Board of Commissioners - Supporting Senate Bills 483-485 to enact the Prescription Drug
Cost and Affordability Review Act
Chair and Members of the Board:
WHEREAS according to the U.S. Department of Health and Human Services, high prescription drug
prices create affordability challenges for patients and the health care system. Among existing
products, increases in average prices over time have added to these challenges with some drug price
increases even exceeding the rate of inflation; and
WHEREAS the high cost of prescription drugs often requires individuals to choose between
necessary medication and essential goods and services; and
WHEREAS the Wolters Kluwer survey found that over the past few years, more than two in five
respondents (44%) have chosen not to fill a prescription because of the cost. Multiplied across the US
adult population, that’s more than 100 million people who potentially skipped or delayed needed care
because of cost; and
WHEREAS according to another recent poll, nearly 60% of Michiganders over the age of 50 report
having not filled a prescription due to an outrageous price tag; and
WHEREAS Senate Bills 483-485, introducing the Prescription Drug Cost and Affordability Review
Act, would create the Prescription Drug Affordability Board (PDAB) and the Prescription Drug
Affordability Stakeholder Council (Council) to combat the increasing cost of prescription drugs and
provide a way to lower prescription drug costs for Michigan residents; and
WHEREAS the PDAB would conduct cost affordability reviews and establish an upper payment limit
on a prescription drug product, which is a cap on the amount that a prescription drug purchaser or
payer could pay for the product; and
WHEREAS six states have established a Prescription Drug Affordability Board to successfully set
upper payment price limits on the most expensive prescription drugs and additional states are in the
process of creating their own independent boards.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners supports
Senate Bills 483-485 to enact the Prescription Drug Cost and Affordability Review Act.
BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is requested to
forward copies of this adopted resolution to the Governor of the State of Michigan, the State Senate
Majority and Minority leaders, the State House Speaker and Minority leader, the members of the
Oakland County delegation to the Michigan Legislature, and the Board of Commissioner’s legislative
lobbyist.
