POLICY ANALYSIS
Alignment with Policy Terms: The request aligns with the defined terms of "Special Project,"
particularly under "Sponsorship of an Event." The festival aims to provide community benefits
through various activities and attractions.
Submission Process: The request appears to follow the submission process outlined in the policy
by being submitted by the sponsoring organization with details about the project, budget breakdown,
timeline, and impact evaluation.
Funding Partners: There's no mention in the summary of the request of any additional funding
partners or matching funds, which the policy encourages to enhance sustainability and collective
impact. This could affect the evaluation of the request.
Legal and Regulatory Compliance: The request must comply with constitutional limits on County
expenditures, ensuring the funds benefit Oakland County residents for a public purpose and are
under the County's control. The festival's community focus seems to align with this requirement.
Reporting of Outcomes: The festival organizers would need to provide a qualitative and
quantitative evaluation report to the Board of Commissioners detailing the community impact of the
event, including the number of residents served and the success of achieving stated objectives. This
report would need to be submitted within the same calendar year as the event.
Overall, while the request for the Seymour Celebration festival seems to align with the
policy's objectives and guidelines in many aspects, there are some areas where further
information or clarification may be needed to ensure full compliance, particularly regarding
funding partners and the equitable distribution of funds across districts. Additionally, details
such as specific dates and total project cost would need to be included for a comprehensive
evaluation.
BUDGET AMENDMENT REQUIRED: No
