Motion to authorize the implementation of the Salary Administration Plan 2nd Quarterly Report for
FY 2024, effective June 1, 2024; further, to adopt classification changes according to the attached
Schedule B; change the salary grade of classifications according to the attached Schedule C, and
reclassify positions according to the attached Schedule D; further, that the FY 2024-2026 Budget be
amended as detailed in the attached Schedule A.

INTRODUCTION AND BACKGROUND
Merit Rule 2 provides a process for departments and employees to request a review of the salary
grade placement of classifications. The 2nd Quarterly Report for FY 2024 identifies the job studies
conducted and the salary grade changes recommended by the Human Resources Department from
January 2024 through March 2024. This Quarterly Report seeks approval for the following:
• Change the salary grade of five classifications, impacting eleven positions in Health,
Veterans Services, Water Resources Commission, and Prosecutor’s Office.
• Change the title of three classifications, with no change in salary grade, impacting four
positions in Facilities Maintenance & Operations and Sheriff’s Office.
• Change the title of two classifications, with a change in salary grade, impacting two positions
in Medical Examiner’s Office and Purchasing.
• Create a new, flat-rated salary plan of MAG/001 set at $80.10 per hour, impacting seventeen
Magistrate positions in the District Court, resulting in an increase in hourly pay for the
remainder of FY24 and will be addressed in the salaries package for FY25 and beyond.
POLICY ANALYSIS
Under the 2nd Quarterly Salary Administration Plan there are:
• Retitling 3 classifications with no change in salary grade:
o Facilities Management & Operations, change title from Chief of Landscape Services
to Chief of Grounds Operations
o Facilities Management, change title from Utility Manager to Energy Manager
o Sheriff's Office, change title from Sheriff Communications Quality Assurance
Supervisor to Sheriff Quality Assurance Supervisor
• Retitling 2 classifications with salary grade change:
o Public Services/Medical Examiner, change title from Medical Examiner
Administrator to Manager Medical Examiner
o Management & Budget/Purchasing, change title from Administrator Purchasing to
Chief Procurement Officer
• Salary Grade Change of 5 classifications:
o Health & Human Services/Health Division, Health Officer
o Economic Development/Veterans Services, Client Transporter
o Water Resources Commissioner's Office, WRC Quality and Safety Coordinator
o Prosecuting Attorney/Administration, Victim Advocate Leader
o Prosecuting Attorney/Administration, Victim Advocate
• Create New Salary Plan of 1 classification:
o District Court, Magistrate
The effective date of the salary reclassification is June 1, 2024. The Classification and Rate Change
balance will be depleted with this request, but will be offset by funding from the Non-Departmental
accounts. The General Fund/General Purpose impact is $162,125 for FY 2024-2026. For the
Special Revenue and Proprietary Funds, the offsets are within their own budgets.

GENERAL SUMMARY
Manages the daily administration and coordination of the Medical Examiner Office’s activities for the
Medical Examiner Investigators, technical and clerical employees. Coordinates the activities involved in
relation to the investigation of the circumstances of deaths. Determines the budget and personnel
requirements for the division according to projected workloads and statistical analysis. Assesses the need
for equipment and supplies and approves purchases based on established budget. Manages the Medical
Examiner Data Systems and ensures that the data is properly maintained. Utilizes current Countywide
and/or department specific software to complete assignments.
SUPERVISION EXERCISED
Working through one or more subordinate supervisors, plans, directs, makes staffing decisions and exercises
control over Medical Examiner Office. In absence of, or at the direction of the Chief Forensic Pathologist
and/or Public Service Director, assumes administrative and managerial responsibilities for the Medical
Examiner Office.
ESSENTIAL JOB FUNCTIONS
Coordinates the activities of Medical Examiner employees involved in conducting investigations to
determine circumstances of death, as required by law.
Plans and prepares the annual budget for the Medical Examiner Office to secure appropriate funding by the
Board of Commissioners.
Ensures that X-ray records are accurately recorded, and backed up, into the in-house computer program and
associated data storage locations.
Evaluates the need for equipment and supplies in the Medical Examiner Division and approves purchase
requisitions to meet those needs within established budget limitations.
Responsible for ensuring proper management and maintenance of the Medical Examiner Data Systems and
is the systems administrator for in-house computer programs.
Approves body removal services, taking into consideration cost and past performance, to assist in bringing
bodies to the morgue from the site of death.
CLASS TITLE: MANAGER MEDICAL EXAMINER

Plans and administers in-service training programs for Medical Examiner personnel to ensure that
techniques and procedures are up to date.
In conjunction with the Medical Examiner, reviews circumstances surrounding reported deaths to determine
if additional investigation is warranted and to resolve discrepancies.
Testifies in court as a representative of the Medical Examiner Office to provide evidence regarding
procedures used, records and investigation results.
In conjunction with the Medical Examiner Office, communicates with police and hospital employees
concerning medical procedures used to more efficiently handle cases requiring attention of the Medical
Examiner Office.
Responds to requests from law enforcement agencies, funeral homes, physicians, and other County divisions
regarding legal procedures, status of investigations and individual cases to ensure that assistance and
accurate information is provided.
Coordinates with Corporation Counsel regarding Freedom of Information Act (FOIA) requests. Ensures that
County, State and Federal laws and privacy acts are followed when releasing the requested documentation.
Acts as the Department Liaison for Mass Disaster trainings and events conducted with Homeland Security
and Health and Human Services. Participates during mass disasters when the County’s Emergency Command
center is operational.
ADDITIONAL DUTIES & RESPONSIBILITIES
Inspects the morgue, laboratory and offices of the Medical Examiner for appearance, orderliness, cleanliness
and safety.
Provides tours of facility and makes public presentation on Medical Examiner Office operations, coordinates
citizens’ police academies and other community-oriented presentations.
Writes drafts of division policies and procedures for approval by management.
Implements policies and procedures approved by the Chief Forensic Pathologist.
Conducts internal investigations as required.

