INTRODUCTION AND BACKGROUND
Oakland County Parks is requesting approval of an amendment to the preliminary project scopes
and budgets detailed in Schedule B of MR# 22338. This resolution approved the appropriation of
$15 million of ARPA funding to implement the Healthy Communities Park and Outdoor Recreation
Investment Plan. The updated project scopes and budget plans incorporate changes made as a
result of public feedback, community input, the design process, and construction estimates.

Re: Amendment to Schedule B of Healthy Communities Plan (MR# 22338)
The Board approved the Healthy Communities Park and Outdoor Recreation Investment Plan with the
adoption of MR# 22338 on October 2022. The resolution provides for an appropriation of $15 million
from Oakland County’s ARPA Local Fiscal Recovery Funds with a $5.2 million match commitment funded
by Oakland County Parks to support park improvement and revitalization projects. The preliminary project
scopes and budgets for each park location were detailed in Schedule B of the resolution. In the intervening
period, Oakland County Parks has negotiated and entered into local partnership or grant agreements,
conducted multiple public engagement sessions, and engaged outside agencies for professional design
and construction management services. As a result of this work, we have updated the preliminary project
scopes and budget plans incorporating public feedback and updated construction cost estimates. In
accordance with federal ARPA compliance deadlines, unexpended funds must be fully committed and
obligated by the end of this year. We intend to have all of these contracts in place in September to avoid
the risk of returning ARPA funds to Washington. The resolution provides additional discretion to Oakland
County Parks to administratively approve changes in project scopes and budgets as they are finalized.
Your approval is requested for the amended project scopes and budgets detailed in the attached Schedule
B document. Highlighted changes from the adopted plan in MR# 22338:
• Oakland County Parks’ ARPA match has increased by $2,145,000 (this amount includes additional
grant funds received)
• $1,000,000 was shifted to the Oak Park Woods budget from the Red Oaks Park budget to ensure
completion of projects
• Development of the new Bicentennial Oaks County Park added as an authorized expenditure of
the Waterford Oaks budget
