ITEM CATEGORY SPONSORED BY Collective Bargaining Agreement Brendan Johnson INTRODUCTION AND BACKGROUND The County of Oakland and the United Auto Workers, Local 889 (UAW) have negotiated a supplemental agreement for non-supervisory employees in the Circuit Court/Friend of the Court Division. This agreement will cover the period of August 1, 2024, through September 30, 2024. POLICY ANALYSIS This request is to approve the supplemental agreement with the United Auto Workers, Local 889 (UAW) for the non-supervisory employees of the Circuit Court/Friend of the Court Division to include the following: • Union representatives shall have access to meet with employees or see a work area related to a grievance • All employees, with approval of the Court Administrator or their designee, shall be eligible to work a 4/10 alternative work schedule • All employees who work a 4/10 schedule, where a holiday falls on a day in which they are normally scheduled to work, shall receive ten (10) hours holiday pay • All overtime eligible employees who work a 4/10 schedule shall be entitled to a minimum of three (3) hours overtime pay if called into the office to work on their regularly scheduled non- working day There are no financial implications as a result of this supplemental agreement; therefore, no budget amendment is required. Non-Supervisory Employees August 1, 2024 through September 30, 2024 This Supplemental Agreement is supplemental to and becomes a part of UAW Local 889's October 28, 2021 through September 20, 2024, Agreement with Oakland County Circuit Court. RECOGNITION All full-time non-supervisory employees of the Oakland County Circuit Court, Friend of the Court (FOC) Division, excluding the FOC Referee classification, elected and appointed officials. WAGES AND INCREMENT SCHEDULE Access to Employees: • Union Representatives shall have access to interview and or meet with an Employee or see a work area as related to a grievance and or labor contract-related matter. • Union Representatives shall observe all of the Employer’s security and access procedures and shall be accompanied to and from meeting locations within a building when required by such procedures for Employees. Representation: • Pursuant to Article 4.2 of the Master Agreement, one (1) additional, Non-Supervisory Steward is recognized. Bulletin Board: • Pursuant to Article 11.3 of the Master Agreement, the employer shall provide one additional bulletin board to be installed in the FOC building break room area. Alternative Work Schedules: • All employees, with approval of the Court Administrator or their designee, shall be eligible to work a 4/10 (four ten-hour days) alternative work schedule. Holiday Pay and Overtime with Alternative Work Schedules: • All employees working a 4/10 schedule, where the holiday falls on a day in which they are normally scheduled to work, shall receive ten (10) hours holiday pay. All overtime eligible employees working a 4/10 schedule, shall be entitled to a minimum of three (3) hours overtime pay if called into the office and required to work on their regularly scheduled non- working day. Signatures In witness whereof, the Oakland County Circuit Court, by its Chief Judge, and representative, UAW, Local 889, on behalf of its represented employees, hereby cause this Agreement to be executed.
