ITEM CATEGORY SPONSORED BY Resolution Brendan Johnson INTRODUCTION AND BACKGROUND The resolution authorizes the placement of a question on the November 5, 2024 ballot that would replace the existing voter approved .35 millage levy authorized through 2029 with a new millage levy of .65 mills authorized through 2043. The purpose of this proposal is to provide voters with an opportunity to consider increasing funding to support the operations and activities of Oakland County Parks (OCP) and to enhance recreational opportunities in Oakland County. Under the "Great Parks for All" plan, increased revenues will be utilized to: • Fund an estimated $100 million comprehensive revitalization plan within the Oakland County Parks System and ongoing capital improvement needs; • Eliminate general park entry fees (not including pay-to-play services like golf, campgrounds, ORV, and waterparks); • Expand partnerships with local governments to develop and revitalize parks and enhance recreational opportunities; • Acquire and protect high-priority sensitive natural areas and native habitats; • Support the development and maintenance of regional trailways; • Establish recreational corridors centered on Oakland County's major rivers; • Create universal access for Oakland County students to participate in high-quality outdoor educational programs and experiences; • Enhance accessibility for individuals of all abilities and backgrounds to participate in recreational activities. If approved, the millage would generate approximately $24 million annually (a total of $52 million combined with the existing .35 levy) before reductions due to local tax capture and delinquencies. The impact of the increase would be $40 a year for a homeowner with the average residential taxable value of real property in Oakland County ($134,002). Extending the duration of the millage to a 20-year period would allow Oakland County Parks to access low-interest bond financing for major capital improvement projects and provide for better long-term financial planning. Oakland County Parks engaged a respected independent polling firm, Glengariff Inc., to conduct a statistically accurate and representative survey of Oakland County voters in April. The results of this survey indicate there is strong voter support for the proposal in all regions of Oakland County and stronger support to provide voters with an opportunity to consider this proposal by placing it on the ballot. POLICY ANALYSIS The request is to authorize the language stated in the resolution to be placed on the November 4, 2024, ballot to approve a .65 mill for 20 years to support the County Parks, which is an increase of .30 mills. It is estimated that the millage would generate $52,191,139 in 2024. If the millage is approved, all County residents would receive free general park admission at all County parks. In addition, the funding would help with costs to operate, improve, expand, maintain, and acquire parks, recreational facilities, open spaces, lakes, rivers, water areas, and trailways, which would help achieve the County's sustainability objectives. The funding would also support educational and health programs for county residents. This request addresses Board of Commissioner DEI objectives by enhancing accessibility of recreation for individuals of all abilities and backgrounds. Funding will be utilized to update and enhance facilities, including trailways, waterparks, golf courses, campgrounds, playgrounds, dog parks, gathering spaces, athletic fields, farmers markets, and general park infrastructure; and WHEREAS additional millage revenues will be utilized to ensure people of all abilities, ages, and backgrounds have access to high-quality recreational experiences; and WHEREAS additional millage revenues will allow OCPRC to continue to pursue collaborative efforts and partnerships that result in improved recreational opportunities for residents and expanded services in all areas of the County; and WHEREAS additional millage revenues will be utilized to actively pursue the acquisition, conservation, and stewardship of wetlands, green spaces, wildlife habitats, and waterways that are at risk from development and destruction; and WHEREAS OCPRC will utilize additional millage revenues to invest in new and expanded recreational opportunities for residents, including regional trailways, river recreational corridors, outdoor education programming, new and expanded parks, and more; and WHEREAS extending the duration of OCPRC’s millage to 20 years will facilitate improved long-term fiscal management and provide access to low-interest financing to sustain continual improvements to the park system; and WHEREAS the Oakland County Parks and Recreation Commission recommends that the Board of Commissioners provide the voters of Oakland County with an opportunity to consider a proposal to replace the current millage with an increased levy and extend its duration at the November 5, 2024, General Election. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the placement of the following question on the November 5, 2024, General Election ballot: OAKLAND COUNTY PARKS AND RECREATION MILLAGE The Oakland County Parks System includes 17 park locations with nearly 7,200 acres of public park and recreational lands, 80 miles of trails, campgrounds, dog parks, golf courses, aquatic recreation facilities, and nature education centers. To continue to provide revenue to the Oakland County Parks and Recreation Commission, shall the current millage, which has been reduced by required rollback, be replaced, and increased to .65 mills for 20 years from 2024 to 2043. The .65 mills is equal to 65 cents per $1,000.00 of taxable value. The millage, if approved and levied, shall generate approximately $52,191,139 in 2024. The purpose of the millage is to expand, improve, operate, maintain, and acquire parks, recreational facilities, open