POLICY ANALYSIS
Alignment with Policy Terms and Criteria: The project aligns with the definition of Sponsorship as
it aims to support an event celebrating the Pontiac Skate Park developments. The proposed budget
breakdown and timeline for implementation meet the requirements outlined in the policy.
Funding Partners and Matching Funds: The absence of identified funding partners or matching
funds could raise concerns about sustainability and financial responsibility. The policy encourages
commissioners to seek additional funding partners to enhance project impact and sustainability.
Anticipated Impact and Evaluation: The project's aim to enhance community engagement and
celebrate the completion of the skate park aligns with the objectives of Sponsorship projects as
defined in the policy. However, the evaluation criteria primarily focus on qualitative aspects such as
attendance numbers, community feedback, and media coverage. While these are important, a more
comprehensive evaluation plan could include measurable outcomes tied to the project's purpose
and objectives.
Legal and Regulatory Compliance: The project's compliance with legal and regulatory standards,
particularly regarding constitutional limits on County expenditures, should be verified through the
purchasing process as per the policy's requirements. Additionally, ensuring that the project benefits
Oakland County residents for a public purpose, as mandated by the policy, is essential for
compliance.
Implementation and Oversight: The Finance Committee's role in overseeing the evaluation and
approval process, as outlined in the policy, should include scrutinizing the detailed timeline for
implementation to ensure adherence to deadlines and efficient use of resources.
Reporting of Outcomes: The reporting requirements specified in the policy, including the
submission of a qualitative and quantitative evaluation report, should be communicated to the
project proposer to ensure accountability and transparency.
Invoice from PLUSkateboarding: The attached invoice from PLUSkateboarding for the purchase
of 100 skateboards supports the proposed budget breakdown. Verification of the vendor's status as
a County Approved Vendor is necessary to ensure compliance with purchasing standards outlined
in the policy.
Overall Assessment: The Pontiac Skatepark Project aligns with the objectives and criteria outlined
in the Special Projects policy. However, certain aspects such as the absence of identified funding
partners, evaluation criteria, and verification of vendor status require further attention to ensure
compliance.
BUDGET AMENDMENT REQUIRED: No
