ITEM CATEGORY SPONSORED BY Grant Penny Luebs INTRODUCTION AND BACKGROUND Oakland County Sheriff’s Office has been awarded an additional $94,450.38 from the State of Michigan, Michigan Commission on Law Enforcement Standards (MCOLES) for employed recruits to attend a basic training academy. Funding for the MCOLES Public Safety Academy Assistance Program is available until September 30, 2026 or until funds are exhausted. The funding for the academy that began in January 2023 totaled $120,600 and was paid directly to Oakland County to cover salary and fringe benefits as well as the cost of uniforms. The MCOLES paid the cost of the academy directly, which is $3,900 per recruit. Dena From: MSP-MCOLES-Grants <MSP-MCOLES-Grants@michigan.gov> Sent: Friday, March 10, 2023 3:30 PM Subject: FW: Public Safety Academy Assistance Grant Program Dear Law Enforcement Agency Heads and Administrators: 2023 PA 5, signed by Governor Whitmer on March 8, 2023, modifies the Public Safety Academy Assistance grant program, a $30 million appropriation to assist law enforcement agencies with the costs of sending an employed recruit to a basic law enforcement training program, so that MCOLES may provide $24,000.00 per applicant, with no split between salaries and academy tuition. The bill reads: Sec. 1401. Public Safety Academy Assistance Programs Requires funding to be distributed by MCOLES or the Department of Treasury to provide grants of up to $24,000 per applicant through a competitive program to provide recruit scholarships and salaries to local public safety department police cadets, on a first-come, first-serve basis, for applicants who satisfy the requirements and enroll in a police academy program; stipulates requirements that applicants must meet to receive a scholarship, including having been successfully screened by a local public safety department for MCOLES' selection and employment standards, having received an offer of employment, and enrolling in a basic law enforcement training academy; establishes a 25-scholarship cap for local public safety departments; authorizes MCOLES to use up to $140,000 of the appropriation for administration; stipulates that any awards prior to this bill may be amended if both MCOLES and the grantee agree; designates unexpended funds as a work project appropriation. What now? 1. If you have already submitted an application, the Total Wages and Benefits During Academy Section would have been completed in Section II. MCOLES will calculate the remaining funds due to the agency up to $24,000.00, after the initial $4,000 stipend (and additional recruit allowable expenses) payment and academy tuition. 2. If there are any issues or questions when we take a look back at the original application, we will reach out to the applying Agency directly to resolve. 3. A revised application form (dated 03/22) will soon be available for future use on our website at MCOLES Public Safety Academy Assistance Program (michigan.gov). If you have already completed an application and forwarded it to the enrolling academy you do not need to resubmit another application at this time. 4. Note: For future academy/grant cycles, the process has changed. MCOLES will now pay the applying agency up to $24,000.00 for salary and academy tuition costs. Where the law enforcement training academy and The Talogy Group were invoicing MCOLES directly in the current cycle, they will invoice the applying agency. The agency will be responsible for using the grant funds to pay academy tuition costs and licensing exam fees out of the $24,000.00. The grants will pay for up to $4,000.00 in recruit salary while attending the academy, and for up to $20,000.00 in academy enrollment costs. Program highlights include: • $30,000,000.00 in total program funding. • Agencies may receive up to 25 scholarships over the course of the program. • Scholarships are on a first-come, first-served basis. • The grant program will last until September 30, 2026, or until the appropriated funds are expended. Applications are now open for employed recruits that will be enrolled in an academy session on or after January 1, 2023. Application forms and eligibility guidelines are available on the MCOLES website at MCOLES Public Safety Academy Assistance Program (michigan.gov). Questions on the program and eligibility requirements may be directed to msp-mcoles-grants@michigan.gov. The funding split of $4,000,00 for recruit salaries and $20,000.00 for academy costs is set by statute. The Commission does not have the statutory authority to adjust those amounts to more accurately reflect the costs associated with an employed recruit. We are aware that as written, it provides too much for academy costs. It would be ideal to be able to repurpose those funds for recruit salaries. We are involved in ongoing discussions with the legislature, the State Budget Office, and the Executive Office of the Governor to seek that change but have not been successful so far. We will keep you posted on any changes. Even without that adjustment, this grant could provide valuable assistance in your efforts to employ recruits to become badly needed licensed law enforcement officers. David A.
