ITEM CATEGORY SPONSORED BY Budget Amendment Gwen Markham INTRODUCTION AND BACKGROUND This item contemplates an amendment to MR #2022-253 to use American Rescue Plan Act (ARPA) – Local Fiscal Recovery Funds to provide direct utility assistance and cover the costs of administrative fees incurred by the UWSEM. On June 23, 2022, the Oakland County Board of Commissioners adopted MR #2022-253 to allocate $240,000 in ARPA – Local Fiscal Recovery Funds to the Oakland County Water Resources Commissioner (WRC) to complete certain water affordability grant work and help implement a water affordability plan, including the development of a new program known as the WRC Hardship Assistance Program. To date, the WRC has spent $141,125 of the $240,000 in ARPA funds and has a balance remaining of $98,875. Because MR #2022-253 does not specifically authorize disbursements for direct utility assistance services or administrative costs and fees, an amendment is necessary to allow the fund balance to pay United Way for Southeastern Michigan, as program administrator of WRC Hardship Assistance Program, for contracted direct utility assistance services and administrative fees and costs. As provided in quarterly reports, my office has spent $141,125 of the allocated funds and there is a current balance of $98,875. I intend to utilize $98,875 of the remaining ARPA funds to pay for contracted services with United Way Southeastern Michigan as the program administrator for the WRC Hardship Assistance Program. Specifically, for direct utility assistance, as well as administrative fees and costs. Miscellaneous Resolution 22-253 requires an amendment for that purpose. Requested Action: Amend Miscellaneous Resolution 22-253 to use the remaining balance of $98,875 to pay United Way for Southeastern Michigan, as program administrator for the WRC Hardship Assistance Program, for contracted direct utility assistance services and administrative fees and costs.
