budget amendment as described in Schedule A.

INTRODUCTION AND BACKGROUND
Two additional employee positions are needed in the Water Resources Commissioner’s (WRC)
Cross Connection Unit. Employees in this unit perform inspections of both residential and
commercial properties connected to the public water supply. These inspections are critical to
prevent so-called backflows. Typically caused by a significant change in water pressure, a backflow
occurs when contaminated water has reversed flow and entered clean water lines.
Cross Connection employees perform water sampling to ensure the potable water supply remains
safe to drink. Employees in this unit are provided with on-the-job training and are encouraged to
study for state certification exams because this work is critical to protect public health and recruiting
and retaining talented staff is of the utmost importance.
The WRC, in partnership with Oakland County’s Human Resources Department and Union Local 58
of the International Brotherhood of Electrical Workers (IBEW), created the attached three new
classifications: WRC Cross Connection Inspector I, II, and III.
POLICY ANALYSIS
The salaries for these positions will be budgeted in the Drain Equipment Labor fund then charged to
the Water Sewer Trust Fund. There is favorability in the accounts and rates will remain unchanged
at this time.

SUBJECT: Addition of Two WRC Cross Connection Unit Positions

Two additional employee positions are needed in my office’s Cross Connection Unit. Employees in
this unit perform inspections of both residential and commercial properties connected to the public
water supply. These inspections are critical to prevent so-called backflows. Typically caused by a
significant change in water pressure, a backflow occurs when contaminated water has reversed flow
and entered clean water lines.
Cross Connection employees also perform water sampling to ensure our water remains safe to drink.
It has been a long-standing practice of my office to recruit employees for entry-level positions. Once
hired, these employees are provided with on-the-job training and are encouraged to study for state
certification exams. This work is critical to protect public health and therefore recruiting and retaining
talented staff is of the utmost importance.
My office has used various classifications to fill employee roles. Some of those employees lacked the
appropriate classifications and/or corresponding job descriptions to match the work they performed.
Fortunately, my office, in partnership with Oakland County’s Human Resources Department and
Union Local 58 of the International Brotherhood of Electrical Workers (IBEW), created three new
classifications: WRC Cross Connection Inspector I, II, and III. Job descriptions for these positions are
attached for reference.
Positions in the Cross Connection Unit have been reclassified to WRC Cross Connection Inspector III
– the highest classification. This provides each employee with a career path, which also gives my
office the opportunity to use the Inspector I and II classifications to underfill the budgeted positions on
an as-needed basis while current employees receive training to obtain their state certifications.
Requested Action: Authorize two additional WRC Cross Connection Inspector III positions
within the Office of the Water Resources Commissioner.

GENERAL SUMMARY
Under direct supervision is responsible for conducting inspections and assessments of cross connections
at commercial and residential properties, as well as implementing and maintaining WRC’s cross
connection control program. Develops a strong understanding of the principles and practices of cross
connection control, plumbing systems, treatment processes and water sampling. Keeps daily records of
activities. Responds to and investigates water quality complaints according to policy and direction. Assists
in the collection of water samples and performing field water analysis from various locations within the
water distribution system, and wellhouses operated and maintained by WRC. Is responsible for safe work
procedures. Duties may involve hazardous working conditions common to below ground and/or confined
space. Utilizes current Countywide and/or department specific software to complete assignments.
SUPERVISION EXERCISED
May provide instruction and assistance to part-time, seasonal, and new employees.
ESSENTIAL JOB FUNCTIONS
Performs and accurately documents cross connection inspections on public and private water systems
under the direction of higher-level personnel.
Assists in water sample collection and analysis on various water quality parameters from sites throughout
water distribution systems and wellhouses operated and maintained by WRC.
Responsible for acquiring knowledge on proper and approved sampling techniques to perform water
quality sampling.
Is responsible for knowledge of cross connection inspection processes and techniques including backflow
prevention devices, assemblies and methods and application of that knowledge to perform cross
connection inspections.

