ITEM CATEGORY SPONSORED BY Staffing Modification Penny Luebs INTRODUCTION AND BACKGROUND The 52nd District Courts are required by the State Court Administrative Office (SCAO) to transition to a paperless system of e-filing. The 52nd District Courts have been selected by SCAO to implement e-filing in 2023 with a go-live date of December 28, 2023. The 52nd District Courts are also transitioning 14 courtrooms to Video Recording systems with implementation scheduled to be completed in October 2023 as well as transitioning the Probation divisions to automated check-in with a tentative start date of fall 2023. Post-implementation of new software requires IT assistance and training. The four 52nd District Courts share one IT Liaison position which supports over 200 employees. The current IT Liaison employee cannot support all of these changes alone. In cooperation with the Information Technology Department and the Management and Budget Department, it has been determined that three (3) contracted Application Support Specialist positions will provide the necessary support. The estimated average cost of one contract Application Support Specialist position is $110,000 annually. These positions will require additional equipment consisting of three (3) new laptops, three (3) new cell phones, two (2) new desk phones along with the requisite quarterly charges associated with this additional equipment totaling $20,931; however, no vehicles and/or additional space will be required. The total request in the amount of $371,862, will be appropriated from the Non-Departmental General Fund/General Purpose (GF/GP) line-item budget Technology Projects-One Time (SC760180). Quarterly updates on the progress of implementing e-filing shall be provided to the Directors of Information Technology, Management and Budget along with the Finance Committee.
