INTRODUCTION AND BACKGROUND
To streamline the USDA funded Child Nutrition Programs application process, the Michigan
Department of Education has combined all CN Programs into a single application with the user
selecting those programs an organization plans to participate in. The purpose of Child Nutrition
Programs is to make nutritionally balanced meals and snacks available statewide to children
through the completion of high school and/or 18. Oakland County Children’s Village is registered as
a residential child care institution (RCCI) in the National School Lunch and Breakfast Programs
(NSLP/SBP.) Through these programs, all detention and group care residents aged 18 and under
on campus qualify for free, severe need breakfast and lunches along with free afterschool snacks
seven days a week. In addition, Mandy’s Place, which houses the shelter care program at
Children’s Village, is registered as an Emergency Shelter through the Child and Adult Food Care
Program and qualifies to serve three meals a day free to shelter care program residents, seven
days a week. Oakland County Children’s Village will receive reimbursement of meals served to
residents through both programs based on rates established by the USDA through the Michigan
Department of Education.
Oakland County Children’s Village is reimbursed for breakfast, lunch, and afterschool snacks seven
days a week through the National School Lunch, Afterschool Snack and School Breakfast Programs
for residential child care institution residents and through the Child and Adult Care Food Program for
emergency shelter residents. The Michigan Department of Education administers the United States
Department of Agriculture National School Lunch Program/Commodity Distribution, Afterschool
Snack and Breakfast Programs, along with the Child and Adult Care Food Program. The purpose of
the programs are to make nutritionally balanced, free/low-cost meals, snacks, and milk available
statewide to children through the completion of high school and to children at emergency shelters.
POLICY ANALYSIS
There is no grant match requirement. The grant agreement has completed the Grant Review
Process in accordance with the Board of Commissioners Grant Acceptance Procedures.
Acceptance of this grant does not obligate the County to any future commitment and continuation of
this program is contingent upon continued future levels of grant funding.
The Board Chair will approve any grant extensions or changes within fifteen percent (15%) of the
original award, which are consistent with the original agreement as approved.
A budget amendment is not required at this time.

Commodity Entitlement: $.2950 for each lunch served in prior school year (2022-2023)
Eligibility for the severe need rate for breakfast and the additional payment ($0.02) for lunch is
determined each year. The method for determining eligibility for severe need and $0.02 differential
reimbursement rates will depend on how SFAs have been claiming meals during the last two years of

CNP Coordinated Nutrition Program
PROJECT SYNOPSIS
To streamline the USDA funded Child Nutrition Programs application process, the Michigan Department of Education has combined all CN Programs into a single application with the
user selecting those programs an organization plans to participate in. The purpose of Child Nutrition Programs is to make nutritionally balanced meals and snacks available statewide to
children through the completion of high school and/or 18. Oakland County Children’s Village is registered as a residential child care institution (RCCI) in the National School Lunch and
Breakfast Programs (NSLP/SBP.) Through these programs, all detention and group care residents aged 18 and under on campus qualify for free, severe need breakfast and lunches
along with free afterschool snacks seven days a week. In addition, Children’s Village qualifies for a performance-based extra 7 cents per breakfast and lunch based on whole grain menu
items served to residents. Mandy’s Place, which houses the shelter care program at Children’s Village, is registered as an Emergency Shelter through the Child and Adult Food Care
Program and qualifies to serve three meals a day free to shelter care program residents, seven days a week. Oakland County Children’s Village will receive reimbursement of meals
served to residents through both programs based on rates established by the USDA through the Michigan Department of Education.
