Each Parks Access Permit book includes four (4) single -use
access permits which provide single -use access to five (5) golf courses, two (2)
campgrounds, two (2) waterparks and Holly Oaks ORV park operated by Oakland
County Parks and Recreation Commission.
• "Commissioners" — refers to Oakland County Board of Commissioners and Oakland
County Parks and Recreation Commissioners. In situations where an Oakland County
Board of Commissioners member is also serving as a Parks Commissioner, access will be

granted for the individual, not for both positions.
"Business Reason " - The business reason should adhere to Internal Revenue Service
guidelines as follows:
o The main purpose is directly related to active County or Park -related operations;
the individual utilizing the Parks Access Permit is engaged in Park business
during the course of using the facility; there is more than a general expectation of
getting business benefit from use of the Parks facility; OR
o The main purpose of the use of the Parks Access Permit is associated with Parks
related operations and either the use thereof directly precedes or follows a
substantial business discussion.
• "Other partners" — refers to individuals and 2rouDs that the Oakland Countv Parks and
Recreation Commission works with to fulfill its mission. This may include
representatives from local Cities, Villaizes and Townships, other recreation and
conservation authorities, private business sponsors, non-profit organizations or anv
individual or croup that is not a Commissioner or emplovee but supports its mission.
A. Commissioners
1. Annual Vehicle Permits will be issued in January for each calendar year.
a. Board of Commissioners will receive an Oakland County Resident
vehicle permit. The Annual Vehicle Permit provides access to Oakland
County day use parks.
b. Parks Commissioners will receive an annual joint access permit which
gives access to Oakland County day use parks as well as thirteen (13)
Huron -Clinton Metroparks.
c. A copy of the Rules and Regulations for Oakland County Parks will be
included with the Annual Vehicle Permit.
d. Commissioners are to adhere the Annual Vehicle Permit issued to them
to the lower corner of the driver's side of the windshield of their personal
vehicle to gain access to the parks. The Annual Vehicle Permit is not
valid unless it is adhered to the windshield of a motor vehicle.
2. Parks Access Permits
a. Staff will provide Commissioners a "Request for Initial Distribution of
Parks Access Permits" form to request Parks Access Permits for facility
access each January for the current calendar year.
b. Commissioners will be asked to check `yes' or `no' to indicate whether
or not they would like to receive Parks Access Permits and return the
completed form to Administrative Services staff.
c. Commissioners may request up to four (4) Parks Access Permit books
for use at facilities where a fee is required.
d. Parks Access Permits are to be used by Commissioners to promote,
showcase, and evaluate park facilities.
e. Commissioners and their guests will be asked to provide information

including their name and an email address each time a Parks Access
Permit is used.
f. Commissioners may request additional Parks Access Permits by
contacting the Parks and Recreation Exeei#ive nF teefl3irector. or his
designee in writing by completing the "Request for Additional

provided at the time of the request.
3. Evaluation and Feedback
a. Staff will send an email request as follow up to the use of each Parks
Access Permit.
b. Commissioners and their guests will be asked to complete an online
survey evaluation to provide feedback that will be used to make
decisions regarding the management of the Parks. The request for this
feedback will follow their experience at the facility where the Parks
Access Permit was used.
c. The data provided on the evaluation will be analyzed by staff and used to
make corrections and improvements as needed to ensure quality
experiences for guests.
d. Commissioners and/or their guests will receive a request for feedback
each time a Parks Access Permit is used.
B. Parks and Recreation employees
1. All current Oakland County Parks and Recreation employees will receive an
Oakland County Parks vehicle permit annually.
a. The Annual Vehicle Permit provides access to Oakland County day use
parks.
b. Parks and Recreation employees are expected to follow all Park Rules
and Regulations at all times when on park property.
2. Parks Access Permits
a. Employees may be issued up to three (3) Parks Access Permit books for
use at facilities where a fee is required.
b. Employees will receive an email with a survey request as follow up to
the use of each Parks Access Permit.
c. The feedback provided on the survey will be sent to the park Supervisor
of the facility to make improvements as needed to ensure quality

3. To eliminate or reduce disruption to park guests, the use of Park Access Permits

iii. Weekends and Holidays -After 2:00 p.m. (12:00 p.m.-
2:00 p.m. with supervisor approval)

a. The Director of Parks and Recreation is authorized to enact policies and
procedures that supplement this Policy to administer the Employee
Access Permit program to conform with federal, state and county
regulatory requirements.
C. Other partners
1. The Director of Parks and Recreation is authorized to implement the policies and
procedures listed above to other partners as necessary to support the mission of
the OCPRC which includes access to public parks, preserves, trails and

The Bourbon Junkies and VETLIFE will be hosting a Whiskey and Bourbon tasting event on
August 20, 2022 at Independence Oaks County Park in the Moraine Knoll Pavilion. VETLIFE has

VETLIFE is a nonprofit organization formed in 2018 by veteran families for veteran families. Their
mission is to provide veterans with sustainable solutions while promoting a safer, healthier, and
prosperous civilian lifestyle. VETLIFE offers a variety of resources, programs, and events to

provides funding for a 5-week summer day camp for individuals with special needs. Oakland
Uncorked is hosted in partnership with Oakland County Parks and Recreation, Clarkston SCAMP
and the Waterford Area Chamber of Commerce with shared proceeds for each. This year, the
North Oakland SCAMP Funding Corporation will serve as the non-profit pulling the liquor license.
Per the Oakland County Parks and Recreation Rules, this type of sale of alcoholic beverages
requires Commission approval.