Responsible for acquiring knowledge of the State of Michigan rules and regulations, Safe Drinking Water
Act (SDWA), Cross Connection Rules Manual, Oakland County Water Resources Cross Connection Control
Program, Michigan Plumbing Code, American Society of Sanitary Engineering (ASSE) and all applicable
principles and practices pertaining to cross connections.
Under the direction of higher-lever personnel, responds timely and professionally to the public.
Works with and maintains various equipment to perform job duties.
Uses electronic equipment including computers, phones, tablets, cameras, and water analysis equipment
to complete assignments.
Uses knowledge of and practices standard safety techniques in the execution of job duties.
Utilizes current Countywide and/or department specific software to complete assignments.
ESSENTIAL MENTAL & PHYSICAL REQUIREMENTS
Ability to communicate and accurately convey information.
Ability to operate a motor vehicle and/or be a passenger.
Physical condition that will permit lifting, standing, and/or walking for extended periods, working in a
variety of weather conditions and confined/difficult locations.
Reasonable ability to perform routine, repetitive, and/or manual tasks.
WORKING CONDITIONS

A. REQUIRED MINIMUM QUALIFICATIONS
1. Possess a high school diploma or have completed the state requirements for a GED
certificate.
2. Possess a valid United States motor vehicle operator’s or chauffeur’s license. Out of
Country driver’s license holders will be required to obtain the appropriate valid State of
Michigan driver’s license before the hire date.
3. Pass the complete examination, including the employment medical, established for this
classification.
4. Successfully complete the six (6) month probationary period.
B. ADDITIONAL DESIRABLE QUALIFICATIONS
1. State of Michigan S-4 certification or higher.
2. State of Michigan D-4 certification or higher.
3. Familiar with rules and regulations from the State of Michigan, Safe Drinking Water Act

processes and water sampling. Keeps daily records of activities. With limited direction, responds to and
investigates water quality complaints according to policy and procedure. Collects various water samples
and performs field water analysis from locations within the water distribution system, and wellhouses
operated and maintained by WRC. Is responsible for safe work procedures. Duties may involve hazardous
working conditions common to below ground and/or confined space. Utilizes current Countywide and/or
department specific software to complete assignments. Employees of this classification are required to
be available for operational problems, and other operations and maintenance emergencies as deemed
necessary by management after normal working hours, weekends, and holidays.

WORKING CONDITIONS
Work is performed in both an office and outdoor environment with exposure to heat, cold, and other
weather elements.
May be required to perform duties in confined spaces, or work areas above or below ground.
May participate in activities that require driving or being a passenger in an automobile or bus.

EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES
A. REQUIRED MINIMUM QUALIFICATIONS
1. Possess a high school diploma or have completed the state requirements for a GED
certificate.
2. State of Michigan S-2 or D-2 certification or higher.
3. ASSE 5120 Cross Connection Control Surveyor Certification.
4. Have five (5) years of full-time experience performing cross connection inspections.
5. Possess a valid United States motor vehicle operator’s or chauffeur’s license. Out of
Country driver’s license holders will be required to obtain the appropriate valid State of
Michigan driver’s license before the hire date.
6. Pass the complete examination, including the employment medical, established for this
classification.
7. Successfully complete the six (6) month probationary period.
B. ADDITIONAL DESIRABLE QUALIFICATIONS
1. State of Michigan S-1 and D-1 certification.
2. Independently reviews and researches the rules and regulations from the State of
Michigan, Safe Drinking Water Act (SDWA), State of Michigan Cross Connection Rules
Manual, Oakland County Water Resources Cross Connection Control Program, Michigan
Plumbing Code, American Society of Sanitary Engineering (ASSE), Oakland County
Health Department, including all applicable principles and practices pertaining to cross
connections, water quality parameters and sample methods to ensure program
compliance.

3. Detailed knowledge of cross connections and backflow prevention devices, water
quality, sampling, safety, contingencies and emergencies, customer relations, record
keeping, Countywide and department specific software, meters, valves, piping, wells,
pumps, motors, storage, hydraulics, instrumentation, chlorination, phosphate,
microbiology in water systems, corrosion, iron removal, water softening, and treatment.
4. In-depth knowledge of and experience in the building trades.
5. Reasonable ability to maintain a polite cordial disposition toward other County
employees and the public.
6. Reasonable ability to successfully work and cooperate both in a team effort and
individually.
7. Reasonable ability to maintain personal cleanliness and a presentable public appearance.
8. Reasonable knowledge of and ability to practice standard safety techniques.
9. Ability to provide and follow standardized oral and written instructions.
10. Proficient in current Microsoft Office Products, Adobe, e-mail, and Internet software.
C. SPECIAL REQUIREMENTS
1. Maintain a valid United States motor vehicle operator’s or chauffer’s license.
2. Maintain a State of Michigan S-2 or D-2 certification or higher.
3. Maintain an ASSE 51220 Cross Connection Control Surveyor Certification.
