ITEM CATEGORY SPONSORED BY Staffing Modification Penny Luebs INTRODUCTION AND BACKGROUND The Emergency Management & Homeland Security Department is responsible for the safety of buildings, employees, and emergency operations. This responsibility includes the oversight and maintenance of the Safety Equipment in county buildings such as Automated External Defibrillators (AEDs) First Aid cabinets (FA), Stop the Bleed (STB) kits, and Stryker Chairs. This equipment was previously maintained by an outside contractor. The previous contract did not require the contractor to follow industry or American Heart Association Standard guidelines for checking and maintaining this equipment. A new RFP was published and the annual cost for a contractor to maintain the equipment will be a minimum of $320,000. In order to accomplish this, the Building Safety is requesting to create two new full-time positions. Funding for these positions will be covered by Risk Management Professional Services CCN. Create one (1) GF/GP funded Full-time (FTE) Mobile Building Safety Attendant within Emergency Management & Homeland Security / Building Safety Division (#1110102). 2. Create one (1) FTE GF/GP Building Safety Shift Leader within Emergency Management & Homeland Security / Building Safety Division (#1110102). PROPOSED FUNDING: Funding for these positions will be covered by Risk Management Professional Services OVERVIEW: Emergency Management & Homeland Security, formerly Homeland Security, is responsible for the safety of buildings, employees, and emergency operations. This includes the Safety Equipment Program, which has been managed by a private vendor, Select Medical. The cost of this contract with Select Medical was estimated to be between $320,000 & $350,000. Select Medical would inspect and restock safety equipment three times a year, which is not considered to be standard. The contract with Select Medical has expired and no new vendor has been selected via the RFP process to maintain the safety equipment in all the Oakland County buildings. In order to handle the increased workload, it is requested to create one (1) GF/GP funded Full-time (FTE) Mobile Building Safety Attendant and create one (1) FTE GF/GP Building Safety Shift Leader within Emergency Management & Homeland Security / Building Safety Division (#1110102).
