Democratic Caucus Minutes
April 11, 2024 at 5:00 PM
1.Call Meeting to Order
Chair Angela Powell called the meeting of the Democratic Caucus to order at 5:03 p.m. in
Committee Room A, 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2.Roll Call
MEMBERS PRESENT: David Woodward, Penny Luebs, Kristen Nelson, Gwen Markham,
Angela Powell, Marcia Gershenson, Brendan Johnson, Charles Cavell, Yolanda Smith
Charles, Ajay Raman, Ann Erickson Gault, Linnie Taylor (12)
MEMBERS ABSENT WITH NOTICE: William Miller III (1)
3.Public Comment
No one addressed the Caucus during Public Comment #1.
4.Approval of Minutes
a.Board of Commissioners - dated March 12, 2024
Penny Luebs moved approval of the Minutes dated March 12, 2024, as
presented. Seconded by Linnie Taylor.
Motion Passed.
A sufficient majority having voted in favor, the Minutes dated March 12, 2024,
were approved.
b.Board of Commissioners - dated March 14, 2024
Penny Luebs moved approval of the Minutes dated March 14, 2024, as
presented. Seconded by Linnie Taylor.
Motion Passed.
A sufficient majority having voted in favor, the Minutes dated March 14, 2024,
were approved.
5.Discussion Items
Yolanda Smith Charles addressed the Caucus regarding Economic Development and
Infrastructure Committee item entitled: Economic Development - Grant Agreement with
the Michigan Economic Development Corporation (MEDC) for the Pontiac
Redevelopment Grant. She informed the Caucus that this will be a fifty million dollar grant,
and urged support for the resolution.
Discussion followed.
Marcia Gershenson addressed the Caucus regarding New and Miscellaneous Business
item entitled: Sponsorship of Trinity Gun Disposal's 2024 Safe Surrender and Buyback
Events.
David Woodward addressed the Caucus to inform the Commissioners that the next Board
of Commissioners meeting has been rescheduled. It will be held on Wednesday, April 24,
2024. He also discussed the White Lake Corridor Improvement Authority Plan and the
Pontiac Project.
Discussion followed.
Gwen Markham addressed the Caucus to inform the Commissioners that the SEMCOG
offices in Detroit will be available to them on April 25th, the first day of the NFL Draft.
Discussion followed.
James Ryan, Public Affairs Associates, addressed the Caucus to introduce Joe
Recknagel, Assistant Athletic Trainer for the Detroit Lions.

Charlie Cavell addressed the Caucus to give an update on the progress of the 2024
County Commission Policy priorities list. Other Commissioners spoke on various work
groups' discussions, including Commissioners Gershenson (gun safety), Erickson Gault
(democracy), and Nelson and Raman (parks).

6.Public Comment
No one addressed the Caucus during Public Comment #2.
7.Adjournment
The meeting adjourned at 6:31 p.m.
