ITEM CATEGORY SPONSORED BY Budget Amendment Yolanda Smith Charles INTRODUCTION AND BACKGROUND Facilities Management is responsible for the ongoing operation of all County Executive buildings and to provide a safe working environment for employees and visitors. The existing Courthouse Auditorium Air Handling Unit’s (AHU) 10 and 11 are over 30 years old, have been repaired repeatedly, and are currently not operating to industry efficiency standards. The current Courthouse Auditorium AHU’s 10 and 11 are critical to the comfort, health, and wellbeing of auditorium occupants. The Heating, Ventilation, Air Condition (HVAC) repair will include the replacement of AHU’s 10 and 11, mechanical ductwork revisions, new HVAC controls and components. The full replacement of AHU’s 10 & 11 will provide the highest level of efficiency available and comfort. Per Purchasing Division policies and procedures, Facilities Maintenance and Operations (FM&O) and Purchasing solicited bids from the annual competitive bid and selected contractors for the Courthouse Auditorium AHU’s 10 and 11 Replacement Projec. The lowest responsible bidder was Limbach Company, LLC. of Pontiac. The total project cost is $584,485, including $456,588 for materials and installation from Limbach Company, LLC., $11,000 for mechanical and electrical consulting services from Hooker DeJong, INC., and $93,518 for (20%) contingency funding, and $23,379 for (5%) inflationary contingency funding. The funding in the amount of $584,485 is available for transfer from the FY 2023 Capital Improvement Program/Building Fund (#40100) to the Project Work Order Fund (#40400) for the Courthouse Auditorium AHU’s 10 and 11 Replacement Project. POLICY ANALYSIS This is a request for approval for the Courthouse Auditorium Air Handling Units (AHU) 10 and 11 Replacement Project in the amount of $584,485. The existing Courthouse AHUs are over 30 years old, have been repaired repeatedly, and are currently not operating to industry efficiency standards. The funding is available in the Capital Improvement Program Building Fund. The Heating, Ventilation, Air Condition (HVAC) repair will include the replacement of AHU’s 10 and 11, mechanical ductwork revisions, new HVAC controls and components to provide highest level of efficiency available and comfort to occupants. Purchasing Division’s policies and procedures were followed and Facilities Maintenance and Operations (FM&O) and Purchasing solicited bids from annual competitively bid and selected contractors for the Project. During replacement one unit will be running while the other unit is being replaced. It will take approximately two months before starting the project with a timeframe of roughly 16-20 weeks to complete, could be less depending on how all the logistics work out. The lead time on equipment is 8-10 weeks. The life span of the equipment is 20-25 years on average and if well maintained, can probably achieve 30 years. The warranty on the equipment is 1-year parts and labor as specified in the bid form. The Project Estimate is an attachment in Civic Clerk. The funding in the amount of $584,485 is available for transfer from the FY 2023 Capital Improvement Program/Building Fund (#40100) to the Project Work Order Fund (#40400) for the Courthouse Auditorium AHU’s 10 and 11 Replacement Project (PRJ-17358). A budget amendment is required as reflected in the Schedule A-Budget Amendment.
