Schedule D; further, to amend the FY 2024-2026 Budget as detailed in the attached Schedule A.

INTRODUCTION AND BACKGROUND
Merit Rule 2 provides a process for departments and employees to request a review of the salary
grade placement of classifications. The 3rd Quarterly Report for FY 2024 identifies the job studies
conducted, and the salary grade changes recommended by the Human Resources Department
from April 2024 through June 2024. This Quarterly Report seeks approval for the following:
• Change the salary grade of one classification, impacting two positions in Children’s Village.
• Change the title of one classification, with no change in salary grade, impacting one position
in Facilities Management.
• Create two new classifications, impacting no positions, in Management & Budget and
Economic Development.
POLICY ANALYSIS
Under the 3rd Quarterly Salary Administration Plan there are the following requested changes:
• Change Salary Grade of 1 classification:
o Public Services/Children's Village, Treatment Services Supervisor
• Retitle 1 classification with no change in salary grade:
o Facilities Management Administration, change title from Facilities Project Coordinator
to Sustainability Project Coordinator
• Create 2 New Classifications (no Associated Positions):
o Management & Budget/Purchasing, Manager Procurement
o Economic Development/Administration, Manager Internal & External Affairs
If approved, the effective date of the salary implementation plan, as requested, would be September
7, 2024. A budget amendment for $1,132.00 is recommended for FY 2024.

GENERAL SUMMARY
Responsible for the administration, implementation and management of critical projects impacting countywide
departments and/or communities. Manages all contracts, requests for proposals and vender agreements
associated with assigned projects and ensures compliance with applicable laws, regulations, and policies as
well as ongoing alignment with departmental and county-wide goals. Meets with committees of the Board of
Commissioners and legislative bodies to present proposals, progress reports, and recommendations regarding
projects and programs. Utilizes current Countywide and/or department specific software to complete
assignments.
SUPERVISION EXERCISED
Generally, none. Provides guidance and leadership to internal and external stakeholders to ensure project
needs are met.
ESSENTIAL JOB FUNCTIONS
Manages major contracts and requests for proposals to ensure external service providers meet County
requirements and align with established performance standards. Coordinates with Purchasing, Corporation
Counsel, and outside consultants, reviewing proposals, and leading the evaluation team to recommendations.
Oversees the development, implementation, and administration of critical projects impacting countywide
departments and/or communities, using portfolio management and project management disciplines. Directly
manages the intake of new project requests, facilitates the evaluation of project proposals, and obtains
approval of new project requests. Responsible for effectively managing and tracking the execution of all
approved projects.
Meets with committees of the Board of Commissioners and legislative bodies to present proposals, progress
reports, and recommendations regarding projects and programs.
Oversees vendors and operations, and ensures compliance with applicable laws, regulations, and policies as
well as ongoing alignment with departmental and county-wide goals.
CLASS TITLE: MANAGER EXTERNAL AFFAIRS & OPERATIONS

Identifies and develops key partnerships with external agencies and organizations. Acts as liaison and
represents the County by preparing and delivering formal presentations and events to various groups inside
and outside the organization.
Approves payments against operating and project budgets, following necessary verification and review of
project specification compliance.
Establishes a priority system to allow higher level projects to be completed as planned.
Works closely with the Department of Public Communications team on large scale Economic Development
and Executive level initiatives.
Coordinates advocacy initiatives surrounding Oakland County’s Economic Development at the local, state,
and national levels.
Maintains business resources for internal and external constituencies including Key Performance Indicators
(KPIs), economic data, etc.
Oversees the planning, budgeting, and operation of the County's Economic Development projects, including
the creation of annual goals, objectives, key performance measures, work program preparation, annual budget
requests and revenue projections.
Represents the County and its interests by participating as a member of statewide, regional, county, and local

County departments and countywide elected officials in accordance with Oakland County’s Purchasing

Proactively seeks opportunities to increase diversity within the County’s supplier base to ensure that
minority-owned, women-owned, disabled-owned, and veteran-owned businesses have the opportunity
to bid competitively for County contracts. Negotiates and supervises the negotiation of contracts with
vendors to ensure securing the best deals and terms. Provides recommendations regarding division
personnel, budget, measurable goals and objectives, and data processing issues as well as for the

GENERAL SUMMARY
Serves as project leader for small to medium size projects to improve county policies, programs, and
initiatives that promote environmental, economic, and social sustainability. Responsible for the overall
execution of the project, including design, budget, and schedule on behalf of the Environmental
Sustainability Unit and community-based projects. The projects are short to medium in duration and small
to medium in budget. Performs responsible administrative and professional work of a complex nature
including supporting the ideation, development, implementation, and evaluation of community-facing
sustainability programs for Oakland County. Includes supporting the start-up of new projects and managing
projects of significant internal and external community involvement. Utilizes current countywide and/or
department specific software to complete assignments.
SUPERVISION EXERCISED
Functions as project leader for small to medium sustainability projects. May oversee consultants and other
external partners related to projects.
ESSENTIAL JOB FUNCTIONS
Supports community facing sustainability initiatives which includes managing existing programs, helping
create new programs, fundraising, ideation, and program management.
Using a variety of tools, engages the public in the sustainability planning process and organizes meetings to
solicit input and generate dialogue on sustainability issues.
Develops and annually updates relevant sustainability metrics and KPIs.
Performs research, planning, and technical analysis for complex projects; develops data sets that measure
progress of existing programs, and through data driven decisions help identify new sustainability strategies.
Conducts ongoing research into best practices, emerging trends, and potential opportunities for existing and
new policies, programs, and projects for the Office of Sustainability and greater Oakland County community.

Makes recommendations to higher level Office of Sustainability team members regarding project feasibility
based on various inputs, including but not limited to cost, funding, budget, policies and ordinances, best
practices, and current sustainability practices.
Supports county departments in implementing energy conservation and sustainability programs.
Attends meetings, conferences, and workshops.
Contributes to a work environment that encourages knowledge of, respect for, and development of skills to
engage with those of other cultures or backgrounds.
Utilizes current countywide and/or department specific software to complete assignments.
ADDITIONAL DUTIES & RESPONSIBILITIES
Updates communications of sustainability projects and efforts; works with the communications team to
develop additional communication media in multiple formats to communicate sustainability initiatives.
Supports the preparation of grant applications.
Participates in regular office meetings and strategy meetings.
Supports ad hoc requests for project support from team members in the Office of Sustainability.
Performs other duties as identified by Office of Sustainability team.

Work is carried out in a typical office environment and may include site visits and travel throughout Oakland

EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES
A. REQUIRED MINIMUM QUALIFICATIONS
1. Possess a Bachelor’s degree from an accredited college or university accredited college or
university with a major in Sustainability, Public Policy, Environmental Policy, Environmental
Science, Natural Resources Management, Engineering, Urban Planning, or related field of
study.
2. Have had at least two (2) years of full-time experience in developing, maintaining, and/or
managing sustainability related programs, initiatives, or processes involving the collection,
analysis, and reporting of program data.
NOTE: Additional years of experience can substitute for the degree requirement on a year-for-year
basis.
