Call Meeting to Order Vice Chair Charlie Cavell called the meeting of the Democratic Caucus to order at 5:13 p.m. in BOC Committee Room A, 1200 N. Telegraph Road, 12E, Pontiac, Michigan 48341. 2. Roll Call MEMBERS PRESENT: Charlie Cavell, Marcia Gershenson, Brendan Johnson, Gwen Markham, William Miller III, Kristen Nelson, Angela Powell, Ajay Raman,Yolanda Smith Charles, David Woodward (10) MEMBERS ABSENT WITH NOTICE: Janet Jackson, Penny Luebs, Gary McGillivray (3) 3. Public Comment No one addressed the Caucus during Public Comment #1. 4. Approval of Minutes a. Board of Commissioners - dated September 21, 2023 Gwen Markham moved approval of the Minutes, as presented. Seconded by Angela Powell. Motion Passed. Vote Summary (10-0-0) Yes: Charlie Cavell, Marcia Gershenson, Brendan Johnson, Gwen Markham, William Miller III, Kristen Nelson, Angela Powell, Ajay Raman, Yolanda Smith Charles, David Woodward No: None Abstain: None 5. Discussion Items Kristen Nelson addressed the Caucus to discuss Legislative Affairs and Government Operations Committee item entitled: Board of Commissioners - Urging West Bloomfield School District to Reconsider their plan to Demolish Roosevelt Elementary School in Keego Harbor. Discussion followed. David Woodward addressed the Caucus to recommend Legislative Affairs and Government Operations Committee item entitled: Board of Commissioners - Urging West Bloomfield School District to Reconsider their plan to Demolish Roosevelt Elementary School in Keego Harbor be removed from tonight's agenda. A show of hands was conducted and a sufficient majority having voted in favor, the Legislative Affairs and Government Operations Committee item entitled: Board of Commissioners - Urging West Bloomfield School District to Reconsider their plan to Demolish Roosevelt Elementary School in Keego Harbor will be removed from tonight's agenda. Ajay Raman addressed the Caucus to discuss Finance Committee item entitled: Executive's Office - Appropriating American Rescue Plan Act - Local Fiscal Recovery Funds for Medical Debt Relief for Oakland County Families. Discussion followed. Yolonda Smith Charles addressed the Caucus to discuss Finance Committee item entitled: Fiscal Services - Appropriating American Rescue Plan - Local Fiscal Recovery Funds to Reimburse County Operations Related to the Response of the Public Health Emergency and Negative Economic Impacts. Discussion followed. David Woodward addressed the Caucus regarding New Business item entitled: Board of Commissioners - Opposing Michigan House Bills 5120, 5121, 5122, and 5123, and Senate Bills 585, 586, 587, and 508 that Preempt Local Control for Solar and Wind Developments. Discussion followed. William Miller addressed the Caucus to announce that the Traffic Safety Advisory Commission Award application is due on November 5. Gwen Markham addressed the Caucus regarding the Oakland County International Airport tour. Marcia Gershenson addressed the Caucus to discuss an upcoming gun buy back sponsorship. Yolanda Smith Charles addressed the Caucus to discuss the Oakland County EDI Office, the Medical Examiner's Office and a prospective local-share program for condominium roads. Ajay Raman addressed the Caucus regarding an Early Voting Presentation being held in Novi. William Miller III addressed the Caucus to discuss exploring the possibility of providing gun storage boxes. David Woodward addressed the Caucus regarding appointments being made tonight to the Oakland County Safer Communities Ad Hoc Committee and the Acorn2Oak Steering Committee. Andela Powell addressed the Caucus to thank the Board for sponsorship of her attendance at the National Organization of Black County Officials conference in Charlotte, North Carolina. 6. Public Comment No one addressed the Caucus during Public Comment #2. 7. Adjournment The meeting adjourned at 7:54 p.m.
