OAKLAND COUNTY INTERLOCAL AGREEMENT
AMENDMENT 1
BETWEEN
OAKLAND COUNTY
AND
CITY OF SOUTHFIELD
This Amendment (“Amendment”) is made and entered into between the COUNTY OF OAKLAND
(“County”), a Michigan Constitutional and Municipal Corporation, a political subdivision of the state
of Michigan, whose address is 1200 North Telegraph, Pontiac, Michigan 48341 and the City
of Southfield through its Police Department (“Municipality”). In this Amendment, either the
Municipality or the County may also be referred to individually as a “Party” or jointly as the “Parties.”
The Purpose of this Amendment is to modify the existing Gun Buyback Pilot Grant Program Interlocal
Agreement (“Agreement”) in accordance with this Amendment. The Parties agree that any and all other
terms and conditions set forth in the current Agreement between the Parties shall remain in full force and effect
and shall not be modified, excepted, diminished, or otherwise changed or altered by this Amendment except
as otherwise expressly provided for in this Amendment.
The Financials, Scope of Services, and Reporting Obligations of the Agreement contained in Exhibit
I will be replaced with the following:
Financials
The County agrees to provide $10,000.00 in grant funds to the Municipality for its Gun Buyback
Event to be held on December 9, 2023 from 9:00 a.m. until 1:00 p.m. The Municipality agrees that
its Gun Buy Back event will include the following elements:
Scope of Services
• Gun buyback opportunity using gift cards as incentives for participants no participant can
receive more than $300.00 in incentives.
• Municipality may provide gun safety/safe storage information, demonstrations and/or handouts.
• Municipality may provide Trigger locks to eligible participants.
Reporting Obligations
The Municipality must provide a post-event report to the Oakland County Board of Commissioners
within 60 days of the event. The report must detail expenditures along with key data metrics of the
December 9, 2023 Gun Buyback.
For and in consideration of the mutual assurances, promises, acknowledgments, warrants,
representations, and agreements set forth in the Agreement and this Amendment the undersigned
hereby execute this Amendment on behalf of the County, and the Municipality and by doing so
legally obligate and bind the County and Municipality to the terms and conditions of the
Agreement and this Amendment.
