INTRODUCTION AND BACKGROUND
The Board of Commissioners, via MR #22268, authorized a one-time appropriation not to exceed
$200,000 in American Rescue Plan Act - Local Fiscal Recovery Funds to the Oakland County
Sheriff's Office budget to address safety concerns by creating one (1) Deputy II position to be
assigned to the School District of the City of Pontiac. The Deputy has received one (1) marked
patrol vehicle with cell phone, mobile radio, prep radio, MDC, and Video Camera to be added to the
County fleet.
This position is scheduled to sunset on August 31, 2023.

Board of Commissioners -Resolution Appropriating American Rescue Plan Act —Local Fiscal Recovery
Funds to Address Safety Concerns in the School District of the City of Pontiac
Chairperson and Membersof the Board:
WHEREAS the United States Treasury allocated Oakland County $244,270,949 of Local Fiscal Recovery
Funds (LFRF)established under the American Rescue Plan Act (ARPA)of 2021;and
WHEREAS under the guidance of the Department of Treasury’s Final Rule,the County mayuse these funds attheirdiscretiontosupporteligibleinvestmentsinpublichealthexpenditures,address negative economic
impacts caused by the public health emergency;replace lost public sector revenue;provide premiumpay for
essential workers;and invest in water,sewer.and broadband infrastructure;and
WHEREAS if students and educators are to achieve their full potential,schools must be safe and feel safe;and
WHEREAS students whoreport feeling safe in school are more engaged in class,have higher academic
achievement,and have lower rates of absenteeism,truancy,and:behavioral issues;and
WHEREAS many communities seek the help of law enforcement to promote school safety and protect schools
from violence:and /Ay
WHEREAS while the pandemic impacted millions of American households and businesses.some of its most
severe impacts fell on low-income and underserved communities,where pre-existing disparities amplified theimpactofthepandemicandwherethemostworkremainstoreachafullrecovery;and
WHEREAS the U.S.Treasury Department,in rhe Coronavirus State &Local Fiscal Recovery Funds:Overview of the Final Rule,states that communities experiencing a surge in gun violence as a result of thepandemicmayusetheAmericanRescuePlan’s funds for purposes such as:"hiring law enforcementofficials —even above pre-pandemic levels —or paying overtime where the funds are directly focused on advancingcomununitypolicingstrategiesinthosecommunitiesexperiencinganincreaseingunviolenceassociated withthepandemic";and
WHEREAS to incentivize programs that provide support to communities with the greatest needs and hithardestbythehealthandeconomicimpactsoftheCOVID-19 emergency.the U.S.Treasury Department hascreatedalistofactivitiesandinvestmentsthatwillbedéemedpresumptivelyeligiblewhentheyareprovided inaQualifiedCensusTract.The City of Pontiac is the communitywith the highest numberof Qualified CensusTractsinOaklandCounty;and :
WHEREAS Oakland County Sheriff's Office is requestéd to add one (1)School Resource Officer for theSchoolDistrictoftheCityofPontiacforone(1)year period from August 1,2022 to August 31,2023.
NOWTHEREFORE BE IT RESOLVED that the Board of Commissioners authorizes a one-timeappropriationnottoexceed$200,000 in American Rescue Plan Act -Local Fiscal Recovery Funds to theOaklandCountySheriff's Office budget to address safety concems by creating one (1)DeputyII position to be
assigned to the School District of the City of Pontiac.-
BE IT FURTHER RESOLVED thatone (1)marked patrol vehicle with cell phone,mobile radio,prep radio.

BE IT FURTHER RESOLVED thatthis position will be sunset on August 31,2023.
BE IT FURTHER RESOLVED that approval of appropriation of American Rescue Plan Act —LocalFiscal
Recovery Funds for programs and services by Oakland County shall not obligate a commitmentof the General
Fund unless authorized by action of the Board ofCommissioners.
BE IT FURTHER RESOLVED that a budget amendmentappropriating funds for the costs associated with
adding one (1)School Resource Officer in the School District of the City of Pontiac will be included in a
subsequent quarterly forecast resolution.
