IN RE:INFORMATION TECHNOLOGY —MODIFICATIONS TO COMPREHENSIVE I.T.SERVICES
INTERLOCAL AGREEMENT
To the Oakland County Board of Commissioners
Chairperson,Ladies and Gentlemen:
WHEREASthe Board of Commissioners,pursuant to Miscellaneous Resolution #12153 and #17263,
approved the Department of Information Technology's Comprehensive Information Technology Services
Agreementenabling the Department to make additional technology services available to public bodies;and
WHEREAS the Department of Information Technology has made the following modifications to the
Comprehensive I.T.Services Interlocal Agreement and Exhibits:
e Agreement Updated references to Browser.Standards required to use the services,
Exhibit |-Updated the County’s Cost for Transactional Fees,
Exhibit ll -Updated the County's Cost for Transactional Fees,
Exhibit tll -Updated the County's Cost for Transactional Fees,
Exhibit lV -Remove the third-party vendor that is no longer in use,
Exhibit V —Removed references to the Public List of Contracts that no longer exists,
Exhibit Xl -Removed references to the.Public List of Contracts that no longer exists,
Exhibit XIII -Removed references to the Public List of Contracts that no longer exists,
Exhibit X —Adopt new Exhibit and Addendum as appraved by the CLEMIS Strategic Planning
Committee and CLEMIS Advisory Committee,
All Exhibits -Updated section titles and references for consistency across all exhibits.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
attached Comprehensive Information Technology Services Agreement offering the I.T.Services of Online
Payments,Over the Counter Payments,Pay Local Taxes,Jury Management System,Collaborative Asset
Management System,Remedial Support Services,Data Center Services,Oaknet Connectivity,Internet
Service,CLEMIS,ArcGIS Online,Data Sharing,Pictometry Licensed Products,and Security Best Practice
Advice with fees described in the Exhibits.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the Chairperson of the Board
to execute the Agreements with any Michigan public body that agrees to enter into a Comprehensive
Information Technology Services Agreement.'

CALL TO ORDER
DePalma called the regular meeting of the Groveland Township Board to order at 7:02pm.
Members present were:

APPROVED AGENDA:

• Bills wanted to add to New Business: Item M: Step Increases
Bills motioned to approve the agenda as submitted with the two amendments. The motion was
supported by Muzzarelli

APPROVED MINUTES:
Reviewed Township and Fire Board Minutes from October 10, 2023.
DePalma wanted to amend Page 3 of the Township Minutes under Item B, regarding the
parking lot, wanted to add “in areas” after “Allied agreed to scrap scrape the lot 1 ½ inches
Muzzarelli noted the spelling issues and to add on Page 2 under Investment Reports, add
“monthly” and to change “50,000 to 60,000” to “40,000 to 50,000 monthly”
Muzzarelli wanted to amend the Fire Board Minutes under New Business hiring Austin West
was hired “as on call”
Bills noticed some typos on the Township Minutes. Under Discuss CDBG change “Can
potentially use funds for clearing demolition on house on “Dyer Rd” to “Jossman Rd” and under
HAYA change date “October 278th to “October 27th”

Bills motioned to accept the changes of the minutes as noted in her draft. Christopher

• $4272.00 came in on an insurance claim for the cemetery, tree that came down, stone will

• Made $42,677.00 in interest this past month

• No clear answer on who has qualified, or if funds being used
• 43% must be low income serviced by the stations for fire department application
• Have $7100.00 we can allocate
• As of Oct 16, changed what we can allocate towards public service projects

• Need to get the word out that we have this available

Keller motioned to give $3500.00 to Haven for the next program year and remaining funds to

A. Approve Authorized signers for the depositories
• After Patti Back retired, we needed to update approved signers.
• Jenell Keller, Clerk and Laura Baughey, Deputy Clerk will be added to Genysis Credit Union
as approved signers
Bills motioned to approve the signers as listed on the document with the correction to
Jenell’s last name. Keller supported.

B. Cybersecurity
• Brochure provided by Brightline
• Brightline covers: Risk management, Security Awareness, Security Controls, Incident
Response.
• We need to check into Decker and IT Wright if we are offered the same services along with
Cyber attacks

C. HB 4965 on Peg
• This is the bill to try to stop paying peg fees on streaming services that come across cable
companies
• Trying to get exemption on that
• 80,000-100,000 a year
• Francize Franchise fees and Peg Fees
D. Lift Assist Cost- TABLED
E. Renewal of Phone Contract
• 60-day window
• Options: Auto renew 1 year for $260.00/month or 3 years for $195.90/month; offers
are at the current market
• Had our phones for 5 years
Bills motioned that we remain with Star2Star under the current contract with same coverages
for 1 year. Christopher supported.