spaces, lakes, rivers, water areas, and trailways; to support nature education, recreational, and outdoor educational and health programming; to support partnerships for access to and awareness of recreational lands and facilities; to promote the conservation and restoration of high-quality natural and wildlife habitats; and to allow free general park admission to all county parks for residents. Revenue from this millage shall be disbursed only to the County of Oakland to be used solely for the purpose of funding the Oakland County Parks and Recreation Commission and shall be subject to oversight by the Oakland County Board of Commissioners and to an independent audit. April 2024 3 METHODOLOGY The Glengariff Group, Inc. conducted a survey of November 2024 likely general election voters in Oakland County, Michigan. The 500 sample, live operator telephone survey was conducted on April 20-22, 2024 and has a margin of error of +/-4.4% with a 95% level of confidence. 19% of respondents were contacted via landline telephone. 81% of respondents were contacted via cell phone telephone. April 2024 4 KEY FINDINGS Voters Say Oakland County on Right Track / Overwhelming Satisfaction with Parks * Respondents were asked if Oakland County was on the right track or wrong track. By a margin of 68.4%-13.9%, Oakland voters believe the county is on the right track. 17.6% of respondents did not have an opinion. The sharpest distinctions came by party affiliations where Democratic voters were far more optimistic than Republican voters. But even a majority of Republican voters believe Oakland County is on the right track. April 2024 5 Safe, Well-Maintained Parks High Priority for Oakland County Voters * Respondents were asked to rank on a one to ten scale how important it was to them personally for Oakland County to have safe, well-maintained parks. The higher the number, the greater the importance. Respondents rated safe, well-maintained parks at an 8.0 on a ten-point scale reflecting a strong level of importance. Voters in all demographic groups rated their importance between 7.2 and 8.5 reflecting consistency across all demographics. There was only one exception to this range; Leaning Republican voters rated their importance at only 6.5. Strong Republican voters, however, rated their importance within the range of other groups at 7.3. Of note is how Independent and Democratic voters look consistent in their ranking. The parks millage proposal starts with 66.1% YES to 23.7% NO. 10.2% of voters were undecided. * There were very limited differences in support levels by region of the county, age or gender. The largest statistical difference in support was based on whether respondents had been to a park in the past six months. Park users support the millage at 76% while only a plurality of non-park users support the millage at 47.4%. April 2024 7 * Democrats and Independents are strongly supportive of the millage proposal. But even a small majority of base Republican voters support the millage. The chart below compares initial support for the millage by party affiliation alongside each party affiliation’s use of Oakland County parks in the past six month. There is a statistical link between affiliation and use of the parks in determining support for the millage proposal. Independent voters that have not visited the parks support the millage 50.0%-23.3%, with 26.7% undecided. Democratic voters that have visited the parks support the millage 85.6%-9.6%. Scaled Down Millage Proposal Has No Difference in Support * Respondents were asked if they would support a scaled down millage proposal that would levy an additional .20 mills until 2034 while continuing the current millage which expires in 2030. 66.1% would vote yes on this millage while 26.5% would vote no. 7.3% of voters were undecided. April 2024 8 Voters More Likely to Support Park Millage Candidates By Better Than 2-1 Margin * Respondents were asked if they would be more or less likely to vote for a candidate that supported an increase in property taxes to support parks and recreation in Oakland County. 48.0% of voters said they would be more likely to support that candidate. 20.2% would be less likely to support that candidate. 26.9% said it would make no difference to them. 24.9% of voters would be MUCH MORE LIKELY to support that candidate while 13.9% would be MUCH LESS LIKELY to support that candidate. * Democratic and independent voters are strongly supportive of candidates that support the property tax increase for parks. Republican voters are split. April 2024 9 Voters More Likely to Support Candidate That Placed Issue on the Ballot By Better Than 3-1 Margin * Respondents were asked if they would be more or less likely to vote for a candidate that placed the park millage on the ballot. 57.4% would be more likely to support that candidate. 17.3% would be less likely to support that candidate. 22.0% said it would make no different to them. 34.1% would be MUCH MORE LIKELY to support that candidate. 9.8% would be MUCH LESS LIKELY to support that candidate. Special Needs Access/ Preservation of Natural Areas Top List of Important Reasons to Support Millage * Respondents were read nine different ways the money from the millage would be used in Oakland County Parks. For each, respondents were asked to rate how important that was to them personally on a one to ten scale. The list below ranks those options from most important to least important for respondents. 8.6 To improve access to recreational facilities for people with special needs. 8.5 To preserve wetlands, forests, wildlife habitats and other sensitive nature areas. 8.1 To revitalize public recreational facilities that are outdated, deteriorating or costly to operate. 8.0 To provide free park access to all Oakland County residents. 8.0 To fund school field trips and summer camp programs that expose children to nature and other outdoor recreational experiences. 