Democratic Caucus Minutes
February 29, 2024 at 5:00 PM
1. Call Meeting to Order
The Chair called the meeting of the Democratic Caucus to order at 5:09 p.m. in
Committee Room A, 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: David Woodward, Penny Luebs, Kristen Nelson, Gwen Markham,
Angela Powell, Marcia Gershenson, William Miller III, Charles Cavell, Brendan Johnson,
Ajay Raman, Ann Erickson Gault, Linnie Taylor (12)
MEMBERS ABSENT WITH NOTICE: Yolanda Smith Charles (1)
3. Public Comment
No one addressed the Caucus during Public Comment #1.
4. Approval of Minutes
a. Board of Commissioners - dated February 7, 2024
William Miller moved approval of the Minutes dated February 7, 2024, as
presented. Seconded by Linnie Taylor.
Motion Passed.
A sufficient majority voted in favor, the Minutes dated February 7, 2024, were
approved as presented.
5. Discussion Items
Walt Herzig, Deputy Oakland County Executive, addressed the Caucus to introduce Brian
Lefler, the nominee for Oakland County Chief Financial Officer.
Brian Lefler addressed the Caucus.

Brendan Johnson addressed the Caucus regarding Finance Committee item entitled:
Board of Commissioners - Sponsorship of the Farmington Bicentennial Timeline Public Art
Installation.

Kristen Nelson addressed the Caucus regarding Economic Development and
Infrastructure Committee item entitled: Facilities Planning and Engineering - Owner
Representative Services for Renovations to 31 E. Judson and 51111 Woodward in
Pontiac.

David Woodward stated that he will be offering an amendment to the resolution.
Charlie Cavell addressed the Caucus regarding Public Health and Safety Committee item
entitled: Sheriff's Office - Three Year Extension with Nye Uniform for Uniform Services.

Marcia Gershenson addressed the Caucus to suggest an updated training on contracts
and budgets for the Commissioners.
Discussion followed.
Marcia Gershenson addressed the Caucus regarding the BOC Special Projects Budget
and a volunteer corp for water testing of lakes. She stated that the Health Department
may take over this testing. She also discussed the rescue of a 100 year old barn in
Bloomfield Township.
William Miller addressed the Caucus to report on the National Association of Counties
conference and stated that construction has begun on the Pontiac Skate Park project.
Gwen Markham addressed the Caucus regarding the regional review from SEMCOG. She
stated that SEMCOG does have federal funding available for qualifying projects.

David Woodward addressed the Caucus about the need for a policy to establish rates for
interlocal/intergovernmental agreements.
Chair Angela Powell addressed the Caucus to inform the Commissioners that there will be
an extra Caucus meeting scheduled for March 12, 2024, at 4:00 p.m.
David Woodward addressed the Caucus to inform the Commissioners that the State of
the County address will take place on April 4, 2024, from Farmington Hills.
Kristen Nelson addressed the Caucus regarding the Affordable Connectivity Program for
Oakland County.
Ajay Raman addressed the Caucus regarding the extra Caucus meeting scheduled for
March 12, 2024.

Chair Angela Powell requested a more appropriate amount of warning time for extra
meetings.

The meeting adjourned at 7:12 p.m.
