Board of Commissioners - Resolution Establishing the Tri-County Behavioral Health Task
Force
Chair and Members of the Board:
WHEREAS on September 8, 2023, Macomb, Oakland and Wayne County legislators met during the
15th Tri-County Summit to receive an update on the progress towards regional goals to collaborate on
behavioral health and social justice solutions; and
WHEREAS the increasing number of individuals with mental health and substance-use disorders in
the criminal justice system has an enormous impact on our communities; and
WHEREAS diverting individuals with mental health and substance-use disorders away from
correctional institutions and toward more appropriate and culturally competent, community-based
behavioral health care and treatment is an essential component of national, state, and local strategies
to provide people with the support they need and to eliminate unnecessary involvement in the juvenile
and criminal justice systems; and
WHEREAS individuals and their health care providers share information with each other to diagnose
health issues, make decisions about treatments, and coordinate care; sharing of health information is
an essential tool for delivering quality health care and should be examined for a continuum of care
through the justice system; and
WHEREAS the County Commissioners from Macomb, Oakland, and Wayne can work together to
explore this issue through a joint task force; and
WHEREAS this task force, to be called the Tri-County Behavioral Health Task Force, will examine
methods to share behavioral health information through existing health information networks and
solicit additional ideas for addressing behavioral health within justice systems; and
WHEREAS this partnership is a substantive outcome of the 2023 Tri-County Summit, highlighting
how government, corporations and institutions within the region can work together to craft desired
goals which result in sound solutions for a successful future.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners joins its
colleagues from Macomb and Wayne counties in creating and supporting the Tri-County Behavioral
Health Task Force.
BE IT FURTHER RESOLVED that the Task Force shall consist of two representatives, as appointed
by the respective Board of Commissioners, from each county to provide direction and oversight. The
Task Force may also include non-voting members representing county departments and subject-
matter experts.
BE IT FURTHER RESOLVED that the Task Force shall submit their regional update at the 2024 Tri-
County Summit and to each of the respective Tri-County Board of Commissioners.

The Tri-County Summit event is a partnership between the Commissioners of Michigan’s three largest counties:
Macomb, Oakland and Wayne. The Tri-County Summit was first hosted in 1998 to create a forum to identify common
issues for cooperative action. In 2023, these leaders came together for the 15th summit to discuss current issues facing
the region, future solutions and opportunities for collaboration.
The 2023 topics included an update on the broadband study, which was an initiative that started at the 2021 summit, a
segment focused on behavioral mental health, including mental health in the courts and justice system, and an energy
panel that includes a discussion on electric vehicles. Thank you to all of panelists and speakers who have dedicated their
time to help plan for this event and will be speaking today.

Mental Health Study Group
Created as an initiative of the 2022 Tri-County Summit, this group was made up of two Commissioners from each of the
three counties. They met regularly throughout 2023 to discuss common concerns within the topic of community mental
health issues. Since mental health is such a broad topic, the group decided to focus on two specific areas for the 2023
summit: behavioral health in youth and behavioral health in the justice systems.
The group planned a two part session for the 2023 Tri-County Summit. The first part consisted of a presentation by both
Nicole Faulds, Juvenile Court Administrator and David Joseph, Program Director of Macomb County’s Juvenile Court. The
second part consisted of a panel led and facilitated by Judge Freddie G. Burton Jr. of Wayne County Probate Court. The
panel included Eric Doeh, president and CEO of Detroit Wayne Integrated Health Network; Dana Lasenby, executive
director/CEO of Oakland Community Health Network; and Captain Lori Misch, jail administrator at the Macomb County
Sheriff’s Office.
During this session, presenters and panelists explored efforts and programming being undertaken by each county to address
individuals with behavioral needs in the justice systems.

