IN RE:INFORMATION TECHNOLOGY —MODIFICATIONS TO COMPREHENSIVE I.T.SERVICES
INTERLOCAL AGREEMENT
To the Oakland County Board of Commissioners
Chairperson,Ladies and Gentlemen:
WHEREASthe Board of Commissioners,pursuant to Miscellaneous Resolution #12153 and #17263,
approved the Department of Information Technology's Comprehensive Information Technology Services
Agreementenabling the Department to make additional technology services available to public bodies;and
WHEREAS the Department of Information Technology has made the following modifications to the
Comprehensive I.T.Services Interlocal Agreement and Exhibits:
e Agreement Updated references to Browser.Standards required to use the services,
Exhibit |-Updated the County’s Cost for Transactional Fees,
Exhibit ll -Updated the County's Cost for Transactional Fees,
Exhibit tll -Updated the County's Cost for Transactional Fees,
Exhibit lV -Remove the third-party vendor that is no longer in use,
Exhibit V —Removed references to the Public List of Contracts that no longer exists,
Exhibit Xl -Removed references to the.Public List of Contracts that no longer exists,
Exhibit XIII -Removed references to the Public List of Contracts that no longer exists,
Exhibit X —Adopt new Exhibit and Addendum as appraved by the CLEMIS Strategic Planning
Committee and CLEMIS Advisory Committee,
All Exhibits -Updated section titles and references for consistency across all exhibits.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
attached Comprehensive Information Technology Services Agreement offering the I.T.Services of Online
Payments,Over the Counter Payments,Pay Local Taxes,Jury Management System,Collaborative Asset
Management System,Remedial Support Services,Data Center Services,Oaknet Connectivity,Internet
Service,CLEMIS,ArcGIS Online,Data Sharing,Pictometry Licensed Products,and Security Best Practice
Advice with fees described in the Exhibits.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the Chairperson of the Board
to execute the Agreements with any Michigan public body that agrees to enter into a Comprehensive
Information Technology Services Agreement.'

The regular meeting minutes of the Council of the Village of Bingham Farms, held at 24255 13 Mile
Road, Suite 190, Bingham Farms, Mi., Monday, November 27, 2023 at 7pm.
I. Call to Order: 7 pm
Trustees present: Lisa Blackburn, Kurt Jones, Debbie Hedge, Aaron Krabill, Kathy
Mechigian, D.E. Hagaman.
Trustees absent: Diane Howard.
Others present: Administrator Ken Marten, Treasurer William Pattyn, Administrative
Assistant Yevgeniy Malkin, Joe Hlavaty, Lois Hlavaty, Police Chief Dan Roberts, Fire Chief
Tony Averbuch, Jeff DuComb, David Hough, Kathy Hagaman, Brad Shepler, Andrew
Johnstone, William West.
II. Agenda approval:
Motion by Hagaman to approve the agenda, second by Mechigian. Approved 6-0.
III. Approval of Meeting Minutes: October 23, 2023: Motion by Jones to approve the minutes
as provided in the council packet, second by Hagaman. Approved 6-0.
IV. Public comments not on published agenda: Hough read aloud a submitted letter from him
expressing that he believes that council is not doing enough to work with residents on issues
that are brought before them. K. Hagaman made similar remarks.
V. Discussion Topics
A. Police Department Monthly Report. Roberts presented the report with additional
commentary.
B. Fire Department Monthly Report. Averbuch presented the report with additional
commentary.
C. Administrator’s Report. Marten noted last day for yard waste pickup for the season
will be on Dec. 7; and that the December Council meeting will be on held Dec 18 – third
Monday, rather than fourth – due to holiday.
D. Economic Development Coordinator’s report. Malkin answered several questions
from trustees.
E. Roads Presentation: Shepler, Johnstone, and West of HRC presented their latest
findings and estimates for the village roads project. Following questions and discussion,
the council discussed creating roads subcommittee at the December meeting.
VI. New Business
A. 2024 Meeting calendar: Trustees opted to hold the December 2024 meeting on the
third Monday of the month rather than the fourth. Motion by Krabill, second by
Mechigian, to approve the 2024 Council Meeting Date calendar. Approved 6-0.
B. Institution approved for ACH Arrangements: Following discussion, the resolution
was tabled until Dec 18 meeting to amend resolution wording.

A. Agreement for IT services between Oakland County and Village
VILLAGE OF BINGHAM FARMS
RESOLUTION 2023-19
IT Agreement between Oakland County and Village of Bingham Farms
At a regular meeting of the Village Council of the Village of Bingham Farms, Oakland County,
Michigan, held in the Council Chambers at 24255 West Thirteen Mile Road, Suite 190, Bingham Farms,
Michigan 48025, at 7:00 p.m. on November 27, 2023, the following resolution was offered by Trustee
Jones and supported by Trustee Krabill:
WHEREAS, the Village of Bingham Farms currently has an Agreement for Information
Technology Services (“I.T. Services”) with Oakland County, wherein Oakland County has agreed to
provide certain I.T. Services to the Village of Bingham Farms, which Agreement will be expiring
shortly.
WHEREAS, Oakland County has proposed that Bingham Farms enter into the Agreement For
I.T. Services Between Oakland County And Village Of Bingham Farms, under which Oakland County
would provide certain I.T. Services to the Village of Bingham Farms for a new five year term.
WHEREAS, the Village Council is desirous of approving and entering into the Agreement For
I.T. Services Between Oakland County And Village Of Bingham Farms and to have Oakland County
provide to the Village of Bingham Farms the described I.T. Services for a new five year term.
THEREFORE, BE IT RESOLVED, that the Village Council of the Village of Bingham Farms
hereby approves the Agreement For I.T. Services Between Oakland County And Village Of Bingham
Farms and the applicable Exhibits thereto and authorizes the Village President to sign the Agreement
For I.T. Services Between Oakland County And Village Of Bingham Farms, including the applicable
Exhibits.
AYES: Blackburn, Jones, Krabill, Mechigian, Hagaman, Hedge.
NAYES: None.
ABSENT: Howard.
VIII. Treasurer’s Report:
A. Approve November 2023 Bills: Motion by Mechigian, second by Krabill, to approve
payment of the October 2023 bills in the following amounts: General Fund,
$210,529.92; and Gas & Weight, $2,280.00. Approved 6-0.

B. Accept Financial Statements for October 2023: Motion by Krabill, second by
Hagaman, to approve financial statements as presented. Approved 6-0.
IX. Trustee Comments: Hagaman mentioned legal challenges to cable boards lately from cable
providers, which may affect the future of Birmingham Area Cable Board grant availability.
Mechigian mentioned the Baldwin Public Library renovations are moving along on schedule.
X. Adjournment: Motion by Hagaman, second by Mechigian. Adjourned at 9:37pm.
