(2) GF/GP full-time eligible Deputy II positions in the Sheriff’s Office, Patrol Services Division,
Rochester Hills Unit (#4030617) with one (1) marked patrol vehicle with mobile radio, MDC and
video camera, two (2) cell phones, two (2) body worn cameras, and two (2) prep radios; further,
amend the FY 2024 budget as detailed in the attached Schedule A.

INTRODUCTION AND BACKGROUND
The City of Rochester Hills has contracted with the Oakland County Sheriff’s Office to provide law
enforcement services for the City (M.R.#21526) and paragraph 29 of the agreement provided that
an amendment to this agreement must be approved by a resolution of the Oakland County Board of
Commissioners and the City of Rochester Hills. This is a request to amend the 2022-2024 Law
Enforcement Agreement with the City of Rochester Hills to add two (2) Deputy II (no-fill) positions
beginning on January 1, 2024, and continuing until the current agreement expires or is terminated.

OAKLAND COUNTY SHERIFF'S OFFICE
2022-2024 LAW ENFORCEMENT SERVICES AGREEMENT WITH
THE CITY OF ROCHESTER HILLS
Amendment 2
Pursuant to Paragraph 29 of the 2022-2024 Law Enforcement Services Agreement
between the COUNTY and the CITY OF ROCHESTER HILLS (the “Agreement”), the parties
hereby agree to amend said Agreement to add two (2) Deputy II (no-fill) position in accordance
with the attached Exhibit 1 (Schedule A) beginning on the effective date of this Amendment 2.
The attached Exhibit 1 replaces and supersedes the Schedule A attached to the Agreement
beginning on the effective date of this Amendment 2.
This Amendment 2 shall take effect on January 1, 2024 and shall continue until the
Agreement expires or is terminated. All other provisions in the Agreement not otherwise affected
by the attached Exhibit 1 remain in full force and effect.
FOR AND IN CONSIDERATION of the mutual assurances, promises, acknowledgments,
set forth in this Amendment 2 and for other good and valuable consideration, the receipt and
adequacy of which is hereby acknowledged, the undersigned hereby execute this Amendment 2
on behalf of the Parties, and by doing so legally obligate and bind the Parties to the terms and
conditions of this Amendment 2.
IN WITNESS WHEREOF, Bryan Barnett, Mayor of the City of Rochester Hills, hereby
acknowledges that he has been authorized by a resolution of the Municipality’s governing body
to execute this Amendment 2 on behalf of the Municipality and hereby accepts and binds the
Municipality to the terms and conditions of this Amendment 2.

Amendment #2, effective January 1, 2024
SHERIFF'S DEPUTIES CONTRACTED FOR AND TO BE ASSIGNED TO MUNICIPALITY
NOTE: For each “Deputy II (w/fill)” identified above, the O.C.S.O. will, at no additional cost to the
Municipality, provide a substitute Sheriff’s Deputy (i.e., a “fill-in”) to provide Law Enforcement Services
to the Municipality whenever a contracted “Deputy II (w/fill)” is absent from the Municipality during any
80-hour biweekly period for any reason except those reasons enumerated in Paragraph 6.1 of the
Agreement.
NOTE: The O.C.S.O. will not assign any trainees to perform the duties of any Sheriff’s Deputy contracted
for and assigned to perform Law Enforcement Services under this Agreement.

REQUEST:
1. It is requested that the Oakland County Board of Commissioners approves and authorizes its Chairperson
to sign Amendment #2 to the original Oakland County Sheriff’s Office 2022-2024 Law Enforcement Services
Agreement with the City of Rochester Hills.
2. To create two (2) GF/GP full-time eligible Deputy II positions in the Sheriff’s Office, Patrol Services Division,
Rochester Hills Unit (#4030617).
PROPOSED FUNDING:

OVERVIEW:
The City of Rochester Hills has contracted with the Oakland County Sheriff’s Office to provide law enforcement
services for the City (M.R.#21526) and paragraph 29 of the agreement provided that an amendment to this
agreement must be approved by a resolution of the Oakland County Board of Commissioners and the City of
Rochester Hills. This is a request to amend the 2022-2024 Law Enforcement Agreement with the City of Rochester
Hills to add two (2) Deputy II (no-fill) positions beginning on January 1, 2024, and continuing until the current
agreement expires or is terminated.
It is requested that the Oakland County Board of Commissioners approves and authorizes its Chairperson to sign

the City of Rochester Hills. It is also requested to create two (2) GF/GP full-time eligible Deputy II positions in the
Sheriff’s Office, Patrol Services Division, Rochester Hills Unit (#4030617). It is requested that one (1) marked patrol
vehicle with mobile radio, MDC and video camera be added to the County fleet to satisfy the requirements of
Amendment #2. It is also requested that two (2) cell phone, two (2) body worn camera, and two (2) prep radio be
added to inventory to satisfy the requirements of Amendment #2. The future level of service, including the
continuation of positions, is contingent upon the level of funding associated with this agreement. This amendment
will take effect January 1, 2024, and continue until the current agreement expires or is terminated. The FY 2024
budgets are amended as detailed in the attached Schedule A.
COUNTY EXECUTIVE RECOMMENDATION: Recommended as Requested.
