INTRODUCTION AND BACKGROUND
Oakland County Sheriff's Office is applying for 2024 Enbridge Safe Community First Responder
Program grant funding in the amount of $172,950. Enbridge Fueling Futures supports local safety
initiatives and programs that help make communities safer, including the Safe Community First
Responder Grant Program. Grant funding is requested to purchase containment boom and
equipment to transport, deploy, and recover boom and emergency response gear as required. The
equipment includes two trucks, two trailers, two truck bed caps, two capstan winches, and two truck
bed slide-out trays.

SUMMARY
The Southeast Michigan Dive Group was formed in May of 2022 and is the largest mutual aid response
dive group in Michigan and one of the largest in the country. The dive group is available 24/7, 365 days a
year to provide a professional response and/or support for water rescues and recovery incidents
throughout Southeast Michigan. In addition, the Southeast Michigan Dive Group is available to assist
throughout the state upon request.
The Southeast Michigan Dive Group responds with trained personnel and specialized equipment to the
scene of a water-related incident for the purpose of saving a life, provide underwater recovery of
drowning victims or accident victims in the water and to aid detective bureaus in the recovery of
property to be processed as evidence in a criminal investigation.
The Southeast Michigan Dive Group is comprised of approximately 309 divers and more than 190
support personnel. All members received numerous hours of training with their agencies as well as
additional specialized training within the group.
Equipment
The Southeast Michigan Dive Group has multiple dive rescue boats, rapid deployment boats, a
hovercraft, airboats, helicopters, airplanes, drones and other support craft to aid in its missions. The
group deploys multiple sonar, side-scan sonar, 360-sonar, AquaEyes and sector-scan sonar units as well
as various Remote Underwater Operated Vehicles (ROV’s). In addition, the group has metal detectors,
salvage equipment, underwater cameras, emergency lighting, Dark Vision technology, generators,
water/ trash pumps, warming trailers and marine containment boom. The group deploys surface
supplied air and other specialized dive rescue equipment. The group has numerous K-9 units, bomb
technicians as well as a Bloodhound and cadaver dogs.
The Southeast Michigan Dive Group can coordinate dive scenes through multiple Mobile Command
Center vehicles and has access to rapid response connectivity “COW” equipment. The group utilizes
multiple specialized vehicles and rescue trailers during callouts. The group deploys numerous drones
equipped with night vision cameras and thermal imaging technology as well as the ability to drop
lifesaving equipment to victims in the water.

DEPLOYMENT OF THE SOUTHEAST MICHIGAN DIVE GROUP
The Oakland County Sheriff’s Office is responsible for the activation and coordination of the Southeast
Michigan Dive Group response. Once activated, team leaders will have command of their incidents and
Oakland County will coordinate whatever resources a team leader may need throughout the group.
A team leader may activate the following response:
Coverage: A request for coverage notifies team leaders that a dive team is requesting coverage of an
area. This does not require a team leader to move assets, but it gives the team leader advance notice a
call for assistance may occur.
Level One: A Level One request notifies team leaders that a dive team is requesting assistance with a
callout and if possible, the team leader should send a few divers or support personnel to assist. A team
leader may choose to send its full team or just a few members.
Level Two: A Level Two request notifies team leaders that a major incident has occurred (bridge
collapse, plane crash, tunnel breach, etc.) and if possible, a team leader should send all available assets
to assist.
SOUTHEAST MICHIGAN DIVE GROUP
Strike Team: A Strike Team request notifies team leaders that an incident has occurred and if possible,
the team leader should deploy its Strike Team members. A Strike Team consists of the following:

Strike Team (Standby): A Strike Team standby request notifies a team leader a Strike Team may be
needed and if possible, the team leader should deploy a Strike Team to stage within their jurisdiction
until requested.
Equipment Request: A request for equipment notifies team leaders that a dive team needs a specific
piece of equipment. If available, team leaders should send the requested equipment.
STRIKE TEAM
A “Strike Team” has a set number of resources and personnel that could be deployed to rapidly to an
emergency scene anywhere in Southeast Michigan to assist with rescue and recovery operations. The
important fundamental of the strike team is a speedy response with the most important equipment,
follow on support can be sent as the incident evolves. Strike team members are trained across multiple
rescue disciplines to increase their immediate effect on scene.

