Network to continue the Oakland Community Health Network Liaison Officer position for FY 2024
and to authorize the Chair of Board of Commissioners to execute the agreement.

INTRODUCTION AND BACKGROUND
On November 17, 2022, via MR #22387, the Board of Commissioners accepted the Michigan
Mental Health Court Grant Program (MDCGP) from the State Court Administrative Office (SCAO) in
the amount of $31,543. On June 23, 2023, via MR #2023-3033, the Board approved Amendment #1
to the FY 2023 Michigan Mental Health Court Grant Program to increase grant funding in the
amount of $41,298 for the grant period of October 1, 2022, through September 30, 2023. The grant
funding is being used for planning and implementation of services for the 52nd District Court Mental
Health Court and partially funded Oakland Community Health Network Liaison Officer position,
Oakland County Sheriff’s overtime to conduct/home visits, participant GPS tethers, participant
incentives/rewards and participant graduation supplies.

INTERLOCAL AGREEMENT
BETWEEN
COUNTY OF OAKLAND,
AND
OAKLAND COMMUNITY HEALTH NETWORK
FOR
52nd District Court Mental Health Court Program
Amendment #2
The Parties, County of Oakland ("County") and Oakland Community Health Network ("OCHN"),
agree and acknowledge that the purpose of this Amendment is to modify as provided herein and
otherwise continue the present contractual relationship between the Parties as described in their
current 52-1 District Court Mental Health Court Program Agreement (“Agreement”).
This Amendment 2 shall take effect on October 1, 2023, and shall continue through September 30,
2024, unless otherwise terminated by any of the Parties pursuant to section 3 of the Agreement.
In consideration of the mutual promises, representations, assurances, agreements and provisions in
the Agreement and this Amendment, the adequacy of which is hereby acknowledged by the Parties,
the Parties agree to amend the Agreement as follows:
1. The Agreement heading shall be amended to begin with “FY2024”.
2. Section 3.2.1 shall be amended to the following:
For fiscal year 2024, the County agrees to fund OCHN a not to exceed amount of
$92,300 during the FY2024 Grant Fiscal Year beginning October 1, 2023 through
September 30, 2024 (“Grant Fiscal Year”) for the one full-time Court Liaison position
including salary, benefits, insurance and expenses which does not include mileage
which will be reimbursed by the County pursuant to Exhibit I of this Contract.
3. Except as expressly amended by this Amendment, all of the terms of the Agreement shall
remain in full force and effect.
For and in consideration of the mutual assurances, promises, acknowledgments, warrants,
representations, and agreements set forth in the Contract and this Amendment, and for other

good and valuable consideration, the receipt and adequacy of which is hereby acknowledged,
the undersigned hereby execute this Amendment on behalf of the OCHN and County and by
doing so legally obligate and bind the OCHN and County to the terms and conditions of the
Contract and this Amendment.
