Motion to approve the FY2024 Campus Sanitary Sewer Inspection Program in the amount of
$233,000; further, the Board of Commissioners authorizes the transfer of funding for the Campus
Sanitary Sewer Inspection Program (PRJ-17480) in the amount of $15,873 from the Capital
Improvement Program/Building Fund (#40100) to the Project Work Order Fund (#40400) as detailed
in Schedule A; further, the additional funding totaling $217,127 is available in the Project Work
Order Fund (#40400) from previously approved projects that were completed under budget be
utilized for the Campus Sanitary Sewer Inspection Project (PRJ-17480).

INTRODUCTION AND BACKGROUND
Facilities Management operates and maintains 26,642 feet of sanitary gravity main and 149
manholes on the Oakland County campus. The diameter of these pipes range from 6 inches to 18
inches and collect sanitary sewage from buildings throughout the campus and discharge most of the
flow to the Pontiac Sewage Disposal System.
Metered flow from the Oakland County campus sanitary sewer system indicates a significant
amount of non-sanitary flow is entering the system which could indicate operational and structural
deficiencies.
Most of these sewer lines are more than 50 years old and have never been inspected. Operational
deficiencies such as grease, roots, leaks, etc., and structural deficiencies associated with cracks,
broken pipe, or corrosion can be identified by inspection. Such problems can be corrected more
efficiently via planned repair or replacement rather than responding to a failure with emergency
repairs and/or replacement.
The Oakland County Water Resources Commissioner (WRC) has been developing Capital
Improvement Plans (CIP) for more than 30 municipal and regional sewer systems it operates and
maintains. The WRC utilizes a comprehensive asset management program that looks at the
probability of failure and criticality to prioritize pipeline inspection, repair, and replacement. Based on
this extensive experience, Oakland County would be well served to have the WRC develop a
Capital Improvement Plan and perform the Operations and Maintenance (O&M) of the campus
sewer system.
The total project cost is $233,000, including $50,000 for CCTV inspection, reports, and CIP plan,
$114,000 for cleaning and assessment certification, $30,000 for WRC for project management, and
$39,000 for contingency. Funding in the amount of $15,873 is available for transfer from the FY
2024 Capital Improvement Program/Building Improvement Fund (#40100) to the Project Work Order
Fund (#40400) for the Campus Sanitary Sewer Inspection Program. Additional funding in the
amount of $217,127 is available from previously approved projects in the Project Work Order Fund
(#40400) that were completed under budget as follows:
• $60,324 - 2015 Roof Replacement Program project #100000002176,
• $13,135 - 2017 Roof Replacements – Jail Complex project #100000002611,
• $50,769 - 2019 Roof Replacement Program project #100000003023,
• $28,949 - Little Oaks Security & Code Compliance project #100000002176,
• $63,950 - 2020 Roof Replacement Program project #100000002176.
POLICY ANALYSIS
This request would add the FY 2024 Campus Sanitary Sewer Inspection Program to the Capital
Improvement Plan (CIP). It is anticipated that this project will begin after contract finalization,
weather permitting.
