It applies to the partnership between Oakland County and the RCOC to enhance the quality and safety of public subdivision roads outside of corporate city or village limits. 2. Eligibility Criteria To be eligible for funding under this policy, roads must: •Be classified as local subdivision roads certified by the RCOC. •Not be classified as primary roads. •Be located outside the corporate limits of cities and villages. 3. Funding Allocation The Board of Commissioners has allocated $2,000,000 for this program. Each Township Special Assessment District (SAD) will be eligible to receive $50,000 and those with a number of homes per mile of seventy five or greater may receive a maximum of $250,000 or 25% of the overall project cost, whichever is less. 4. Project Initiation Timeline Projects utilizing these funds must commence construction within the calendar year 2024. As required by the prevailing wage law, every contract executed under this policy shall include explicit terms ensuring that the rates of wages and fringe benefits paid to construction mechanics comply with the prevailing rates in the locality where the work is performed. 6. Agreement Execution The Chair is authorized to execute the necessary agreements with the RCOC and participating Townships for the release of funds. This authorization follows the review and recommendation by the Economic Development and Infrastructure Committee. 7. These contributions include project administration, preliminary engineering, and construction engineering services. 8. This report must be submitted to the Board of Commissioners, the Legislative Affairs and Government Operations Committee, and the Economic Development and Infrastructure Committee by December 31, 2024. 9. Policy Administration The administration of this policy shall be the responsibility of the Oakland County Economic Development and Infrastructure Committee, in coordination with the RCOC. 10.
