HomeMy WebLinkAboutInterlocal Agreements - 2021.06.17 - 40829DeeAreeetattainaiid itttte teteratbeteneareteet MISCELLANEOUS RESOLUTION :|#21288 June 17,2021 BY:Commissioner Gwen Markham,Chairperson,Finance Committee IN RE:INFORMATION TECHNOLOGY —MODIFICATIONS TO COMPREHENSIVE I.T.SERVICES INTERLOCAL AGREEMENT To the Oakland County Board of Commissioners Chairperson,Ladies and Gentlemen: WHEREASthe Board of Commissioners,pursuant to Miscellaneous Resolution #12153 and #17263, approved the Department of Information Technology's Comprehensive Information Technology Services Agreementenabling the Department to make additional technology services available to public bodies;and WHEREAS the Department of Information Technology has made the following modifications to the Comprehensive I.T.Services Interlocal Agreement and Exhibits: e Agreement Updated references to Browser.Standards required to use the services, Exhibit |-Updated the County’s Cost for Transactional Fees, Exhibit ll -Updated the County's Cost for Transactional Fees, Exhibit tll -Updated the County's Cost for Transactional Fees, Exhibit lV -Remove the third-party vendor that is no longer in use, Exhibit V —Removed references to the Public List of Contracts that no longer exists, Exhibit Xl -Removed references to the.Public List of Contracts that no longer exists, Exhibit XIII -Removed references to the Public List of Contracts that no longer exists, Exhibit X —Adopt new Exhibit and Addendum as appraved by the CLEMIS Strategic Planning Committee and CLEMIS Advisory Committee, All Exhibits -Updated section titles and references for consistency across all exhibits. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the attached Comprehensive Information Technology Services Agreement offering the I.T.Services of Online Payments,Over the Counter Payments,Pay Local Taxes,Jury Management System,Collaborative Asset Management System,Remedial Support Services,Data Center Services,Oaknet Connectivity,Internet Service,CLEMIS,ArcGIS Online,Data Sharing,Pictometry Licensed Products,and Security Best Practice Advice with fees described in the Exhibits. BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the Chairperson of the Board to execute the Agreements with any Michigan public body that agrees to enter into a Comprehensive Information Technology Services Agreement.' Agreement with Oakland County for IT Services for a term of 5 years. MOTION: Salvia moved, Gould seconded, To approve the Agreement with Oakland County for IT Services for a term of 5 years and authorize the City Manager to sign the Agreement. Recommendations from the Parking Advisory Committee for improvements to the Auto Parking Program; 1. Purchase new parking gate system replacement s from PSX-Amano Technology at a cost of $194,250.00; 2. Adjust the parking meter operation hours from 9am – 9pm to 11am – 11pm; and 3. Install fiber connection to the West Parking Deck by Merit Network at a cost of $50,817.00. Police Chief Rouhib reviewed the proposal. MOTION: Salvia moved, Sage seconded, To approve the recommendations from the Parking Advisory Committee for improvements to the Auto Parking Program; 1. Purchase new parking gate system replacements from PSX -Amano Technology at a cost of $194,250.00; 2. Adjust the parking meter operation hours from 9am – 9pm to 11am – 11pm; and 3. Install fiber connection to the West Parking Deck by Merit Network at a cost of $50,817.00. VOTE: YES: Bikson, Salvia, Albrecht, Gould, Sage and Trent. NO: None. ABSENT: Peterson. Motion Carried. 10D. Request to schedule a Public Hearing for November 27, 2023 regarding the 2024 CDBG Program to utilize funds for path improvements in the Municipal Park and adjacent parking lot. VOTE: YES: Bikson, Salvia, Albrecht, Gould, Sage and Trent . NO: None. ABSENT: Peterson. Motion Carried. 10G. Check Register Reports for October 19, 26 and November 2, 2023. 11. BOARDS AND COMMISSIONS REPORTS. 11A. Parking Advisory Committee – Sage stated much of the meeting was discussed earlier, but added they had discussed Electric Vehicle charging stations as well. 11B. Historical Commission – Sage noted they continue to sell the DUR books and the historical home plaques. 11C. Infrastructure Committee – Salvia said the meeting discussed end of construction season wrap ups and advised that Rochester had been denied the 2024 DWSRF grant for 3 million dollars. 11D. Tree Committee – Albrecht updated on the tree bate program, the Library planting a Bebb Oak tree, and noted that 77 trees have been planted for a total 337. 11E. Older Persons’ Commission – Salvia stated OPC would be received 2.6 million dollars for their transportation program from the County millage, they reviewed fall activities and their plan for 2024 and registrations are up 40%. City Beautiful Commission – Gould stated they received a report from the Rochester Pollinators, the City is again a Butterfly Champion City, they continue to work on additional murals and Elizabeth Park. 12. PUBLIC COMMENT. Public Comment. Councilmember Peterson thanked everyone. 13. GENERAL MISCELLANEOUS. City Manager Banda congratulated the Clerk’s Office on a well run election; noted that the Holiday Expo at the Royal Park was held tonight ; and Friday is the Festival of Trees cocktail reception. Gould congratulated Marilyn on her re-election and Christian and David on being elected. Salvia complimented the Early Voting and congratulated those elected. She asked about political signs enforcement. Sage congratulated those elected. Albrecht congratulated Gould and Trent on their reelection. Trent expressed gratitude for being reelected and stated her focus will be in infill housing and new development. Mayor Bikson congratulated those elected and reminded all of Lagniappe and the Big, Bright Light Show lighting on Monday, November 20 and the next Council meeting is Monday, November 27. 14.
