Democratic Caucus Minutes
August 3, 2023 at 5:00 PM
1. Call Meeting to Order
Chair Janet Jackson called the meeting of the Democratic Caucus to order at 05:24 PM in
BOC Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, Michigan 48341.
2. Roll Call
MEMBERS PRESENT: Charlie Cavell, Marcia Gershenson, Janet Jackson, Brendan
Johnson, Penny Luebs, Gwen Markham, William Miller III, Kristen Nelson, Angela Powell,
Ajay Raman, Yolanda Smith Charles, David Woodward (12)
MEMBERS ABSENT WITH NOTICE: Gary McGillivray (1)
3. Public Comment
No one addressed the Caucus during Public Comment #1.
4. Approval of Minutes
a. Board of Commissioners - dated July 27, 2023
William Miller III moved approval of the Minutes dated July 27, 2023, as
presented. Seconded by Penny Luebs.
Motion Passed.
A sufficient majority having voted in favor, the minutes were approved as
presented.
5. Discussion Items
Chair Janet Jackson addressed the Caucus to announce that the Board of
Commissioners group photo is scheduled for 5:45 p.m.
Yolanda Smith Charles addressed the Caucus regarding Economic Development and
Infrastructure Committee item entitled: Economic Development - Participant Agreement
for Governmental Entities for the 2023 MiCareerQuest Southeast Event and requested
that the Commissioners attend the event at the Novi Suburban Collection Showcase.
David Woodward addressed the Caucus to discuss the Oakland County commitments to
the Pontiac Redevelopment project. There will be two amendments to the purchasing
agreement to be voted on during tonight's Board meeting.

Sean Carlson, Oakland County Deputy Executive, addressed the Caucus to discuss
amendments to the City of Pontiac development project. Pontiac will hold their scheduled
City Council meeting on August 8th, prior to the building's inspection.

Penny Luebs addressed the Caucus to announce a resolution will be introduced at
tonight's Board meeting entitled: Appropriating American Rescue Plan Act - Local Fiscal
Recovery Funds to the Oakland County Youth Assistance Coordinating Council for Youth
Assistance Programing.
Discussion followed.
Marcia Gershenson addressed the Caucus to announce a resolution will be introduced at
tonight's Board meeting entitled: Partnership with FernCare Free Clinic to Increase Health
Care Availability for Uninsured Oakland County Residents.
Charlie Cavell addressed the Caucus to suggest that Commissioners' thoughts about
ARPA funding be revisited during the upcoming discussion about Caucus budget
priorities.
6. Public Comment
No one addressed the Caucus during Public Comment #2.
