INTRODUCTION AND BACKGROUND
In accordance with Purchasing Division policies and procedures, Facilities Planning and
Engineering (FP&E) and the Purchasing Division solicited a proposal for fencing and gates at the
Jail Complex (10 East), for annual competitively bid and selected contractors. George W. Auch Co.
of Pontiac, Michigan provided the best value bid.
The total project cost is $3,415,520, including $2,442,167 for fencing, gates, electrical, and
concrete, $147,100 for landscaping, $257,000 for access controls and intercoms, as well as
$569,253 for contingencies. Funding in the amount of $3,415,520 is available for transfer from the
FY2024 Capital Improvement Program/Building Improvement Fund (#40100) to the Project Work
Order Fund (#40400) for the Main Jail Complex Fencing and Gate Project (PRJ-7653).
POLICY ANALYSIS
This project includes labor, material and equipment to provide fencing to secure the Main Jail
Complex including vehicular and pedestrian secure entry gates and all earthwork, concrete work,
electrical and access control to accommodate new fencing and gates. Estimated start date is
September 2024. Estimated completion date is May 2025.
This was a request from the Sheriff’s Office when the previous security enhancement projects were
being implemented to address security concerns. There have been vehicle break-ins in the past at
both the Jail and East Annex as well as loitering around the employee areas and employee parking
lots. Sometimes these people confront the deputies on shift changes, and it creates unsafe
environments for the public and employees. The new layout also will alleviate traffic congestion at
shift change. The project will ensure that those who are not visiting the jail or east annex for a
business purpose are not able to access the facilities.