Nicole Faulds is the Juvenile Court Administrator for the 1thCircuit Court in Macomb County. With 22 years of courtleadership experience, Nicole is a dedicated juvenile justiceprofessional who is passionate about helping youth suceed.
Factors that contribute to mental disorders in children include traumatic life
experiences and social factors
Alcohol and drug use can worsen conditions and lead to legal and academic issues
Up to 75% of court-involved youth have a mental health disorder, compared to
20% of general population
Youths with mental health issues are more likely to be incarcerated, which
exacerbates their condition
30% of adolescents with depression also have an anxiety disorder

Juvenile Division Program Director
David Joseph is the 16th Circuit Court Juvenile Division ProgramDirector in Macomb County. David has over 30 years’ experienceworking with court involved youth and families. His advocacy andcommitment to providing court involved youth with tools andskills needed to take control of their lives has reduced the need forout of home placement and increased the number of successfulinterventions.
Determine the cause that brought the child to Juvenile Court and take that away,
delinquency then goes away
Communicate to the child that their future is self-determining

Captain Lori Misch, Jail Administrator
Macomb County Sheriff’s Office
Captain Lori Misch started in Macomb County Sheriff’s Office in 1995as a Corrections Officer. She attended the Macomb Police Academyand was then promoted to Deputy Sheriff in 1997. She was promotedto Sergeant 1 in 2004 and to Sergeant in 2006. She was assigned as asupervisor in Macomb Township, Detective Bureau, Youth Bureau andTraining Division then promoted to Lieutenant assigned as JailAdministrative Lieutenant 2017-2021. In 2021, she was promoted toCaptain, and is the current Jail Administrator.
Being safe and secure in a correctional environment is an obligation we have as a
county.
Macomb County’s new Central Intake Assessment Center will bring inmates in
from all arresting agencies and jurisdictions for assessment and care.

Network
As President/CEO, Eric Doeh leads the Detroit WayneIntegrated Health Network in its mission of providingexemplary integrated behavioral health services andsupports to over 75,000 people in Wayne County.
At the end of the day, this is about improving the health and quality of life for
people.
What we did 10 years ago, just doesn’t work today.
Wayne County is building a crisis center to treat behavioral health and substance
use similar to other medical emergencies, which will serve the entire tri-county
region.
When you talk about mental health, folks from both sides of the aisle are willing
to have that conversation because mental health knows no type, no economic
barrier, no color.

Energy/Technology Study Group

Energy/Technology was identified as a topic for the 2023 Tri-County Summit. Two Commissioners from each of
the three counties were appointed to serve on this group. The group met regularly throughout 2023 to compare
research, locate contributors, compile a guided discussion handout and design their presentation. This group
focused on raising awareness of elected officials and community members, giving a preview of changes ahead with
the potential need for regional cooperation, action and policy development to be the goal. Key interests included
energy grid resiliency, security and expansion considerations as it relates to future increases in adoption of EV
technology, information on EV batteries, their safety and lifetime as well as practical information for public whose
exposure to EV’s has been limited.
In addition to the live discussion, a guided discussion handout was provided to inform, provide additional details
and serve as additional reference as the region moves toward electrification. It included viewpoints from thought
leaders in the electric vehicle space.

Tony Tomczak is responsible for developing and executingmarketing and sales growth value add programs includingMajor Accounts, Community Lighting and Joint Use Businesses.Economic Development and business attraction is a vital andimportant responsibility of Tomczak’s role along withpromoting and supporting customers in the transition toElectric Vehicles and Electrification.
Led by Oakland County Commissioner Brendan Johnson, the panel discussed
different types of batteries, chargers and charging options, requirements and
statistics. Panelists also talked about what we can expect to see in the future as the
use of electric vehicles increases and what capabilities exist.

At the conclusion of the event, Chairs Brown, Woodward and Bell announced the formation of the Tri-County
Behavioral Health Task Force, which will examine methods to share behavioral health information through
existing health information networks and solicit additional ideas for addressing behavioral health within justice
systems. Additionally, the counties committed to supporting holistic efforts that create a region that enables
electric vehicles.
