This resolution approved the appropriation of $15 million of ARPA funding to implement the Healthy Communities Park and Outdoor Recreation Investment Plan. The updated project scopes and budget plans incorporate changes made as a result of public feedback, community input, the design process, and construction estimates. The resolution provides for an appropriation of $15 million from Oakland County’s ARPA Local Fiscal Recovery Funds with a $5.2 million match commitment funded by Oakland County Parks to support park improvement and revitalization projects. The preliminary project scopes and budgets for each park location were detailed in Schedule B of the resolution. In the intervening period, Oakland County Parks has negotiated and entered into local partnership or grant agreements, conducted multiple public engagement sessions, and engaged outside agencies for professional design and construction management services. As a result of this work, we have updated the preliminary project scopes and budget plans incorporating public feedback and updated construction cost estimates. In accordance with federal ARPA compliance deadlines, unexpended funds must be fully committed and obligated by the end of this year. We intend to have all of these contracts in place in September to avoid the risk of returning ARPA funds to Washington. The resolution provides additional discretion to Oakland County Parks to administratively approve changes in project scopes and budgets as they are finalized. Your approval is requested for the amended project scopes and budgets detailed in the attached Schedule B document.
