Democratic Caucus Minutes
September 5, 2024 at 5:00 PM
1. Call Meeting to Order
Chair Angela Powell called the meeting of the Democratic Caucus to order at 5:08 PM in
Committee Room A, 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: David Woodward, Penny Luebs, Kristen Nelson, Gwen Markham,
Angela Powell, Marcia Gershenson, Brendan Johnson, Charles Cavell, Yolanda Smith
Charles, Ajay Raman, Linnie Taylor, Ann Erickson Gault (12)
MEMBERS ABSENT WITH NOTICE: William Miller III (1)
3. Public Comment
No one addressed the Caucus during Public Comment #1.
4. Approval of Minutes
a. Board of Commissioners - dated August 1, 2024
Linnie Taylor moved approval of the Minutes dated August 1, 2024, as
presented. Seconded by Marcia Gershenson.
Motion Passed.
A sufficient majority having voted in favor, the minutes were approved, as
presented.
5. Discussion Items
Commissioner Markham addressed the Caucus regarding Finance Committee item
entitled: Board of Commissioners - Appointment to the Chief Procurement Officer.
Commissioner Luebs addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item entitled: Board of Commissioners - Appointment
to the Oakland Community Health Network Board.
Commissioner Nelson addressed the Caucus to discuss the many employee
communications to the Commissioners about the Oakland County/UAW contract
negotiations.
Discussion followed.
Jim Nash, Oakland County Water Resources Commissioner, addressed the Caucus
regarding legislation being proposed by State Representative Donni Steele, alleging that
Oakland County is draining untreated overflow into the Red Run Drain which flows into
Lake St. Clair.
Discussion followed.
Commissioner Woodward addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item entitled: Human Resources - Benefit Plan
Modifications Effective January 1, 2025.
Discussion followed.
Joe Rozell and Rob Doyle, representing UAW Local 889, addressed the Caucus
regarding the negotiations between the Oakland County Executive Office and the UAW.
Discussion followed.
Commissioner Nelson addressed the Caucus to request that Legislative Affairs and
Governmental Operations Committee item entitled: Human Resources - Benefit Plan
Modifications Effective January 1, 2025, be moved to the Regular Agenda.
Commissioner Woodward addressed the Caucus to state that a new resolution entitled:
Funding Appropriation for Independent After Action Review on the Oxford High School
and Other Mass Shooting Events has been added to the agenda and will be voted on
tonight.

No one addressed the Caucus during Public Comment #2.

The meeting adjourned at 9:42 PM.
