ITEM CATEGORY SPONSORED BY Resolution Yolanda Smith Charles INTRODUCTION AND BACKGROUND POLICY ANALYSIS This is a request for approval of the seventh phase of the Building Maintenance System (BMS). Segments of the current BMS are over 35 years old, and superseded by newer, more advanced hardware and software solutions. The Board has previously approved the pilot phase, and phases one through six to replace the BMS at County facilities. The timeframe for the project is October 1, 2023, through September 30,2024. The equipment has an approximate lifespan of 25 years with a one-year warranty. The projected cost savings when phase 7 is operating is 10%-20% improved efficiency and the potential cost savings is based on individual existing equipment. This is similar to the previous phases; however, each building is unique with different equipment. Facilities Maintenance and Operations (FM&O) and Purchasing solicited bids for a BMS solution implementer (phase 7) and the team of evaluators – Information Technology, FM&O, and Purchasing, recommended the lowest responsible bidder Limbach, Inc., of Pontiac. The cost of the BMS seventh phase will be $600,000, including $520,000 for materials and installation, $70,000 for engineering services, and $10,000 for contingency funding. The $520,000 will include the following services from Limbach: installation of Direct Digital Controllers (DDC) and Network Supervisory Controllers; replacement of select sensors and end- devices; integration into the County IT network with Oakland County IT personnel; integration of the new controls into the County’s new BMS server; creation of screen graphics to facilitate ease-of-use systems monitoring, equipment management, and Energy Reporting functions; reports and notifications at the BMS Server. The engineering services from Hooker DeJong, Inc. is $70,000 that includes construction administration and construction documents, control diagrams, floor plans, equipment layouts, sequence of operations, equipment schedules and technical specifications. There are three phases of the BMS planned for the future with consideration of campus facilities and Pontiac facilities. The funding in the amount of $600,000 is available for transfer from the FY 2023 Capital Improvement Program/Building Fund (#40100) to the Project Work Order Fund (#40400) for the BMS Replacement Project-Phase 7 (PROJ-17359). A budget amendment is required as reflected in the Schedule A-Budget Amendment.