The boundaries of the Southeast Michigan Dive Group have 170 miles of International Border with
Ontario, Canada. Extending from Huron County in Lake Huron down to Monroe County in Lake Erie. We
also have 93 miles of border with the State of Ohio. As well as 128 Miles of border with the State of
Indiana.
Lake Huron is one of the five Great Lakes of North America. It is shared on the north and east by the
Canadian province of Ontario and on the south and west by the U.S. State of Michigan. The maximum
length of Lake Huron is 206 miles and the maximum width is 183 miles. Lake Huron has an average
depth of 195 feet and a maximum depth of 750 feet (Wikipedia).

Lake Erie is the fourth-largest lake by surface area of the five Great Lakes in North America and the
eleventh largest globally. It is the southernmost, shallowest, and smallest by volume of the Great Lakes
and has the shortest average water residence time. The maximum length of Lake Huron is 241 miles
and the maximum width is 57 miles. Lake Erie has an average depth of 62 feet and a maximum depth of
210 feet (Wikipedia).
Lake St. Clair is part of the Great Lakes system, but it is 17 times smaller than Lake Ontario by surface
area, and more than 80 times by volume. It is rarely included in the list of "Great Lakes" but is
sometimes referred to as "the sixth Great Lake". Lake St. Clair lies between the Canadian province of
Ontario and the U.S. State of Michigan. The maximum length of Lake St. Clair 26 miles and the
maximum width is 24 miles. Lake St. Clair has an average depth of 27 feet and a maximum depth of 40
feet (Wikipedia).

The Ambassador Bridge is an international suspension bridge across the Detroit River that connects
Detroit, Michigan, United States, with Windsor, Ontario, Canada. The bridge carries 60 to 70 percent of
commercial truck traffic in the region. The bridge opened on November 15, 1929 and has a total length
of 7,500 feet (Wikipedia).
The Blue Water Bridge is a twin-span international bridge across the St. Clair River that links Port Huron,
Michigan, United States, and Point Edward, Ontario, Canada. The Blue Water Bridge connects Highway
402 in Ontario with both Interstate 69 and Interstate 94 in Michigan. The bridge opened on October 10,
1938 and has a total length of 6,178 feet (Wikipedia).

The Gordie Howe International Bridge, known during development as the Detroit River International
Crossing and the New International Trade Crossing, is a cable-stayed international bridge across the
Detroit River, currently under construction. The bridge is set to be open in 2025 and will have a length
of 8,202(Wikipedia).
The Zilwaukee Bridge is a high-level, segmental concrete bridge spanning the Saginaw River in the U.S.
State-of-Michigan. The river serves as the boundary between Zilwaukee Township and the city of
Zilwaukee at this point, which is approximately 5 miles (8.0 km) north of downtown Saginaw. The Bridge
opened on December 23, 1987 and has a total length of 8,061 feet (Wikipedia).

The Detroit–Windsor tunnel, also known as the Detroit–Canada tunnel, is an international highway
tunnel connecting the cities of Detroit, Michigan, United States and Windsor, Ontario, Canada. The
tunnel was opened on November 3, 1930 and has a length of 5,160 feet. The cities of Detroit and
Windsor hold the distinction of jointly creating both the second and third tunnels between two nations
in the world. The Detroit–Windsor tunnel is the world's third tunnel between two nations, and the first
international vehicle tunnel (Wikipedia).

Michigan, in the United States with Windsor, Ontario, in Canada. The tunnel was opened on October 26,
