and homelessness concerns in Oakland County; further, amend the FY 2024 – 2026 budgets as
detailed in the attached Schedule A.

INTRODUCTION AND BACKGROUND
Oakland County Health and Human Services (HHS) is requesting a FY 2024 appropriation in the
amount of $910,000 to address public health, literacy, and homelessness concerns in Oakland
County.
Public Health Concern:
If/When Michigan House Bill 5368 of 2023 becomes a public act, it would adopt the CDC’s 3.5
microgram per deciliter standard as the blood lead reference value as a guide to help determine
whether medical or environmental follow-up actions should be initiated for an individual child. At the
new standard, it is anticipated that the number of in-home lead paint inspections and risk
assessment surveys in Oakland County will be approximately 400 investigations per year and
require the need for an additional portable x-ray machine, at a cost of $35,000, for detecting the
presence and location of lead paint and the results after abatement. The Oakland County Health
Division (OCHD) performs capillary blood draws on children under 6 years of age to detect blood
lead levels and, due to limited laboratory equipment capabilities, clients with elevated blood lead
levels receive a prescription for a venous blood draw confirmation test at an outside laboratory. To
reduce the number of children that do not have their blood levels confirmed within the required 30
days, the Oakland County Health Division (OCHD) laboratory can conduct the required follow-up
venous blood draw lead confirmation test through procurement of a mass spectrometer for lead and
heavy metal analysis for the amount of $300,000.
Literacy Concern:
Research has shown that 85% of all juveniles who interface with the juvenile court system are
functionally illiterate, and in 2023 the Michigan Department of Education reported that 90% of the
youth at Children’s Village were in the literacy gap. HHS, in conjunction with Children’s Village,
seeks to address the literacy gap and improve outcomes for youth at Children’s Village. This
initiative requires the need for a vendor with an effective literacy program, to be procured through
the Purchasing Request for Proposal (RFP) process with a not-to-exceed amount of $100,000.
Homelessness Concern:
In 2022, 1,147 individuals in Oakland County reported experiencing homelessness, which is defined
as lacking a fixed, regular, or adequate nighttime residence, such as living on the street, in
emergency shelters, and places not meant for human habitation. It is requested to appropriate an
additional $300,000 to the Shelter Capacity Fund to be used to further increase the number of
available emergency shelter beds for both individuals and families experiencing homelessness in
the community and to de-congregate currently available units to improve safety and privacy.
OCHD's Harm Reduction and Homeless Healthcare units, in conjunction with local agency partners,
will implement a homeless outreach strategy to provide convertible sleeping bags, resource
information, and Narcan and/Fentanyl 1 strips to individuals in Oakland County who are considered
homeless. An appropriation of $150,000 is requested to procure 1,000 convertible sleeping bags for
distribution.
Health Fair Event:
HHS proposes a health fair event to increase social connectedness and resource awareness for
Oakland County residents as a strategy recommended by the U.S. Surgeon General in a 2023
General Advisory to address this public health crisis. The health fair event provides an opportunity
to increase community access to and understanding of HHS programs, services, and resources,
which may include, but are not limited to, vaccinations, Narcan distribution, back to school-related
supplies, vision and hearing screenings and resources, lockboxes, resource navigation, and
assistance with enrolling in HHS programs such as Women, Infant, and Children (WIC), Nurse
Family Partnership, and housing assistance. An appropriation of $25,000 is requested to cover the
cost of the event.
