ITEM CATEGORY SPONSORED BY Grant Brendan Johnson INTRODUCTION AND BACKGROUND This is a grant award from the Michigan Department of Natural Resources - Parks and Recreation Division Off-Road Vehicle (ORV) Trail Improvement Fund. In May 2023 Oakland County Parks and Recreation Commission (OCPRC) applied to the Michigan Department of Natural Resources (DNR) ORV Trail Improvement Fund and was awarded $199,000 in grant funding. This grant for fiscal year 2024 will support the installation of 2 pre-fabricated green-flush restrooms at Holly Oaks ORV Park. The grant period is October 1, 2023, through September 30, 2024. There is no match requirement for the grant. Holly Oaks ORV Park is a partnership between the Michigan Department of Natural Resources and the Oakland County Parks and Recreation Commission. The Michigan DNR owns the Holly Oaks ORV Park property, and Oakland County Parks and Recreation operates the park through a 20-year Operating Agreement with the DNR. Holly Oaks ORV Park is currently only serviced by port-a-johns. The installation of these two accessible restrooms will provide a much better experience for park patrons as well as corporations who rent the park. There is not currently sewer access to the park. These restrooms provide the same experience as a standard restroom, with flush toilets and a sealed vault system. The restrooms also have options for solar power and rain-water collection and filtration, and they reduce water use by 90% over traditional restrooms. The grant term is Fiscal Year 2024 so the restrooms will be installed by September 2024. BUDGET AMENDMENT REQUIRED: Yes Committee members can contact Michael Andrews, Policy and Fiscal Analysis Supervisor at 248.425.5572 or andrewsmb@oakgov.com, or the department contact persons listed for additional information.
