INTRODUCTION AND BACKGROUND
Due to recent changes in state legislation affecting Public Act 451 of 1994 (Natural Resources and
Environmental Protection Act), the new Materials Management Planning Committee is replacing the
Solid Waste Planning Committee.
Membership
The makeup of the Materials Management Planning Committee (MMPC) will consist of 11
members. The initial term of each appointment will be for 5 years.

About
The Materials Management Planning Committee will oversee implementation of the Materials
Management Plan (MMP). MMPs are required by amendments to Part 115, Solid Waste
Management, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as
amended (Part 115), specifically Subpart 11, Materials Management Plans. These changes focus
on sustainable materials management approaches, such as recycling and composting, instead of
primarily disposal. MMPs, once approved, will replace existing solid waste management
plans. Each county is required by law to have an MMP that assures adequate materials
management capacity for all non-hazardous solid waste generated in the county. The plan will also
assure that managed material is collected, processed, or disposed of at facilities that are consistent
with the county plan and comply with state laws and rules. This can include organics, recyclables,
solid waste, and other materials. MMPs will also identify and regulate local criteria for siting of all
materials management facilities, such as landfills, solid waste processing and transfer facilities,
materials recovery facilities, composting facilities, and anaerobic digesters.
Plan Development
After the new Committee is in place, an RFP will be prepared and published for a consultant to
assist with development of the Materials Management Plan (MMP). It is anticipated that EGLE will
provide funding for this contract to county for MMP planning and implementation. The Planning
Division will develop the RFP with guidance from the new Materials Management Planning
Committee and collaborate with the Oakland County Purchasing Department and the Board of
Commissioners to approve the contract(s) and appropriate the funds.
POLICY ANALYSIS
Interviews were conducted on April 2nd, April 16th and May 14th. The remaining applicants will be
interviewed today, and then the LAGO Committee makes its recommendations today for
appointments to the Full Board of one member for each of the 11 categories.

commercial and residential customers in removing and reducing junk, trash and
recycling, utilizing sustainable material management best practices. Our goal is to
simply reduce waste that is transported to landfills by educating the public. I have
attended several LARA classes as well as participated in seminars and classes
presented by the Michigan Recycling Coalition for over 5 years.

going to land-fills. Those being Lystek System at our WWTP. With Lystek we have
reduced multiple tons of waste going to land-fills by turning the WWTP waste into
class A fertilizer. We also started a program this years to recycle boat covers for
our residents.

Hello! Thank you for considering my application to join Oakland County’s new
Materials Management Planning Committee. I am a Rochester resident and
incredibly passionate about environmental stewardship and responsible waste
management. I work for the global nonprofit Compassion in World Farming where I
am the Head of Food Business. In my role, I support global and national corporations
(Sodexo, Compass Group, Target, HelloFresh, etc.) develop meaningful and
transparent sustainability policies. One area we work on directly is diverting food
waste from landfills and instead turning it into on-farm biomass - compost! This is
not only a sustainability initiative but also benefits companies financially as well.
Because of my global work, I can provide this Committee with trends and practices
from around the world to help support Oakland County’s waste management goals.
I also currently sit on the City Beautiful Commission with the City of Rochester and
am involved with the Rochester Pollinators. Through this local appointment, I am
directly connected and communicate regularly with residents of Oakland County and
have heard many questions and concerns about our waste management for
residents. While I was a graduate student at Yale University, I worked directly within
Yale’s Sustainability Department to increase composting and recycling and decrease
waste ending in landfills. I was awarded the Certificate of Outstanding Recognition
from the university on my leadership toward institutional sustainability. Personally,
I am converting my home’s landscape to be fully native plants that can help support
our local ecosystems and practice a near-Zero Waste lifestyle with my family.
With this experience, coupled with my ability to foster and facilitate meaningful
conversations and change, I can be an advocate for both Oakland County residents
and our local ecosystems, aiming to transform Oakland County to become a leader in
sustainable practices in the State of Michigan. It is possible! What is necessary is
having multiple stakeholders at the table to ensure we can collaboratively and
effectively meet Oakland County’s goals.
So often the word “sustainability” feels vague or too big to capture and we can feel
that local impact does not make a difference. I hope to change that for Oakland
County and make responsible waste management a staple for our residents. Our
actions in Oakland County have a national and global impact, and we can become the
leaders in the nation. My relevant work experience and unique perspective would be
an asset to this Committee. I love Oakland County and I hope you will consider me to
join this important and necessary initiative.

I have been involved in policy work on the Part 115 rewrite for the last 7 years in
Lansing and believe that I have the experience and knowledge to be a valuable
member of this committee. I am currently the President of the Compost Council of
Michigan, on the board of directors of the Michigan Recycling Coalition and serve as
Treasurer of the Michigan Organics Council. As a result of my work in these
organizations, I was appointed to the Governor's Solid Waste & Sustainability
Advisors Panel (SWSAP) and have been the compost industries voice representing
composting throughout the drafting of Part 115 and currently on the General
Permitting process.
I am the owner/operator of Spurt Industries, a commercial compost operation in
Wixom, MI. We are the largest private composting operation in Oakland county. I am
an equity partner in My Green Michigan, a leading food scraps hauling business
which covers all of Southern Lower Michigan.
