Motion to approve the one-time appropriation of $15,000 from non-departmental transfers General
Fund Special Projects to the Board of Commissioners General Fund Special Projects line-item
budget for the purpose of supporting After-School and Summer Activities by Pontiac Youth
Assistance, a 501(c)(3) non-profit organization; further, the FY 2023 Budget shall be amended as
reflected in the attached Schedule A – Budget Amendment and the Oakland County Board of
Commissioners approve and authorize the Board Chair to execute the required Agreement on
behalf of Oakland County.

INTRODUCTION AND BACKGROUND
Summary of Proposed Project
Pontiac Youth Assistance is seeking a $60,000 grant to be used for after school and summer
activities as well as emergency needs for children who reside in the Pontiac school district.
According to Data USA, the mean household income in Pontiac is $31,301 and 34% of families are
living at the poverty rate. Since 2015, Pontiac Youth Assistance has provided an average of
$13,000 a year in funding to 541 children for student enrichment activities. We are seeking an
additional $2,000 per year for emergency needs which include payment for utilities, housing, food,
clothing, and transportation.
Pontiac Youth Assistance is a non - profit prevention program which has been in existence since
1959. Our mission is to strengthen families and youth and reduce the incidence of delinquency,
abuse and neglect. We are sponsored by the Oakland County Circuit – Family division, the cities of
Auburn Hills and Pontiac, and the Pontiac school district through a governmental collaboration.
We provide short term counseling, mentoring and funding for student enrichment activities. The
amount requested would be used for scholarships for children to participate in activities such as
sports, tutoring and camp.
Parents are required to submit a student enrichment application to request funding for an activity
provided by an agency of their choice. Examples of agencies include: Pontiac Panthers, Quest
Cheer and Dance, YMCA and local camps. A committee reviews the applications and provides
funding based on family income, amount of funding requested and cost of activity. Children are
asked to write a letter as a post assessment to describe what they have learned through their
participation in the activity.
We believe after school activities help children with their confidence, self-esteem, social skills,
teamwork, time management and goal setting.