A. REQUIRED MINIMUM QUALIFICATIONS
1. Possess a Bachelor's degree from an accredited college or university with a major in
Physical Science, Natural Science, Behavioral Science, Criminal Justice, Business
Administration, Public Administration or closely related field.
2. Have had at least five (5) years of full-time law enforcement experience with two (2) years
of which were in an administrator or supervisory role.
3. Possess a valid motor vehicle operator’s or chauffeur’s license.
B. ADDITIONAL DESIRABLE QUALIFICATIONS
1. Considerable ability and skill in interpreting departmental procedures to Medical Examiner
employees, local law enforcement officials, and other interested groups and individuals.
2. Considerable ability and skill in compiling pertinent case information and in writing
investigation reports.
3. Reasonable knowledge of the principles, practices, purposes, materials and equipment used
in taking and classifying fingerprints and in taking and processing photographs.

GENERAL SUMMARY
Responsible for supervising the centralized purchasing program used by County department and
Countywide elected officials in accordance with Oakland County’s Purchasing Policies and Procedures
Manual, Board of Commissioner’s resolutions, and state and federal laws. Proactively seeks
opportunities to provide goods and services at the best value while stimulating vendor participation in
the County’s procurement process. Provides purchasing expertise to County departments and elected
officials, as well as to cities, villages and townships when requested. Prepares and supervises the
preparation of contracts for professional services and commodities. Ensures the contract scope will
provide the procurement of the desired goods and services, and that any deviations from the County’s
standard contract terms are properly authorized. Resolves problems with vendor commodities or services
and assists the Compliance Officer in matters that involve purchasing policy deviations or challenges from
vendors or County departments. Assists the Compliance Officer in developing the division's operating
budget. Provides recommendations regarding departmental personnel, budget, measurable goals and
objectives, and data processing issues as well as for the implementation of administrative policies and
procedures. Creates and updates workflow processes to gain divisional efficiencies and recommends
improvements to the County’s Purchasing Policies and Procedures Manual. Utilizes current Countywide
and/or department specific software to complete assignments.
SUPERVISION EXERCISED
Functions as a supervisor over a group of professional, and clerical employees; and through a subordinate
supervisor over a group of technical employees. Instructs, assigns, schedules, checks and appraises
performance and recommends employees for pay increases and/or promotions.
ESSENTIAL JOB FUNCTIONS
Supervises the centralized Purchasing program including all bidding, contracting and monitoring activities
involved in the County’s centralized purchasing operation in accordance with the County’s Purchasing
Policies and Procedures Manual, Board of Commissioner’s resolutions, and state and federal laws.
Develops, recommends and implements procedures for the efficient processing of purchase requisitions,
purchase orders, invoices, supplier contracts and related purchasing records in order to ensure the smooth
and efficient flow and recording of purchasing activities.

Acts as program administrator of the County’s Procurement Card program, overseeing the use and
effectiveness of this program throughout the County. Reviews activity and usage of the card with County
departmental managers and Buyers.
Reviews any reports or activities related to purchasing that are generated for the public or Board
of Commissioners.
Proactively seeks cooperative and vendor arrangements, supervising the Cooperative Purchasing
Program, including the marketing and publication of contracts to other government municipalities for use.
Identifies commodities or services for which there is a consistent need by County departments and CVTs
on an ongoing basis and prepares related contracts.
Acts as contract administrator for county-wide contracts.
Creates opportunities for the division to participate in vendor outreach programs.
Oversees consultations with County departments to ascertain and define needs.
Researches procurement trends, and trains Purchasing staff and departmental contacts on best
practices, procurement software, and County policies and procedures.
Oversees development of all contracts and/or lease agreements by procurement staff to ensure that the
language and provisions contained therein are appropriate.
Verifies with Fiscal Services prior to a contract’s signing that sufficient budgetary appropriation exists to
support contracts and purchase order (PO) purchases.
Verifies continued contract compliance by vendors and contracting departments.
Assists in the resolution of problems with vendors’ commodities and/or services. Mediates and proposes
workable solutions for conflicts between vendors and County departments.
Responds to all vendor challenges resulting from Buyer activities. Coordinates any involvement with
Corporation Counsel.
Ensures all information is forwarded to appropriate County departments and that the County’s
Purchasing Policies and Procedures Manual is followed. Ensures adherence to these procedures by both
vendors and County users.
Oversees and recommends on all FOIA requests.
Assists the Compliance Officer in developing the division's budget including recommending personnel,
equipment, software, and supplies to facilitate efficient operation of the division.
Oversees the internal buyer training program and its continuous development. Encourages staff
development and participation in professional training and certification programs that will enhance
individual skills in the procurement profession.

Coordinates with Fiscal Services in recommending and implementing changes that create better process
efficiencies.
Creates and maintains efficient work flow between Buyers and clerical staff, including the review of work
distribution and responsibilities.

integrity of the County's purchasing procedures.
Utilizes current Countywide and/or department specific software to complete assignments.