• 3 elections, 30 days of voting in 2024
• Go into communities, positive spin on Voting
• 2 months for the kids to design in grades: K-5, 6-12th
• Winning stickers will have the appropriate stickers available at each polling location
• Selfie stations
Keller motioned to participate in this voting competition with an estimated cost of $1000.00-
$1500.00. Supported Muzzarelli

• Contract Renewal for IT Services
• G2G Cloud, Site residents use to go online to pay their taxes, pet license, waste haulers etc.

• Keeping 35% and giving us 35%
• Need an authorized signer
Keller motioned to designate Robert DePalma as the signer and to renew the IT services
agreement for Oakland County IT Services including all addendums and attachments as submitted.

Keller motioned submit this resolution to approve Laura Rainey as their newly appointed board

L. Oakland County Youth Assistance Meeting
• Annual Breakfast: Robert DePalma and Jenell Keller going
M. Step Increases
• Budget meeting in Feb 2023
• Discussed the starting salary for new full-time hires, no change in 8 years
• Due to rates of inflation and increase we should act with step increases every 3 months,
instead of every 6 months
Bills motioned that we accelerate the step increase schedule for the new office administrator to
every 3 months instead of every 6 months effective with the December 2, 2023 pay. Christopher
second.

Keller motioned that Laura Baughey has been with Groveland Township for 3 months on Monday,
November 20, 2023 and to approve the step increase on her December 2nd pay. Muzzarelli second

HAYA – Holly Area Youth Assistance:
• Basic computers classes at the Richter center
• Vet to vet Dinner 3rd Monday of the month
• Tree lighting
• Dickens festival on the Nov 24th
• Groveland at the top of the list that they serve
• Logic class, making blessing backpacks
• Trivia night in January
• Looking for a new location by June 2024
BGYA - Brandon/Groveland Youth Assistance:
• Meeting November 14th, 2023
• 18 new cases in October, most came from the school district
• Love & Logic Program, 9 families were involved, very positive feedback
• New emergency cards just finished, Blackhawk Hot Line phone number changed, ok2say
goes to the police, Blackhawk is recorded and the message is given to the administrators
to the schools,
• New card is BLUE and dated 2023/2024
• Christmas in the village in downtown Ortonville December 2, 2023
• Youth Recognition Committee will be meeting to review the last couple of years and
going over this coming year events
PLANNING COMMISSION:
• Still working out Planning Commission and Zoning with the placement of language
for detached buildings.
• Camp Tamarack has placed a fence around the property
BOARD OF ZONING APPEALS:
• Office still interested in going to training; classes coming soon
SUPERVISOR:
• Cement in two weeks for the new tech park
• Defense and Advance Manufacturing Seminar: multiple 3d printing styles, trying to
use 3D printing in airlines industry and military
• 3D printing has an association we would like to consider for our future marketing
• Made a new video of our office look for it on our Groveland Township website
• 217 cars at the car show
CLERK:

• Started in September we have been using WOTA. The Holly area, had 500 people use
their services, October was 600 people
• Clerks Association meeting December 7th 2023
• “I Voted” Sticker Contest
• Having 200 people at the poles for November 7th election
• 456 Absentee Ballots
• Brandon Millage Renewal passed, Goodrich Sinking Fund did not
TREASURER:
• Vinny Bills put together a super cool Car Show video
• MTA is offering half for all online classes
• Fraud protection, ACH Debit blocking is set up on all our accts
• Positive Pay set up on accounts
• Special assessments this winter Paddison Drain, effects 150 parcels special, 1,2, 3 ,10
and 11, special assessment on bald eagle lake drain, 1 parcel of consumers energy
land
• taxes bills are ready to go by December 1st, drop box is available if the office is not
open

FIRE Board
Reconvened for Fire board meeting at 8:27pm.
• 88 Calls last month – 822 for the year
• 31 calls a month, 2 calls a day
• Ladder is back in service, $10444.00, checking again in 5 years
• Engine 1 is back, speed governor, high idle, captain did a test on it, down at apollo
• Engine 4
• Engine 2
• Alpha 3 is at service
• 3 tires go bad
• Thanks day, cooking 7 turkeys, contacted health department know
• Receive grant for $2000 for the camera system
• Received grant for 10,000.00 for gear, submit bills before the gear
• Public meeting for fire board, with new fees as well
