Board Policy for Township Sub-division Road Special Assessment District (SAD) Partnership
with the Road Commission for Oakland County
1. Purpose and Scope
This policy establishes the guidelines for the allocation and management of funds appropriated for the
reconstruction and rehabilitation of paved township subdivision roads within the jurisdiction of the
Road Commission for Oakland County (RCOC). It applies to the partnership between Oakland
County and the RCOC to enhance the quality and safety of public subdivision roads outside of
corporate city or village limits.
2. Eligibility Criteria
To be eligible for funding under this policy, roads must:
•Be classified as local subdivision roads certified by the RCOC.
•Not be classified as primary roads.
•Be located outside the corporate limits of cities and villages.
3. Funding Allocation
The Board of Commissioners has allocated $2,000,000 for this program. Each Township Special
Assessment District (SAD) will be eligible to receive $50,000 and those with a number of homes per
mile of seventy five or greater may receive a maximum of $250,000 or 25% of the overall project cost,
whichever is less.
4. Project Initiation Timeline
Projects utilizing these funds must commence construction within the calendar year 2024. If
construction does not begin within the specified timeframe, allocated funds must be returned to
Oakland County.
5. Adherence to Prevailing Wage Law
As a condition of receiving County funds all contractors and subcontractors working must comply with
the prevailing wage requirements contained in Public Act 10 of 2023, MCL 408.1101. As required by
the prevailing wage law, every contract executed under this policy shall include explicit terms
ensuring that the rates of wages and fringe benefits paid to construction mechanics comply with the
prevailing rates in the locality where the work is performed.
6. Agreement Execution
The Chair is authorized to execute the necessary agreements with the RCOC and participating
Townships for the release of funds. This authorization follows the review and recommendation by the
Economic Development and Infrastructure Committee.
7. In-Kind Contribution by RCOC
The RCOC agrees to provide in-kind contributions equivalent to the Board of Commissioner's
appropriation. These contributions include project administration, preliminary engineering, and
construction engineering services.
8. Reporting and Accountability
The RCOC is required to submit a comprehensive report detailing the project cost breakdown and the
impact of the Board's contribution on the overall cost to residents. This report must be submitted to
the Board of Commissioners, the Legislative Affairs and Government Operations Committee, and the
Economic Development and Infrastructure Committee by December 31, 2024.
9. Policy Administration
The administration of this policy shall be the responsibility of the Oakland County Economic
Development and Infrastructure Committee, in coordination with the RCOC.
10. Amendments
This policy may be amended by the Board of Commissioners as necessary to ensure the effective
allocation and use of funds or to respond to changes in road infrastructure needs and priorities.
11. Policy Review
This policy shall be reviewed annually to ensure its effectiveness and alignment with the strategic
goals of Oakland County and the RCOC.