7.8 To enhance recreational enjoyment and access to lakes, rivers and other waterways. 7.6 To improve and expand public parks, trailways and recreational facilities. 7.2 To develop new and improved recreational facilities and parks in close proximity to where you live. 6.3 To increase the number of pickleball courts, athletic fields and fitness-oriented activities. Five priorities ranked above an 8.0 – a very high level of importance to respondents. Three priorities ranked from 7.0-8.0, a good level of importance. One priority rated from 6.0-7.0 – a middling level of importance. Surprisingly, none of the priorities ranked below six – which would indicate a low level of importance. April 2024 10 * All party affiliations chose the same two priorities as their most important: Improving access to those with special needs and preserving wetlands, forests, and other sensitive areas. The lowest priority for all demographic groups was increasing the number of pickleball courts and athletic fields. Parks are ‘Essential Part of a Good Life in Oakland County’ Top Rated Message * Respondents were read eight different messages for and against the millage proposal and asked to rank them on a one to ten scale for how important that message was to them personally. The four positive messages all rated from 7.4 to 7.9. showing a solid level of importance. The three negative messages rated from 3.2 to 5.9 showing a low level of importance. These messages are rated below from most important to least important. 7.9 The Oakland County Parks system is one of the best in the state of Michigan. With 7000 acres of parkland at seventeen locations throughout the county and more than 80 miles of trails, our parks are an essential part of a good life in Oakland County and help to increase our property values. We need to protect our investment in them. 7.6 The Oakland County Parks system has been around for nearly sixty years and many of their parks and facilities have not been updated since they were built in the 1970’s and 1980’s. By passing a twenty-year millage and increasing how much the parks get, they can focus on improving the parks for the long term and modernize them for how people live today. That includes improving and expanding trails, playgrounds, bathroom facilities, outdoor fitness equipment, meeting spaces, golf courses, campgrounds, aquatic recreation, farmers markets, pickleball, and athletic fields and courts. 7.4 By extending the millage to twenty years, Oakland Parks Commission can plan for long term projects and for the first- time issue low interest municipal bonds. By paying lower interest rates by using municipal bonds, taxpayers will get more bang for their buck with more of their tax dollars going directly into upgrading the parks system in Oakland County and less going into paying interest. This plan is just good financial management. 7.4 Great parks and recreational facilities are important to maintain our quality of life, physical and mental well-being and our property values. The relatively small millage increase in this proposal would be a smart investment in our future. Oakland County, Michigan Parks Survey Glengariff Group, Inc. April 2024 11 5.9 The proposed millage is an 85% increase from the current Oakland County Parks millage and lasts twice as long. Taxpayers are already struggling with high prices, we don’t need to add to our tax burden right now to improve parks. 5.6 Voters are being asked too many times for millage increases. Oakland County just passed a new transit millage in 2022. Local government and schools are constantly asking for increases. We just need to take a break on the millage increases. 4.6 Funds from the Oakland County parks millage will not be utilized to improve parks, recreational facilities and trails in the community I live in. 3.2 I don’t use the parks. So, I get nothing out of paying more to improve or maintain them. * The top-rated message was ranked above 7.1 among all but one demographic group (Leaning GOP voters at 6.8). It was consistently the most important and effective message to respondents coming in at 8.5 among Strong Democratic voters, 7.9 among independent voters, and 7.2 among Strong Republican voters. * Strong Republican voters rated three messages above 7.0: One positive (as mentioned above) and two negative messages. 7.2 The Oakland County Parks system is one of the best in the state of Michigan. April 2024 12 Final Ballot Test: 68%-23% Support * After reading all of the pro and con messages about the proposal, respondents were asked at the conclusion of the survey if they would vote yes or no on the proposed millage increase. 68.0% would vote yes. 23.3% would vote no. 7.8% were undecided. There was no statistical movement on the millage proposal after hearing pro and con arguments. The very minor increase from 66.1% to 68.0% came from respondents who were undecided in the initial ballot test. There was no change in the ‘no’ vote from the initial ballot test to the final ballot test. Oakland County Parks operates seventeen parks located in every region of Oakland County that feature walking trails, nature preserves, golf courses, waterparks, playgrounds, dog parks, campgrounds, the county farmers market and many other recreational amenities. Many of these facilities have become dated, are costly to operate or are deteriorating due to historic underfunding. This proposal would provide funding to modernize and revitalize these facilities and add new parkland and trails in the future. Under this proposal, voters would be asked to levy an additional point two zero mills until 2034 while continuing the current millage of point three five mills which expires in 2030. If approved, this funding would be used to address critical repairs and renovations of existing recreation facilities but would not be enough to develop new and expanded parks, trails and recreational facilities.
