ITEM CATEGORY SPONSORED BY Staffing Modification Gwen Markham INTRODUCTION AND BACKGROUND County Executive Administration and Management & Budget Administration are requesting to change the classification of Chief Procurement Officer from Merit to County Executive Appointed Non-Merit. The Chief Procurement Officer (CPO) plays a vital role in maintaining efficient, transparent, and ethical procurement practices within Oakland County. Given the strategic importance and complexity of this position, it is proposed to transition this role from a merit-based employee to an appointed position. This change will enhance accountability, responsiveness, and alignment with county goals. Appointment of a candidate for this role will come to the Board of Commissioners for confirmation. Lefer, CFO; Sean Carlson, Deputy County Executive Date: July 1, 2024 Subject: Request to Make the Chief Procurement Officer an Appointed Position With the retirement of Scott Guzzy, our Purchasing Administrator/Chief Procurement Officer (CPO), after many years of dedicated service, we have taken the opportunity to evaluate the future of this crucial role. We have developed a new, updated job description as part of the latest quarterly report, allowing us to better align the position with the County’s needs and ensure competitive compensation to attract top talent. The CPO plays a vital role in maintaining efficient, transparent, and ethical procurement practices within Oakland County. Given the strategic importance and complexity of this position, we propose transitioning it from a merit-based employee to an appointed position. This change will enhance accountability, responsiveness, and alignment with county goals, improving our ability to recruit high- caliber candidates. The appointed CPO will remain under the Chief Financial Officer, and the appointment will require confirmation by the Board of Commissioners. We recommend that the Board of Commissioners approve the proposal to make the Chief Procurement Officer an appointed position.
