INTRODUCTION AND BACKGROUND
In an effort to reduce basement flooding following heavy rains, the water resources commissioner is
creating a backflow prevention pilot project in the City of Berkley. Basement flooding incidents have
continued to proliferate in Oakland County recently as intense localized rain events have
increased.
The installation of a backflow prevention valve will prevent or reduce the risk of wastewater entering
residential homes during significant rain events. The $10,000 to $15,000 cost of installing such a
device is beyond the financial means of many residents. The Oakland County Water Resources
Commissioner is proposing to establish a pilot project with a total cost of $1,200,000 intended to
help residents with the cost of purchasing and installing a backflow prevention device. The City of
Berkley will be the site of a pilot project which will benefit up to 100 residential, single-family
homes.
If the pilot project is as successful as expected, it will be used as a model for applications in other
areas of the County to limit the risk of basement flooding. $200,000 in ARPA funding is requested
to help cover the cost of the project. The use of ARPA funds is an appropriate use for this project
because sewer infrastructure is a designated use of ARPA funds. The remaining cost of the project
will be provided by the George W. Kuhn Drain Drainage District.
Participating residents will be required to pay a one-time $100 participation fee. In addition to
providing a much-needed financial benefit to the participating residents, the program also will
provide residents with healthy and safe housing by reducing basement flooding and preventing
wastewater from entering their homes.

Water Resources Commissioner - Appropriating American Rescue Plan Act – Local Fiscal
Recovery Funds for Backflow Prevention Project
Chair and Members of the Board:
WHEREAS the United States Treasury allocated Oakland County $244,270,949 of Local Fiscal
Recovery Funds (LFRF) established under the American Rescue Plan Act (ARPA) of 2021; and
WHEREAS under the guidance of the Treasury's Final Rule, the County may use these funds at their
discretion to support eligible investments in public health expenditures, address negative economic
impacts caused by the public health emergency; replace lost public sector revenue; provide premium
pay for essential workers; and invest in water, sewer, and broadband infrastructure; and
WHEREAS the project will address many of the long-term negative impacts exacerbated by the
COVID-19 public health emergency, a one-time allocation of $200,000 of ARPA funds will be utilized
to leverage a pilot project cost of $1,200,000; and
WHEREAS the Oakland County backflow prevention pilot project is designed to mitigate basement
flooding from sewer backups after large rain events by installing backflow prevention valves on the
private property of eligible and participating households in Oakland County; and
WHEREAS the project will allow residential housing to be more resilient to the impacts of climate
change by providing a model for local governments to partner with homeowners to invest in critical
infrastructure.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
authorizes a one-time appropriation of American Rescue Plan Act - Local Fiscal Recovery funding in
the amount of $200,000 for the Oakland County backflow prevention pilot project.
BE IT FURTHER RESOLVED that a final report on project expenditures shall be forwarded to the
Board of Commissioners.
BE IT FURTHER RESOLVED that the budget shall be amended as reflected in Schedule A – Budget
Amendment.

SUBJECT: ARPA Funds for Backflow Prevention Pilot Project

It is well recognized that public health, safety, and welfare are promoted by reducing or eliminating
the risks of basement flooding. It is also well recognized that basement flooding incidents have
proliferated recently throughout Oakland County as the number of intense localized rain events have
increased.
As the Oakland County Water Resources Commissioner, I have introduced a pilot program in an
effort to mitigate basement flooding from sewer backups after such large rain events. This will be
accomplished by installing backflow prevention valves and sump pumps on the private sewer leads of
a limited number of eligible households in the City of Berkley.
Berkley was chosen because it is located within the George W. Kuhn Drain Drainage District which
will cover the lion’s share of the $1,200,000 pilot project. The overall budget is anticipated to cover
several activities including:
• Initial administrative set-up of the program
• Marketing design and materials to promote the program to Berkley residents
• Design parameters for valves, pumps, and related appurtenances
• Development of a Request for Qualifications and selection of approved contractors
• Coordination with the City of Berkley homeowners and contractors to install equipment
• Installation cost for an initial sample number of homes (anticipated up to 100)
Once installed, the backflow prevention system will prevent or reduce basement flooding by blocking
wastewater from entering residential homes during significant rain events.
Requested Action: Appropriate $200,000 in ARPA funds to the George W. Kuhn Drain
Drainage District to help cover the cost of implementing the backflow preventor pilot project.
