POLICY ANALYSIS Summary of Proposed Project: The proposal aims to enhance the parade experience by renting floats from the Detroit Parade Company and incorporating various performers and entertainment elements, such as fire performers, acrobats, stilt walkers, and character artists. Additionally, the project includes purchasing candy for clowns to distribute along the parade route. Estimated Cost: The estimated cost of the project is $6,000, with $5,000 allocated for renting floats from the Detroit Parade Company. The budget appears to be relatively modest considering the scope of activities proposed, which may indicate potential limitations in terms of the scale or quality of rented floats and entertainment. Funding Partners: Possible funding partners or matching funds are mentioned as public donations. While public donations can contribute to funding the project, the reliance solely on donations may introduce uncertainties regarding the availability of sufficient funds to cover the estimated costs. Purpose of the Project: The primary purpose of the project is to enhance community engagement by increasing the variety and excitement of parade activities. By incorporating additional entertainment elements, the project aims to attract and entertain attendees, fostering positive memories and traditions associated with the annual parade. Beneficiaries: The beneficiaries of the project include the local and surrounding communities who attend the parade. The enhanced parade experience is expected to create positive memories and traditions for families, contributing to community bonding and engagement. Budget Cycle: The project falls within a single budget cycle, scheduled for July 4, 2024. The timing aligns with the planned parade event, ensuring that the proposed activities are implemented within the designated timeframe. Support from County Departments or Outside Agencies: The project does not indicate a need for support from any Oakland County Departments or outside agencies. However, it mentions the solicitation of donations, which may involve coordination with external stakeholders or community organizations to secure funding support. Scope of Authority: The project falls within the scope of the Board of Commissioners' authority, as it involves enhancing community events and engagement within the county. The proposed activities align with the objectives of promoting community participation and fostering positive experiences for residents. In conclusion, while the proposed special project request aims to enhance the parade experience and promote community engagement, there are considerations regarding the funding sources and budget allocation. Securing sufficient funding through public donations may present challenges, and there is a need to ensure that the proposed activities align with the available budget. Additionally, coordination with external stakeholders or community organizations may be necessary to support fundraising efforts. It is worth noting that a similar project was funded last year at the amount of $10,000 from non-departmental transfers General Fund Special Projects to the Board of Commissioners General Fund Special Projects line-item budget for the purpose of sponsoring the 2023 Clawson Fourth of July Festival. I am writing to thank the individuals responsible for providing the funding for the Clawson Fourth of July parade. With those funds we were able to make some wonderful additions to the parade which helped to make it one of the best the city has ever had. Additions included: - The Michigan Entertainment and Talent Group This organization provided some awesome additions to the parade. including, fire performers, acrobats, stilt walkers, a cyr wheel, flow artists, bubble performers, jugglers, and character artists. - The Detroit Parade Company The Detroit Parade Company provided us with two very large floats that were driven along the parade route. One float had Zumba dancers, and the other had a banjo player and dancing artists. - Additional character artists - Mickey and Minnie Mouse - Three additional clowns, - A additional fire performer We were also able to purchase enough candy that was passed out to everyone along the parade route. Typically we run out of candy before the end of the parade route, but this year we had plenty for everyone. We sincerely appreciate your financial contribution that helped to make the parade an overwhelming success. Thank you, Jay Karwoski jkarwoski@yahoo.com. 616-215-3862