Oakland County Parks lost a tremendous talent when our Manager of Operations, Phil
Castonia, accepted an offer to become Oxford's new Director of Parks of Recreation. The
Commission will have an opportunity to thank Phil for his many contributions to our park
system at your September meeting.
Jim Dunleavy has agreed to step into this vacated role on an interim basis. Jim brings a
wealth of experience and an unparalleled commitment to service our park system and
support his colleagues. His dedication to serving others and making positive things happen
is infectious. We are fortunate to have Jim's leadership to steer us through the next few
months.
The vacant position of Manager of Operations will be open to qualified applicants both
inside and outside of our organization. Thejob duties and qualifications have been updated
and we are working with the HR Department on a strategy to advertise the position to
attract a candidate pool that represents a diversity of backgrounds and experience.
Groveland Sewer Interceptor
Commissioner Nash has received approval from the Board of Commissioners for a
resolution allocating $10 million in Oakland County American Rescue Plan funds for the

Northwest Oakland Sewer Project. The goal of this project is to ensure access to sanitary
sewer service to address urgent public health needs in the Groveland and Holly Township
area. Our campground operations at Groveland Oaks are reliant upon a septic system that
will be reaching the end of its useful life sometime in the next decade. Forward movement
on this resolution is a very positive step toward securing the long-term viability of
Groveland Oaks. We will continue to work with the WRC to support these efforts and
identify opportunities for additional state and federal funding for this project.
Center for Employment Opportunities Partnership
OCPR was approached by the Center for Employment Opportunities (CEO) at the urging of
an Oakland County Commissioner several months ago. CEO is a non-profit organization
that works with individuals leaving the corrections system to assist with obtaining
employment, building skills and career advancement. They often work closely with state
and local government entities, including parks and recreation agencies, to provide indoor
and outdoor staff support services. CEO recently opened a satellite office in the City of
Pontiac and met with our team to discuss the potential to work together in the future to
support OCPR's needs. CEO has secured grant funding that would allow us to utilize a work
crew for 2-3 months at no cost. If there is no objection by this Commission, we will proceed
with this project and report back with an assessment of the program and
recommendations at the end of the trial period.
Staffing Recruitment
The challenge of staffing shortages has been at the forefront of all of our minds heading
into this season. Working together, we organized an unprecedented employee
recruitment effort that was effectively executed by the entire OCPR team. Your support
throughout this time has been incredible and the changes you approved during this
process have made a significant and positive impact, from providing our staff with
opportunities to use our facilities to increasing wages and incentives. In the past week,
nearly all of our summer position postings, including lifeguards, were able to be closed as
our hiring objectives were reached or even exceeded. As the final group of lifeguards
complete their training, we will be close to full staffing at both waterparks. It has been an
incredible team effort, but I would like to single out Stephanie Mackey for taking a lead
role in coordinating our recruitment and retention strategy and supporting the needs of
the entire organization throughout.
Waterparks
The weekend of June 25-26t" marked the first time in three years that OCPR has
successfully opened both the Waterford Oaks and Red Oaks Waterparks. The public
response has been overwhelmingly positive with both parks selling out of tickets on their
opening days. Bringing these facilities back into operation while simultaneously recruiting
and training an almost entirely new workforce is a remarkable achievement. It has been
made possible by the leadership of Jim Dunleavy, Tom Hughes, Matt Pardy, Mike Boyd,
and Ryan Danescu, along with the support of many hard working and talented staff. We
owe them many thanks as we celebrate this win for Oakland County Parks.
9-mile Corridor Pathway/Greenway Project
On behalf of the communities of southeast Oakland County, we submitted a grant
application to support a 9-mile Corridor Pathway/Greenway Project. SEMCOG sent the
good news that our grant application has been approved in the amount of $45,000. A
resolution accepting the grant funds and approving the expenditure of matching funds by
OCPR (approx. $60,000) will be presented at a future meeting. The grant funds will be
utilized for a feasibility study and consulting services that will be directed by a steering
committee consisting of the city managers/administrators from the cities for Farmington,
Farmington Hills, Southfield, Oak Park, Ferndale, and Hazel Park.
