Call Meeting to Order Chair Janet Jackson called the meeting of the Democratic Caucus to order at 5:20 p.m. in BOC Committee Room A, 1200 N. Telegraph Road, 12E, Pontiac, Michigan 48341. 2. Roll Call MEMBERS PRESENT: David Woodward, Penny Luebs, Kristen Nelson, Gwen Markham, Angela Powell, Marcia Gershenson, Janet Jackson, William Miller III, Yolanda Smith Charles, Charles Cavell, Ajay Raman (11) MEMBERS ABSENT WITH NOTICE: Brendan Johnson, Gary McGillivray (2) 3. Public Comment No one addressed the Caucus during Public Comment #1. 4. Approval of Minutes Penny Luebs moved approval of the Minutes, as presented. Seconded by Gwen Markham. Motion Passed. Discussion Items Yolanda Smith Charles addressed the Caucus to inquire about Legislative Affairs and Government Operations Committee item entitled: Human Resources - 2023 and 2024 Supplemental Collective Bargaining Agreement for Employees Represented by the United Auto Workers, Local 889 (UAW), Representing Board of Commissioners Non-Supervisory Employees. Discussion followed. Penny Luebs addressed the Caucus to read an email from the UAW about the strike deadline for the Big 3 automakers. Discussion followed. David Woodward addressed the Caucus regarding security measures for Board of Commissioners meetings, the Tri-County Summit that was held on September 8, 2023, the ongoing Broadband Survey and construction of the Shepard House in Ferndale. Discussion followed. David Woodward addressed the Caucus regarding the Oakland County Housing Trust Fund Board. He has appointed Helaine Zack, Sarah Pounds and Nicole Blocker to serve a two-year term. Discussion followed. David Woodward addressed the Caucus regarding the timeline for the use of American Rescue Plan Act (ARPA) funds. Discussion followed. Angela Powell addressed the Caucus regarding the Oakland Thrive small business assistance program. Discussion followed. Kristen Nelson addressed the Caucus to give an update on the Healthy Aging Oakland County Ad Hoc Committee's Senior Initiatives. Discussion followed. Yolanda Smith Charles addressed the Caucus to invite everyone to Catulpa Park on September 18, 2023 at 5:30 p.m.for the dedication of the Pavilion to honor Vincent Gregory. Yolanda Smith Charles addressed the Caucus regarding New and Miscellaneous Business item entitled: Recognizing Child-to-Parent Violence and Abuse and Encouraging the Michigan Legislature and Governor to Enact Legislation and Provide Support to Families Suffering from Child-to-Parent Violence and Abuse. The resolution will be referred to the Legislative Affairs and Government Operations Committee. Yolanda Smith Charles addressed the Caucus to announce the Woman's Official Network (WAN) will be hosting an event at the Regency Manor Banquet Center in Southfield on October 11th. She also stated that Commissioners should RSVP for the Oakland County Parks Fall color tour. Chair Janet Jackson addressed the Caucus to announce that Commissioners should sign up for the tours with the Oakland County International Airport and the Oakland County Water Resources Clinton River Water Recovery Center. Ajay Raman addressed the Caucus to inquire about the reconstruction of the parking lot. Discussion followed. 6. Public Comment No one addressed the Caucus during Public Comment #2. 7.
